Staff Summary: Each month the Board of Supervisors presents Length of Service certificates to employees who have completed 5, 10, 15, 20, 25 and 30 years of City service.

8.B Presentation of the 2016 Historic Preservation Awards.

Staff Summary: Each year Carson City recognizes significant preservation accomplishments to celebrate our community's history and heritage in celebration of Historic Preservation and Archaeological Awareness Month during the month of May. All over the state, activities are held that remind us of the important historic resources that give meaning and a sense of place to our communities, and focus attention on how critical it is to make sure they are preserved.

Ordinances, Resolutions, and Other Items

9. Mayor Crowell and Sheriff Furlong

9.A For Possible Action: To adopt a resolution to sign on to the call to action to reduce the number of people with mental illnesses in our county jail, commit to sharing lessons learned with other counties in our state and across the country, support a national initiative and encourage all county officials, employees and residents to participate in the initiative
.

Staff Summary: Recognizing the critical role local and state officials play in supporting change, the National Association of Counties (NACo), the Council of State Governments (CSG) Justice Center, and the American Psychiatric Foundation (APF) are leading an unprecedented national initiative to help advance counties’ efforts to reduce the number of adults with mental illnesses and co-occurring substance use disorders in jails.

10. Assessor

10.A For Possible Action: To approve the partial removal and refund of the Real Property Taxes for the 2015/16 fiscal year for parcel number 007-601-01 per NRS 361.055 in the amount of $126.54. (Kimberly Adams, kadams@carson.org)

Staff Summary: Parcel number 007-601-01, which can be described as being located in Section 4, T15N R19E, W2 W2 SE4, was gifted to the State of Nevada on March 7, 2016. This property is now exempt from taxation per NRS 361.055. The Assessor's office is asking that the taxes be prorated from July 1, 2015 through March 7, 2016 and that the remaining amount be removed and refunded in the amount of $126.54.

11. Purchasing and Contracts

11.A For Possible Action: To approve Forensic Support Services Agreement between Washoe County on behalf of the Washoe County Sheriff's Office and Carson City on behalf of the Carson City Sheriff's Office (file 1516-143) for a fee not to exceed $104,378 to be funded from the Professional Services/Laboratory Expense Account. This agreement will start July 1, 2016 through June 30, 2017. (Laura Tadman, LTadman@carson.org and Ken Furlong, KFurlong@carson.org)

Staff Summary: The Washoe County Forensic Science Division will perform forensic services listed in Option B as deemed necessary by the Carson City Sheriff/Coroner.

11.B For Possible Action: To approve City Contract #1516-155/Dell Master Lease Agreement 571133-16559 for a not to exceed annual amount of $200,000 to be funded from various individual departmental accounts as approved in the City's budget process. This agreement will start July 1, 2016 through June 30, 2021. (Laura Tadman, LTadman@carson.org and Eric VonSchimmelmann, EVonschimmelmann@carson.org)

Staff Summary: Information Technology has worked diligently with Dell for various technology solutions over many years. We would like to have the flexibility to use this lease agreement to purchase technology products over a time at a reasonable rate without having to bring each project for approval.

12. Fire

12.A For Possible Action: To authorize Carson City to submit a grant application in the amount of $102,389.00 to the Southern Nevada Public Land Management Act (SNPLMA), through the Bureau of Land Management - Carson City Westside Hazardous Fuels Collection Project. (Robert Schreihans, rschreihans@carson.org)

Staff Summary: This grant will provide funding for the Carson City Hazardous Fuels Collection Project (Carson City Fire Department - trailer/dumpster program) over a six year period.

12.B For Possible Action: To authorize Carson City to submit a grant application in the amount of $1,999,900.00 to the Southern Nevada Public Land Management Act (SNPLMA), through the Bureau of Land Management - Carson City Westside Hazardous Fuels Reduction Project. (Robert Schreihans, rschreihans@carson.org)

Staff Summary: The Carson City Fire Department will treat 943 acres in the Wildland Urban Interface surrounding Carson City. This treatment will reduce hazardous fuels along the west side of Carson City, which has a rich history of wildfire. By reducing the fuels in these strategic locations, the potential impact of a wildfire will be greatly reduced.

13. Parks and Recreation - Open Space

13.A For Possible Action: To accept the Open Space Advisory Committee recommendation for submittal of a grant application to the Nevada Division of State Lands, Question #1 grant program for watershed improvements in the Golden Eagle Lane area and to allow the Mayor to sign a letter of support. (Richard Wilkinson, rwilkinson@carson.org)

Staff Summary: Staff has been working on several grant sources for funding to complete erosion control and Carson River watershed improvement work along Golden Eagle Lane. Currently, we have a budget shortfall of $50,000 to get the project completed. Staff would like to submit a grant to the Nevada Division of State Lands Question #1 grant program for $40,000 to help provide enough funding to complete the project.

