8A. For Possible Action: Discussion and possible action regarding the report on the condition of each fund in the treasury and the statements of receipts and expenditures through August 20, 2021, per NRS 251.030 and NRS 354.290. (Sheri Russell, srussell@carson.org)

Staff Summary: NRS 251.030 requires the Chief Financial Officer (for the purpose of the statute acting as the County Auditor) to report to the Board of Supervisors, at each regular meeting thereof, the condition of each fund in the treasury. NRS 354.290 requires the County Auditor to report to the Board of Supervisors a statement of revenues and expenditures based on the accounts and funds as were used in the budget. A more detailed accounting is available on the City’s website – www.carson.org.

9. Parks and Recreation

9A. For Possible Action: Discussion and possible action regarding a proposed interlocal agreement between Carson City and the Board of Regents of the Nevada System of Higher Education (“NSHE”) on behalf of Western Nevada College (“WNC”) for use of the Community Center/Bob Boldrick Theater, Marv Teixeira Pavilion and other City-owned parks and recreation facilities to be paid on a per reservation basis according to the Fees and Charges Policy previously adopted by the Board of Supervisors. Staff Summary: This agreement, if approved, would authorize WNC to use the Community Center, Bob Boldrick Theater, Marv Teixeira Pavilion and other parks facilities in accordance with the adopted Parks, Recreation and Open Space Fees and Charges Policy.

10. Purchasing and Contracts

10A. For Possible Action: Discussion and possible action regarding Amendment No. 2 to Contract No. 1415-047 with Bank of America, N.A. (“B of A”) for Purchasing Card Services (“P-Card”) to extend the term through September 16, 2026. (Carol Akers, cakers@carson.org and Andrew Rasor, arasor@carson.org) Late Material

Staff Summary: Carson City has a contract with Bank of America, N.A. to provide Procurement Card Services for the City. The contract was for an initial term of three years beginning September 18, 2014, with additional terms that the agreement could be extended by mutual consent of the parties. Amendment No. 1 extended the contract through September 17, 2021. Both the City and B of A would like to extend the contract for an additional five-year period beginning September 18, 2021.

10B. For Possible Action: Discussion and possible action regarding a total expenditure of $127,781.91 to resurface portions of the roof at 885 East Musser Street under the Public Safety Complex Roofing Project (“Project”) through: (1) the purchase of roofing materials for a total not to exceed amount of $66,020.21 utilizing joinder Contract No. PW1925 between Racine County, WI and Garland/DBS, Inc.; and (2) a determination that State Roofing Systems Inc. (“State Roofing”) is the lowest responsive and responsible bidder pursuant to Nevada Revised Statutes (“NRS”) Chapter 338 and whether to award Contract No. 21300105 for the Project to State Roofing for a total not to exceed amount of $61,761.70. Staff Summary: For this Project, the City would purchase roofing materials through joinder Contract No. PW1925 for $66,020.21, which includes sales tax, as required by NRS 338.1423 for City-purchased materials to be installed by a contractor. State Roofing will then use those materials to perform work under Contract No. 21300105 to complete the Project. The not to exceed amount of $61,761.70 for Contract No. 21300105 is composed of the base bid amount of $56,147, plus a 10% contingency of $5,614.70. The engineer's estimate for labor only was $95,000 and the project was approved as part of the FY 2022 Capital Improvement Program.

10C. For Possible Action: Discussion and possible action regarding a total expenditure of $78,219.25 to resurface a portion of the Carson City Library’s roof under the Library Upper Section Roofing Project (“Project”) through: (1) the purchase of roofing materials for a total not to exceed amount of $35,258.75 utilizing joinder Contract No. PW1925 between Racine County, WI and Garland/DBS, Inc.; and (2) a determination that State Roofing Systems Inc. (“State Roofing”) is the lowest responsive and responsible bidder pursuant to Nevada Revised Statutes (“NRS”) Chapter 338 and whether to award Contract No. 21300106 for the Project to State Roofing for a total not to exceed amount of $42,960.50. Staff Summary: For this Project, the City would purchase roofing materials through joinder Contract No. PW1925 for $35,258.75, which includes sales tax, as required by NRS 338.1423 for City-purchased materials to be installed by a contractor. State Roofing will then use those materials to perform work under Contract No. 21300106 to complete the Project. The not to exceed amount of $42,960.50 for Contract No. 21300106 is composed of a base bid amount of $39,055, plus a 10% contingency amount of $3,905.50. The engineer's estimate for labor only was $88,000, and this project was approved as part of the Fiscal Year 2022 Capital Improvement Program.

