NOTICE OF MEETING OF THE
CARSON CITY PLANNING COMMISSION
WEDNESDAY, MAY 25, 2011, AT 5:00 P.M.
COMMUNITY CENTER, SIERRA ROOM, 851 EAST WILLIAM STREET
CARSON CITY, NEVADA

Items scheduled at a specific time cannot be heard earlier than at the scheduled

time per the Nevada Open Meeting Law Requirements. A dinner recess may be

taken. If a dinner recess is taken, any unfinished business will be heard after the

meeting is resumed.

This is the tentative schedule for the meeting. The Planning Commission reserves the right to take items in a different order to accomplish business in the most efficient manner.

D. Public Comments

Members of the public who wish to address the Commission may approach the podium at this time to speak on matters relevant to or within the authority of the Planning Commission. Comments are limited to three minutes per person or topic. If your item requires extended discussion, please request the Chairman to calendar the matter for a future Planning Commission agenda. In order for members of the public to participate in the Commission’s consideration of a public hearing item on this agenda, the Commission strongly encourages members of the public to comment on the agenda item when the particular item is being discussed by the Commission. No action may be taken on a matter raised under this public comment portion of the agenda until the matter itself has been specifically included on an agenda as an item upon which action may be taken.

E. Staff Public Service Announcements

Announcements of a general nature for the Commission and for public information regarding planning, zoning and land use. Not intended for detailed discussion or for items already on the agenda.

F. Disclosures

Any member of the Commission may wish to explain any contact with an applicant or the public regarding an item on the agenda or business of the Commission.

G. Consent Agenda

All matters listed under the consent agenda are considered routine and may be acted upon by the Planning Commission with one action and without an extensive hearing. Any member of the Commission or any citizen may request that an item be taken from the consent agenda, discussed and acted upon separately during this meeting. The Chairman or Vice Chairman retains discretion in deciding whether or not an item will be removed from the consent agenda.


H. Public Hearing Matters

The following items are scheduled for a public hearing. The Chairman will read the Agenda listing into the public record. Staff will present a summary of the staff report and recommendations, including any updated information that was received after the date when staff reports were distributed. The Commission will follow with questions of staff. At that time, the Chairman will open the hearing to public testimony. Normally, the applicant and/or their representative are permitted to speak first, followed by Commission questions. This will be followed by the Chairman requesting comments from the public at large. If you wish to speak on a particular item, please limit your comments to three (3) minutes and be as brief and concise as possible so that all who wish to speak may do so. Do not repeat the position of others who express the same views as you. The Chairman has the right to establish time limits for comments and to allow for rebuttal. In order to be part of the administrative record regarding an appeal of an item, you must present your comments at the podium or have previously sent correspondence to the Planning Division or spoken to staff regarding an item on this agenda.

H-1 AB-11-026 Action to make a recommendation to the Board of Supervisors regarding an application for an Abandonment of Public Right-of-Way from CSA Engineers (property owner: State of Nevada) to abandon the right-of-way on property located at Anderson Street between East Second and East Third Streets. (Kathe Green)

Summary: This request is to abandon the right-of-way adjacent to these parcels to accommodate future planned improvements to the adjacent State of Nevada property which would be within the existing Anderson Street right-of-way area. This area has not been improved as a street.

H-2 SUP-11-028 Action to consider a Special Use Permit request from Kelly Clark (property owner: Gary Hitt) to allow the construction of detached accessory structures in excess of 75 percent of primary structure on property zoned Single Family 1 Acre (SF1A), located at 525 East Roventini Way, APN 009-174-01. (Kathe Green)

Summary: The applicant is requesting an additional detached accessory structure on the site. A special use permit is required if accessory structures exceed 75% of the size of the primary structure. The size of the primary structure is 904 square feet (sf). The proposed accessory structure of 1080 sf (30x36), added to the existing detached accessory structure of 336 sf, would result in 1416 sf or 157% of the size of the primary structure in accessory structures on the site.

H-3(A) ZMA-11-030   Plans   Action to make a recommendation to the Board of Supervisors on a Zoning Map Amendment application from AT&T on behalf of the Carson City Parks and Recreation Department (property owner: Carson City Parks and Recreation) to change the zoning from Single Family 6000 (SF6) to Public Community (PC), on property located on Northridge Dr. at Winnie and Roop, APN 002-101-81. (Jennifer Pruitt)

Summary: As a result of the proposed ZMA the subject parcel will have a zoning designation which is consistent with the existing Master Plan. This zoning designation is consistent with other property owned by Carson City and managed by the Parks and Recreation Department. This Zoning Map Amendment would allow a 625 square foot portion of the 18 acre site to be developed for the proposed cellular communication facility for AT&T. Freestanding cellular communication facilities are prohibited in the Single Family 6000 zoning district. This application is being processed concurrently with SUP-11-029.

H-3(B) SUP-11-029   Plans  Action to consider a Special Use Permit request from AT&T (property owner: Carson City Parks and Recreation) to allow the construction of a telecommunications facility on property located on Northridge Drive at Winnie and Roop, APN 002-101-81. (Jennifer Pruitt)

Summary: The applicant is proposing a cellular communication facility for AT&T on a small portion of the 18 acre site known as Lone Mountain. The project includes a 625 square foot (25 foot by 25 foot) platform with 12 platform-mounted antennas with a maximum height of 20 feet on the southwestern portion of the subject site. This Special Use Permit application is being processed concurrently with ZMA-11-030. If the ZMA is approved, the SUP will be required to allow the proposed cellular communications facility in the Public Community zoning district.

H-4(A) SUP-11-027 part 1  part 2  part 3  Action to consider a Special Use Permit request from Mike Mitchell and Susan Dorr (property owner: Carson City School District) to allow for building expansion, site improvements and floor plan modifications on property zoned Public (P), located at Eagle Valley Middle School, 4151 East Fifth Street, APN 010-035-27. (Jennifer Pruitt)

Summary: The School District is proposing to construct a new gymnasium with associated locker rooms and new administrative offices to the existing Eagle Valley Middle School in addition to site improvements to the campus. All uses and development standards relating to setbacks and height in the Public zoning district require approval of a Special Use Permit.

H-4(B) VAR-11-031 part 1  part 2  part 3  Action to consider a Variance request from Mike Mitchell and Susan Dorr (property owner: Carson City School District) to reduce the required number of parking spaces in conjunction with the expansion of the school buildings at Eagle Valley Middle School, in Public (P) zoning, located at 4151 East Fifth Street, APN 009-174-01. (Jennifer Pruitt)

Summary: School District is proposing to construct a new gymnasium with associated locker rooms and new administrative offices to the existing Eagle Valley Middle School as part of the 2010 School Bond initiative. Additional parking is proposed, but the number of spaces would be less than the number required under current Municipal Code guidelines.
