NOTICE OF MEETING OF THE
CARSON CITY PLANNING COMMISSION
AND THE GROWTH MANAGEMENT COMMISSION
WEDNESDAY, MAY 29, 2013, AT 5:00 P.M.
COMMUNITY CENTER, SIERRA ROOM, 851 EAST WILLIAM STREET
CARSON CITY, NEVADA

 

Items scheduled at a specific time cannot be heard earlier than at the scheduled

time per the Nevada Open Meeting Law Requirements. A dinner recess may be

taken.  If a dinner recess is taken, any unfinished business will be heard after the

meeting is resumed.

Members of the public who wish to address the Commission may approach the podium at this time to speak on matters relevant to or within the authority of the Planning Commission and the Growth Management Commission.  Comments are limited to three minutes per person or topic.  If your item requires extended discussion, please request the Chairman to calendar the matter for a future Planning Commission or Growth Management Commission agenda. In order for members of the public to participate in the Commission’s consideration of a public hearing item on this agenda, the Commission strongly encourages members of the public to comment on the agenda item when the particular item is being discussed by the Commission. No action may be taken on a matter raised under this public comment portion of the agenda until the matter itself has been specifically included on an agenda as an item upon which action may be taken.

Items on the agenda may be taken out of order; the public body may combine two or more agenda items for consideration; and the public body may remove an item from the agenda or delay discussion relating to an item on the agenda at any time.

Any member of the Commission may wish to explain any contact with an applicant or the public regarding an item on the agenda or business of the Commission.

F.         Consent Agenda

All matters listed under the consent agenda are considered routine and may be acted upon by the Planning Commission with one action and without an extensive hearing.  Any member of the Commission or any citizen may request that an item be taken from the consent agenda, discussed and acted upon separately during this meeting.  The Chairman or Vice Chairman retains discretion in deciding whether or not an item will be removed from the consent agenda.

G.        Public Hearing Matters

The following item is scheduled for a public hearing.  The Chairman will read the Agenda listing into the public record. Staff will present a summary of the staff report and recommendations, including any updated information that was received after the date when staff reports were distributed.  The Commission will follow with questions of staff.  Then the Chairman will open the hearing to public testimony.  Normally, the applicant and/or their representative are permitted to speak first, followed by Commission questions.  This will be followed by the Chairman requesting comments from the public at large.  If you wish to speak on a particular item, please limit your comments to three (3) minutes and be as brief and concise as possible so that all who wish to speak may do so.  Do not repeat the position of others who express the same views as you.  The Chairman has the right to establish time limits for comments and to allow for rebuttal.  In order to be part of the administrative record regarding an appeal of an item, you must present your comments at the podium or have previously sent correspondence to the Planning Division or spoken to staff regarding an item on this agenda.

 G-1  SUP-13-030* For Possible Action: To consider a Special Use Permit request from Young Electric Sign Company (property owner: Timothy D. Moran Trust & al) for a required five year review of an existing off-premises advertising sign, on property zoned General Industrial (GI), located at 825 Highway 50 East, APN 008-611-04.  (Kathe Green)

Summary: Special Use Permits for billboards are valid for five years and then must be renewed.  The applicant is requesting to continue the existing billboard in the present location. No changes are proposed to the billboard.

G-2  GM-13-029  For Possible Action: To recommend to the Board of Supervisors a Resolution establishing the maximum number of residential building permit allocations under the Growth Management Ordinance for the years 2014 and 2015 and estimating the maximum number of residential building permits for the years 2016 and 2017; establishing the number of building permit allocations within the Development and General Property Owner categories; and establishing a maximum average daily water usage for commercial and industrial building permits as a threshold for Growth Management Commission review.  (Lee Plemel)

Summary:  The Planning Commission, acting as the Growth Management Commission, is required to make annual recommendations to the Board of Supervisors to establish the number of residential permits that will be available for the following calendar year.  This has historically been based upon a maximum growth rate of three percent.  The commercial and industrial daily water usage threshold has historically been 7,500 gallons per day annual average, above which Growth Management Commission approval is required.

 G-3  SUP-13-031* For Possible Action: To consider a Special Use Permit request from Steve Yochum (property owner: Steve Yochum) for a two-family duplex unit (two single-family detached units) on a corner lot, on property zoned Single Family 6000 (SF6), located at 1512 N. Nevada St., APN 001-157-02.  (Susan Dorr Pansky)

Summary:  The applicant proposes to construct a second single-family residential unit adjacent to the existing residence on the subject property, which will create a two-family dwelling condition.  Per CCMC Section 18.04.075, a two-family duplex unit is allowed as a conditional use in the Single Family 6000 (SF6) district on a corner lot with the approval of a Special Use Permit. 

 G-4  SUP-13-032* For Possible Action: To consider a Special Use Permit request from Red and Tom Metcalf (property owner:  Norman and Betty Metcalf Family Trust) for the modification of an existing garage and guest building to allow the guest building to exceed 1,000 square feet, on property zoned Single Family 2 Acre (SF2A), located at 2032 Ash Canyon Rd., APN 007-572-13.  (Kathe Green)

Summary: This detached accessory structure was approved as a garage under a previous special use permit to allow a structure that exceeds 50% of the size of the primary structure.  This request is to allow modification of a portion of the garage structure to expand an existing guest building to exceed the maximum permitted guest building area of 1,000 square feet in size (1,920 square feet proposed). 

G-5  ZCA-13-034  For Possible Action: To make a recommendation to the Board of Supervisors regarding a Zoning Code Amendment application to amend the Carson City Municipal Code Title 18, Zoning, Chapter 18.03, Definitions, Section 18.03.010, Words And Terms Defined, amending the definition of “kennel” to increase the number of dogs defined as constituting a kennel from 4 to 10; amending Chapter 18.04, Use Districts, Section 18.04.040, Single Family Five Acre, to add the term “kennel” for code consistency; and amending Section 18.04.130, Retail Commercial, to add the term “kennel” for code consistency, and other matters properly related thereto.  (Lee Plemel)

Summary:  The Animal Services Division is bringing forward proposed revisions to Title 7 to the Board of Supervisors, including provisions related to permitting the keeping of more than three dogs. The Title 7 provisions would require a person to get a permit from the Animal Services Division for the keeping of more than three dogs. With the proposed change to the definition of “kennel,” 10 or more dogs could not be kept on a property except as permitted in certain zoning districts per CCMC Chapter 18.04. The proposed revisions are intended to make the provisions of Title 18 related to animal keeping consistent with the provisions of Title 7 and NRS.