10D. For Possible Action: Discussion and possible action regarding a total expenditure of $362,801.26 to resurface the roof of Fire Station 51 (“Project”) through: (1) the purchase of roofing materials for a total not to exceed amount of $205,073.36 utilizing joinder Contract No. PW1925 between Racine County, WI and Garland/DBS, Inc.; and (2) a determination that State Roofing Systems Inc. (“State Roofing”) is the lowest responsive and responsible bidder pursuant to Nevada Revised Statutes (“NRS”) Chapter 338 and whether to award Contract No. 21300107 for the Project to State Roofing for a total not to exceed amount of $157,727.90. Staff Summary: For this Project, the City would purchase roofing materials through joinder Contract No. PW1925 for $205,073.36, which includes sales tax, as required by NRS 338.1423 for City-purchased materials to be installed by a contractor. State Roofing will then use those materials to perform work under Contract No. 21300107 to complete the Project. The not to exceed amount of $157,727.90 for Contract No. 21300107 is composed of a base bid amount of $143,389, plus a 10% contingency amount of $14,338.90. The engineer's estimate for labor only was $228,000, and this project was part of the FY 2022 Capital Improvement Program.

10E. For Possible Action: Discussion and possible action regarding a total expenditure of $84,045.18 to resurface the roof of the Carson City Health and Human Services Department (“Project”) through: (1) the purchase of roofing materials for a total not to exceed amount of $19,947.08 utilizing joinder Contract No. PW1925 between Racine County, WI and Garland/DBS, Inc.; and (2) a determination that State Roofing Systems Inc. (“State Roofing”) is the lowest responsive and responsible bidder pursuant to Nevada Revised Statutes (“NRS”) Chapter 338 and whether to award Contract No. 21300108 for the Project to State Roofing for a total not to exceed amount of $64,098.10. Staff Summary: For this Project, the City would purchase roofing materials through joinder Contract No. PW1925 for $19,947.08, which includes sales tax, as required by NRS 338.1423 for City-purchased materials to be installed by a contractor. State Roofing will then use those materials to perform work under Contract No. 21300108 to complete the Project. The not to exceed amount of $64,098.10 for Contract No. 21300108 is composed of a base bid amount of $58,271, plus a 10% contingency of $5,827.10. The engineer's estimate for labor only was $100,000.

10F. For Possible Action: Discussion and possible action regarding a total expenditure of $238,600.30 to resurface the roofs of Building 7 and Building 9 for the Carson City Department of Parks, Recreation and Open Space (“Project”) through: (1) the purchase of roofing materials for a total not to exceed amount of $118,116.20 utilizing joinder Contract No. PW1925 between Racine County, WI and Garland/DBS, Inc.; and (2) a determination that State Roofing Systems Inc. (“State Roofing”) is the lowest responsive and responsible bidder pursuant to Nevada Revised Statutes (“NRS”) Chapter 338 and whether to award Contract No. 21300109 for Project to State Roofing for a total not to exceed amount of $120,484.10. Staff Summary: For this Project, the City would purchase roofing materials through joinder Contract No. PW1925 for $118,116.20, which includes sales tax, as required by NRS 338.1423 for City-purchased materials to be installed by a contractor. State Roofing will then use those materials to perform work under Contract No. 21300109 to complete the Project. The not to exceed amount of $120,484.10 for Contract No. 21300109 is composed of a base bid amount of $109,531, plus a 10% contingency of $10,953.10. The engineer's estimate for labor only was $124,000 and it was approved as part of the Fiscal Year 2022 Capital Improvement Program.

11. Sheriff

11A. For Possible Action: Discussion and possible action regarding authorization to accept grant funding in the amount of $242,572 from the Nevada Office of Criminal Justice Assistance, Coronavirus Emergency Relief Supplemental Funding, for the acquisition of Carson City Sheriff's Office ("CCSO") technology. (Jerome Tushbant, jtushbant@carson.org)

Staff Summary: If approved, acceptance of this grant would provide funds for increasing the ability of CCSO to respond to current and future crises as well as creating efficiencies and ensuring safety through the use of technology by enabling the purchase of Panasonic CF-33 tablets and associated hardware for installation into 40 CCSO vehicles.

13A. For Possible Action: Discussion and possible action regarding authorization for the submission of an application for grant funding in the amount of $94,500 from the Nevada Department of Public Safety ("DPS"), 2021 Edward Byrne Memorial Justice Assistance Grant Program, for improvement projects associated with the Investigations Division of the Carson City Sheriff's Office ("CCSO). (Sheriff Furlong, kfurlong@carson.org)

Staff Summary: This grant will aid in the efforts of the CCSO Investigations Division, including the Crime Lab. The grant is funded through DPS and, if received, would be used to help fund the purchase of a forensic response vehicle, a mobile device extraction tool and a forensic bullet trap containment system. The grant period is January 1, 2022 through December 31, 2022.

