NOTICE OF MEETINGS OF THE
CARSON CITY PLANNING COMMISSION
WEDNESDAY, NOVEMBER 17, 2010, AT 1:30 P.M.
COMMUNITY CENTER, SIERRA ROOM, 851 EAST WILLIAM STREET
CARSON CITY, NEVADA

Items scheduled at a specific time cannot be heard earlier than at the scheduled

time per the Nevada Open Meeting Law Requirements. A dinner recess may be

taken. If a dinner recess is taken, any unfinished business will be heard after the

meeting is resumed.

A. Roll Call, Determination of a Quorum and Pledge of Allegiance

C. Modification of Agenda

This is the tentative schedule for the meeting. The Planning Commission reserves the right to take items in a different order to accomplish business in the most efficient manner.

D. Public Comments

Members of the public who wish to address the Commission may approach the podium at this time to speak on matters relevant to or within the authority of the Planning Commission. Comments are limited to three minutes per person or topic. If your item requires extended discussion, please request the Chairman to calendar the matter for a future Planning Commission agenda. In order for members of the public to participate in the Commission’s consideration of a public hearing item on this agenda, the Commission strongly encourages members of the public to comment on the agenda item when the particular item is being discussed by the Commission. No action may be taken on a matter raised under this public comment portion of the agenda until the matter itself has been specifically included on an agenda as an item upon which action may be taken.

E. Staff Public Service Announcements

Announcements of a general nature for the Commission and for public information regarding planning, zoning and land use. Not intended for detailed discussion or for items already on the agenda.

F. Disclosures

Any member of the Commission may wish to explain any contact with an applicant or the public regarding an item on the agenda or business of the Commission.

G. Consent Agenda

All matters listed under the consent agenda are considered routine and may be acted upon by the Planning Commission with one action and without an extensive hearing. Any member of the Commission or any citizen may request that an item be taken from the consent agenda, discussed and acted upon separately during this meeting. The Chairman or Vice Chairman retains discretion in deciding whether or not an item will be removed from the consent agenda.


H. Public Hearing Matters

The following items are scheduled for a public hearing. The Chairman will read the Agenda listing into the public record. Staff will present a summary of the staff report and recommendations, including any updated information that was received after the date when staff reports were distributed. The Commission will follow with questions of staff. At that time, the Chairman will open the hearing to public testimony. Normally, the applicant and/or their representative are permitted to speak first, followed by Commission questions. This will be followed by the Chairman requesting comments from the public at large. If you wish to speak on a particular item, please limit your comments to three (3) minutes and be as brief and concise as possible so that all who wish to speak may do so. Do not repeat the position of others who express the same views as you. The Chairman has the right to establish time limits for comments and to allow for rebuttal. In order to be part of the administrative record regarding an appeal of an item, you must sign the "sign in" sheet on the podium or have previously sent correspondence to the Planning Division or spoken to staff regarding an item on this agenda.

H-1 SUP-10-089* Action to consider a Special Use Permit request from the Carson City School District (property owner: Carson City School District) to allow placement of photovoltaic arrays at Seeliger Elementary School on property zoned Public (P), located at 2800 S. Saliman Rd., APN 009-436-08. (Jennifer Pruitt)

Summary: All Public district development standards relative to lot area, setbacks, building height, landscaping, off-street parking and signs shall be based on requirements and conditions of the required special use permit. The applicant is requesting the location of an approximately 60,000 square foot installation of ground mounted photovoltaic arrays in the northwestern portion of the Seeliger Elementary School campus. The proposed project is part of the Carson City School District’s Green Energy Project. It is anticipated that the alternative energy projects will save the School District Greenhouse approximately $200,000 in annual utility charges and reduce the School District’s reliance on the City’s power grid.

H-2 SUP-10-090* Action to consider a Special Use Permit request from the Carson City School District (property owner: Carson City School District) to allow placement of photovoltaic arrays at Eagle Valley Middle School on property zoned Public (P), located at 4151 E. Fifth St., APN 010-035-27. (Jennifer Pruitt)

Summary: All Public district development standards relative to lot area, setbacks, building height, landscaping, off-street parking and signs shall be based on requirements and conditions of the required special use permit. The applicant is requesting the location of an approximately 60,000 square foot installation of ground mounted photovoltaic arrays in the southeastern portion of the Eagle Valley Middle School campus. The proposed project is part of the Carson City School District’s Green Energy Project. It is anticipated that the alternative energy projects will save the School District Greenhouse approximately $200,000 in annual utility charges and reduce the School District’s reliance on the City’s power grid.