18. Health and Human Services


18.A For Possible Action: Proposal of the Health Officer's Report for approval, with feedback and direction from the Board discussed at the meeting incorporated. (Susan Pintar, MD; Staff contact - Nicki Aaker, naaker@carson.org).

Staff Summary: Provide an update on the Health Officer’s engagement in the department and the community. This is an opportunity to formally inform the Board of Health of the Health Officer’s role and her current projects. Feedback and direction requested from the Board regarding the Health Officer’s report concerning activities the Health Officer is engaged in both internally and externally for Carson City Health and Human Services (CCHHS).

18.B For Possible Action: The Director's Report on Carson City Health and Human Services will be proposed for approval, with feedback and direction from the Board discussed at the meeting incorporated. (Nicki Aaker, naaker@carson.org)

Staff Summary: The Director’s Report on Carson City Health and Human Services will be presented. Feedback and direction is being requested from the Board regarding the content within the report. This is an opportunity to inform the Board of Health of current activities, programs and services within CCHHS including, but not limited to Human Services overview of the housing program, the Community Services Block Grant (CSBG) Community Health Worker pilot program, Clinical Services Vaccines for Children statistics, and a Zika Virus testing update. At the end of the discussion, a motion will be proposed for acceptance of the Director’s Report with the feedback and direction from the Board incorporated.

18.C Discussion Only: Community Health Needs Assessment update. (Valerie Cauhape, vcauhape@carson.org)

Staff Summary: CCHHS is beginning to work on the Carson City's Community Health Needs Assessment and is partnering with Carson Tahoe Health. Not-for-profit hospitals, such as Carson Tahoe Hospital, are required to do a Community Health Needs Assessment every 3 years by the Internal Revenue Service. CCHHS' Community Health Assessment began data collection in 2010 and the document was approved by the Board of Supervisors in June 2012. Management at CCHHS and Carson Tahoe Health felt a comprehensive assessment is best for the community. An update will be presented on activities that have taken place and planned future activities, along with a timeline.

22.A For Possible Action: To accept the report on the condition of each fund in the treasury and the statements of receipts and expenditures through May 6th, 2016 per NRS 251.030 and NRS 354.290.

Staff Summary: NRS 251.030 requires the Chief Financial Officer (for the purpose of the statute acting as the County Auditor) to report to the Board of County Commissioners (or in our case the Board of Supervisors), at each regular meeting thereof, the condition of each fund in the treasury. NRS 354.290 requires the County Auditor to report to the Board of Supervisors a statement of revenues and expenditures based on the accounts and funds as were used in the budget. A more detailed accounting is available on the City’s website – www.carson.org.

22.B For Possible Action: To adopt a resolution setting the ad valorem tax rate for County Cooperative Extension for FY 2017 at 1.28 cents per $100 of assessed valuation. (Nancy Paulson, npaulson@carson.org)

Staff Summary: By law, the Board of Supervisors must set the tax rate of the County Cooperative Extension annually in an amount between 1 cent and 5 cents per $100 of assessed valuation to provide annual funding. If the proceeds of the county tax levy of 1 cent are insufficient to meet the county’s share of the cooperative agricultural extension work, as provided in the combined annual financial budget, the board of county commissioners (in this case the Carson City Board of Supervisors), may by unanimous vote, levy an additional tax so that the total in no instance exceeds 5 cents on each $100 of the county tax rate. The 1.28 cents per $100 assessed valuation ad valorem tax rate requested is the same levy from prior years.

30. City Manager


30.A For Possible Action: To ratify the approval of bills and other requests for payments by the City Manager for the period of April 9, 2016 thru May 6, 2016. (Nick Marano, nmarano@carson.org)

Staff Summary: All bills or other requests for payment verified per CCMC 2.29 shall be presented by the Controller, together with the register book of demands and warrants to the City Manager who shall audit the same, and if found authorized, correct and legal, shall signify by his signature, as agent for the board, upon the register book of demands and warrants those demands which are approved or disapproved by him. Upon approval, the warrants, as prepared aforesaid, shall issue. The City Manager shall then cause the register book of bills and other requests for payment and warrants to be presented at least once a month to the board of supervisors, who shall by motion entered into its minutes, ratify the action taken on the bills or other requests for payment.

**PUBLIC COMMENT LIMITATIONS - The Mayor and Supervisors meet at various times as different public bodies: the Carson City Board of Supervisors, the Carson City Liquor and Entertainment Board, the Carson City Redevelopment Authority, and the Carson City Board of Health. Each, as called to order, will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment. In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows: In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the mayor/chair during the item itself. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken.
