NOTICE TO PUBLIC:
Members of the public who wish only to view the meeting may watch the livestream of the Carson City Cultural Commission (“Commission”) meeting at www.carson.org/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191. Livestream of the meeting is provided solely as a courtesy and convenience to the public. Carson City does not give any assurance or guarantee that the livestream or cable channel access will be reliable. Although all reasonable efforts will be made to provide livestream, unanticipated technical difficulties beyond the control of City staff may delay, interrupt, or render unavailable continuous livestream capability.

The public may provide public comment in advance of a meeting by written submission to the following email address: parkspubliccomment@carson.org. For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be submitted via email by not later than 3:00 p.m. the day before the meeting. Public comment during a meeting is limited to three minutes for each speaker.

4. For Possible Action: Approval of Minutes – Carson City Cultural Commission meeting of November 13, 2023.

5. Meeting Items:

5.A. For Discussion Only: Presentation and discussion regarding the roles and responsibilities of the Cultural Commission in the Arts and Culture Strategic Plan and Carson City Municipal Code (“CCMC”). (Anna Freeman, afreeman@carson.org)

Staff Summary: The Cultural Commission acts as the primary advisory body for the Carson City Board of Supervisors for matters relating to arts and culture and serves as the coordinator and catalyst bringing government, the arts and cultural community and the public together for the cultural benefit of all Carson City’s citizens.

5.B. For Possible Action: Discussion and possible action a regarding a recommendation to the Board of Supervisors (“Board”) concerning proposed changes to Carson City Municipal Code (“CCMC”) Chapter 2.41, including the functions of the Cultural Commission. (Anna Freeman, afreeman@carson.org)

Staff Summary:  CCMC Chapter 2.41 establishes the Cultural Commission and sets forth its functions.  The Cultural Commission will consider whether to make a recommendation to the Board to amend CCMC Chapter 2.41.

5.C. For Possible Action: Discussion and possible action regarding Redevelopment Arts and Culture Grants and the scoring rubric used for the grants. (Anna Freeman, afreeman@carson.org)

Staff Summary: When the Cultural Commission last made recommendations concerning awarding the Redevelopment Arts and Culture Grants, the Commission discussed revisiting the scoring rubric.  The Cultural Commission will consider the scoring rubric to be used for future grants.

5.D. For Possible Action: Discussion and possible action regarding a recommendation to the Board of Supervisors of a donation form as Exhibit A of the Public Art Policy. (Anna Freeman, afreeman@carson.org)

Staff Summary: The Board of Supervisors (“Board”) approved the Public Art Policy on September 15, 2022.  At the time, the Public Art Policy contemplated donations, but did not include a donation form.  The Cultural Commission will consider a donation form and make a recommendation to the Board concerning the form.

**PUBLIC COMMENT LIMITATIONS - The Committee will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. Public comment will be limited to three minutes per speaker to facilitate the efficient conduct of a meeting and to provide reasonable opportunity for comment from all members of the public who wish to speak. Testimony from a person who is directly involved with an item, such as City staff, an applicant or a party to an administrative hearing or appeal, is not considered public comment and is not subject to the three-minute time limitation.