H-3 SUP-10-091* Action to consider a Special Use Permit request from the Carson City School District (property owner: Carson City School District) to allow placement of photovoltaic arrays at Carson Middle School on property zoned Public (P), located at 1140 W. King St., APN 003-171-01. (Jennifer Pruitt)

Summary: All Public district development standards relative to lot area, setbacks, building height, landscaping, off-street parking and signs shall be based on requirements and conditions of the required special use permit. The applicant is requesting the location of an approximately 30,000 square foot installation of ground mounted photovoltaic arrays in the southern portion of the Carson Middle School campus. The proposed photovoltaic arrays will be installed on supporting carport structures in an existing parking lot. The proposed project is part of the Carson City School District’s Green Energy Project. It is anticipated that the alternative energy projects will save the School District Greenhouse approximately $200,000 in annual utility charges and reduce the School District’s reliance on the City’s power grid.

H-4 SUP-10-088* Action to consider a Special Use Permit request from the Carson City Airport Authority (property owner: Carson City) for a hot plant and rock crusher for processing of rock materials on property zoned Public Regional (PR), located at 2600 E. College Parkway, APN 005-011-01. (Kathe Green)

Summary: Request to allow resumption of a previously approved special use permit (SUP-09-034) for a hot plant and rock crusher to be used for processing of rock materials remaining on site after realignment of a runway, with materials to be hauled to and used in projects in and around Carson City.

H-5 ZCA-10-095 Action to make a recommendation to the Board of Supervisors on an ordinance amending the Carson City Municipal Code Title 18, Zoning, Title 18 Appendix, Development Standards, Division 4, Signs, Section 4.4.7, Administration, Exceptions, to modify the regulations relating to the temporary display of banners and other temporary sign devices, and other matters properly related thereto. Staff Summary: An ordinance was adopted in January 2009 and renewed in 2010 to temporarily eliminate time limits on banners for a period of one year in order to allow commercial businesses more advertising alternatives during difficult economic conditions. The ordinance expires at the end of 2010 and a new ordinance must be adopted to continue the same temporary sign provisions or modify them.

H-6(A) MPA-10-086 Action to adopt a Resolution making a recommendation to the Board of Supervisors regarding a Master Plan Amendment to change the Land Use Map designation of property located in and around the vicinity of the Carson City Landfill, Flint Drive area, changing an approximate 15 acre portion of APN 8-011-19 east of the V&R Railroad track from Public Conservation to Public/Quasi-Public, changing APN 8-521-20 from Public Conservation (311 acres) and Mixed-Use Commercial (65 acres) to Public/Quasi-Public (193 acres), Open Space (135 acres) and Mixed-Use Commercial (48 acres), and changing APN's 8-531-03 (178 acres), 10-011-01 (108 acres) and 10-011-29 (520 acres) from Public Conservation to Public/Quasi-Public. Summary: The proposed amendments would make the Master Plan land use designations consistent with the actual public use of the landfill and surrounding properties, and will be consistent with the proposed land uses pursuant to the lands bill that will transfer ownership of the properties from the BLM to Carson City. Property acreage noted above is approximate.

H-6(B) ZMA-10-087 Action to make a recommendation to the Board of Supervisors regarding an ordinance to change the zoning designations of property located in and around the vicinity of the Carson City Landfill, Flint Drive area, changing APN 8-011-19 from General Industrial to General Commercial (25 acres) and Public Regional (15 acres), changing APN 8-521-20 from Conservation Reserve to Public Regional (328 acres) and General Commercial (48 acres), and changing APN's 8-531-03 and 10-011-01 and -29 from Conservation Reserve to Public Regional. Summary: The proposed amendments would make the zoning consistent with the actual public use of the landfill and surrounding properties, and will be consistent with the proposed land uses pursuant to the lands bill that will transfer ownership of the properties from the BLM to Carson City. H-7 MPA-10-085 Action to make recommendations to the Board of Supervisors on the annual Master Plan report, including recommended actions for the implementation of the goals and policies of the Master Plan and other matters properly related thereto. (Lee Plemel)

Staff summary: State law (NRS 278.190) requires the Planning Commission to annually make recommendations to the Board of Supervisors regarding the implementation of the Master Plan. Staff will provide the Planning Commission with information regarding past, current and future Master Plan implementation actions for the Commission’s consideration.

H-8 MISC-10-105* Action to elect a Planning Commission Chairman and Vice Chairman for the period December 20010 to November 2011. (Lee Plemel)

Staff Summary: Planning Commission by-laws require the Commission to elect a chairman and vice-chairman on an annual basis.
