CARSON CITY HISTORIC RESOURCES COMMISSION
THURSDAY, MAY 8, 2014, 5:30 P.M.

Please note: Witnesses wishing to have their complete testimony/handouts included in the permanent record of this meeting should provide a written or electronic copy to the secretary.  Minutes of the meeting are produced in a summary format and are not verbatim.

The public is invited at this time to comment on and discuss any topic that is relevant to, or within the authority of the Historic Resources Commission, including any matter that is not specifically on the agenda as an action item. 

C.        For Possible Action:  Approval of Minutes – January 9, 2014

D.        Modification of Agenda

Items on the agenda may be taken out of order; the public body may combine two or more agenda items for consideration; and the public body may remove an item from the agenda or delay discussion relating to an item on the agenda at any time.

F.         Public Hearing Matters

F-1   HRC-14-014  For Possible Action:  To approve a request from the Nevada State Railroad Museum (Property Owner: State of Nevada, Division of State Lands) to install a new LED freestanding sign, landscaping and other minor improvements on property zoned Public (P), located at 2180 South Carson Street, APNs 003-302-02 and 003-302-04. (Susan Dorr Pansky)

Staff Summary:  This is a request from the Nevada State Railroad Museum to replace the existing railroad museum freestanding sign with a new freestanding monument sign with dynamic LED display that is 11 feet high, 10 feet wide and two feet deep. The request also includes landscaping improvements, the construction of new fencing, gates and a portable platform.

F-2   HRC-14-020  For Possible Action:  To approve a request from property owner Robyn Laguzza to replace the front yard picket fence and replace the front porch railing and steps on property zoned Single Family 6000 (SF6), located at 506 West Spear Street, APN 003-232-01. (Susan Dorr Pansky)

Staff Summary:  This is a request to replace the front yard picket fence with a wood frame and wire fence, replace the existing front porch spindle railing with straight railing and replace the front porch steps with like materials.

F-3  HRC-14-024  For Possible Action:  To approve a request from property owners Clifford and Holly Hansen for Historical Tax Deferment Status, on property zoned Single Family 6,000 (SF6), located at 406 Mountain Street, APN 003-241-06.

Staff Summary:  The subject property is eligible for the Open Space Use Assessment commonly known as a Historical Tax Deferment as a result of its historical status in Carson City.  This is an application based on the finding that the property is in general conformance with the Secretary of the Interior's Standards and Guidelines for Rehabilitation, Carson City Historic District Guidelines, and with Historic Resources Commission Policies.

F-4       HRC-14-029  Discussion Only to provide input to the Nevada State Prison Steering Committee on their draft report to the Nevada State Legislature entitled The Future of the Nevada State Prison, pursuant to Assembly Bill 356. (Susan Dorr Pansky)

Staff Summary:  Representatives from the Nevada State Prison Steering Committee will present a draft of the Future of the Nevada State Prison report for feedback from the Commission and the general public.

Appeal of a Commission item:  An appeal must be submitted to the Planning Division within 10 days of the Commission’s action. In order to be part of the administrative record regarding an appeal of an item on the agenda, you must present your comments at the podium or have previously sent correspondence to the Planning Division or have spoken to staff regarding an item on this agenda. I.          Action on Adjournment

** PUBLIC COMMENT:  The Commission will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment.  In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows:  In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair during the item itself.  No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken.  Comments may be limited to three minutes per person or topic at the discretion of the Chair in order to facilitate the meeting
