NOTICE OF PUBLIC MEETING
CARSON CITY HISTORIC RESOURCES COMMISSION

A. Call to Order and Determination of Quorum
B. Modification of Agenda: Agenda Management Notice – Items on the agenda may be taken out of order; the public body may combine two or more agenda items for consideration; and the public body may remove an item from the agenda or delay discussion relating to an item on the agenda at any time.
C. Disclosures: Any members of the Commission that may wish to explain any contact with the public regarding an item on the agenda or business of the Commission.
D. Public Comments: Members of the public who wish to address the Commission may approach the podium at this time to speak on matters relevant to, or within the authority of, the Historic Resources Commission. Comments are limited to three minutes per person, per topic. If your item requires extended discussion, please request that the Chairman calendar the matter for a future meeting. In order for members of the public to participate in the Commission’s consideration of a public hearing item on this agenda, the Commission strongly encourages members of the public to comment on the agenda item when the particular item is being discussed by the Commission. No Commission discussion or action may be taken on a matter raised under this public comment portion of the agenda until the matter itself has been specifically included on an agenda as an item upon which action may be taken.

F. Public Hearing Matters: The following items are scheduled for a public hearing. The Chairman will read the Agenda listing into the public record. Staff will present a summary of the staff report and recommendations, including any updated information that was received after the date when staff reports were distributed. The Commission will follow with questions of staff. At that time, the Chairman will open the hearing to public testimony. Normally, the applicant and/or their representative are permitted to speak first, followed by Commission questions. This will be followed by the Chairman requesting comments from the public at large. If you wish to speak on a particular item, please limit your comments to three (3) minutes and be as brief and concise as possible so that all who wish to speak may do so. Do not repeat the position of others who express the same views as you. The Chairman has the right to establish time limits for comments and to allow for rebuttal. In order to be part of the administrative record regarding an appeal of an item, you must present your comments at the podium or have previously sent correspondence to the Planning Division or spoken to staff regarding an item on this agenda.
F-1 HRC-14-006 For Possible Action: To approve a request from Richard Wipfli (Property Owner: Elizabeth Jack) to replace an existing arched window on the west side of the house with a rectangular window and add three new windows to the rear of the house on the east side, on property zoned Single Family 6,000 (SF6), located at 510 West Robinson Street, APN 003-233-03. Staff Summary: This is a request to remove an existing arched window on the west side of the house and replace it with a rectangular window, as well as add three new windows to the rear of the house on the east side to provide additional view and light for a rear bedroom. Both the new and replacement window locations are not visible from the adjacent street.
F-2 Presentation Only Presentation by the Nevada Statewide Sesquicentennial Commission (Nevada 150) staff to provide an overview of the Nevada 150 celebration.
Staff Summary: Scott Carey, the Events and Community Relations Manager for Nevada 150 will discuss Nevada’s Sesquicentennial celebration and associated events throughout 2014.
F-3 HRC-13-157 For Possible Action: Action to adopt a Resolution recommending to the Board of Supervisors a Proclamation declaring the month of May as Historic Preservation and Archaeological Awareness Month. (Susan Dorr Pansky)
Staff Summary: National Historic Preservation Month was designed to raise awareness about the power historic preservation has to protect and enhance our homes, neighborhoods and communities. The National Trust for Historic Preservation designated the month of May as National Preservation Month. In conjunction with the National Trust, Nevada has designated the month of May as Historic Preservation and Archaeological Awareness Month. This year’s theme is “Nevada’s Sesquicentennial – 150 Years of Statehood.”
In celebration of Historic Preservation and Archaeological Awareness Month, the Carson City Historic Resources Commission is holding its fourth annual Historic Preservation Scavenger Hunt. Join in the fun and search for historic building features in Carson City’s charming Historic District.
F-4 HRC-13-158 For Possible Action: To select recipients for the 2014 Historic Preservation Award for outstanding achievements in historic preservation. (Susan Dorr Pansky)
Staff Summary: The purpose of this item is to allow the HRC a forum to discuss, select and recognize significant preservation efforts in Carson City in celebration of Historic Preservation Month during the month of May. Nominations for the 2014 Historic Preservation Award were to be postmarked no later than March 1, 2014 to be considered.
F-5 HRC-13-047 Discussion only regarding an update of the 2013 Historic Preservation Fund (HPF) Grant project. (Susan Dorr Pansky)
Staff Summary: Planning Division staff will provide the HRC and the general public with an update of the 2013 Historic Preservation Fund Grant #32-12-41935(1).
F-6 HRC-14-008 Discussion only regarding an update on the progress of the Nevada State Prison Steering Committee to make recommendations to the Legislature for potential future use of the Nevada State Prison. (Susan Dorr Pansky)
Staff Summary: Carson City’s representatives on the Nevada State Prison Steering Committee, Mike Drews and Susan Dorr Pansky, will provide an update to the HRC regarding they committee’s progress.
F-7 HRC-13-131 For Possible Action: To amend the 2014 Historic Preservation Fund (HPF) Grant application project from data collection and inventory of the remaining Kings Canyon properties to the data collection and inventory of the Nevada State Prison.
Staff Summary: The Nevada State Prison Steering Committee recently lost its designated staff member from the State Historic Preservation Office (SHPO) that was tasked for data collection and inventory of the Nevada State Prison in support of a National Register of Historic Places nomination. SHPO has indicated they do not have a staff member available for replacement and has asked that Carson City consider amending its 2014 HPF Grant application to provide data collection and inventory for the Nevada State Prison instead of for the remaining Kings Canyon properties.