14. District Attorney

14A. For Possible Action: Discussion and possible action: (1) regarding a business impact statement concerning a proposed ordinance amending Carson City Municipal Code ("CCMC") 8.04.020, defining and prohibiting indecent conduct in public; and (2) to introduce, on first reading, a proposed ordinance amending CCMC 8.04.020, defining and prohibiting indecent conduct in public. Staff Summary: This is the first reading of a proposed ordinance which, if enacted, would amend CCMC 8.04.020, defining and prohibiting indecent conduct in public. NRS 237.080 requires a business impact statement to be prepared whenever an ordinance by the adoption of which the governing body of a local government exercises legislative powers. The business impact statement finds that the proposed ordinance will not impose a direct and significant economic burden upon a business or directly restrict the formation, operation or expansion of a business.

14B. For Possible Action: Discussion and possible action: (1) regarding a business impact statement concerning a proposed ordinance prohibiting possession of an open container of an alcoholic beverage in a public place; and (2) to introduce, on first reading, a proposed ordinance prohibiting possession of an open container of an alcoholic beverage in a public place. Staff Summary: This is the first reading of a proposed ordinance which, if enacted, would prohibit the possession of an open container of an alcoholic beverage in a public place except as permitted by a special event liquor permit or encroachment permit. (“Gardner”), is the lowest responsive and responsible bidder pursuant to Nevada Revised Statutes (“NRS”) Chapter 338 and whether to award Contract No. 21300118 for the Court House Chiller #1 Replacement Project (“Project”) to Gardner for a total amount not to exceed $302,448.64. Staff Summary: The Project consists of replacing Chiller #1 at the Carson City Courthouse located at 885 East Musser Street. The not to exceed amount of $302,448.64 is composed of the base bid amount of $290,816, plus a 4% contingency amount of $11,632.64. The engineer’s base bid estimate was $265,000.

16. Parks and Recreation

16A. For Possible Action: Discussion and possible action regarding a License Agreement between Carson City and Duncan Golf Management DBA TDS Golf at Eagle Valley LLC ("Duncan") for the operation, management and maintenance of Eagle Valley Golf Course ("EVGC") for a term through December 31, 2027 for no remuneration by the City. (Jennifer Budge, jbudge@carson.org)

Staff Summary: Carson City owns Eagle Valley Golf Course and Duncan was selected to manage and operate the course through a Request for Proposal (RFP) process in 2017. The previous License Agreement between Carson City and Duncan was executed in 2018 and contained an option to renew for an additional five-year term after a review process. This item, if approved, would authorize a new agreement through 2027 in accordance with the renewal provisions in the current license agreement.

17. Health and Human Services

17A. For Possible Action: Discussion and possible action regarding a proposed acceptance of the COVID-19 Health Equity grant from the Centers for Disease Control and Prevention through the State of Nevada Department of Health and Human Services, Division of Public and Behavioral Health (the “State”) in the amount of $767,015.77 through June 30, 2024. (Nicki Aaker, naaker@carson.org and Jeanne Freeman, jmfreeman@carson.org) Late Material for 17a & 17b

Staff Summary: Acceptance of this grant will assist with addressing vaccine confidence among underserved populations. The grant is retroactive to July 1, 2021 and goes through June 30, 2024. The base grant amount is $188,140.00, which will be added to the proposed budget amount of $578,875.77 for a total grant amount of $767,015.77. This grant is a result of the COVID-19 pandemic and did not require the submission of an application.

17B. For Possible Action: Discussion and possible action regarding a proposed acceptance of a grant from the Centers for Disease Control and Prevention through the State of Nevada, Division of Public and Behavioral Health (“the State”) in the amount of $159,227, through May 31, 2023. (Nicki Aaker, naaker@carson.org and Dustin Boothe, dboothe@carson.org)

Staff Summary: Acceptance of this grant will provide funds for one staff member to support infection disease control in the Nevada Department of Corrections (“NDOC”) and other correctional settings. Staff is working with the State to correct the following items on the Notice of Subaward: (1) region to be served: Carson City, Douglas, Lyon and Storey Counties; and (2) signature line to reflect the Mayor and not the City Manager.

18. Finance

18A. For Possible Action: Discussion and possible action regarding the approval of funding and final recommendation to the Nevada Governor's Office of Economic Development ("NGOED") on the Community Development Block Grant-COVID 19 ("CDBG-CV") to be granted to nonprofit organizations in the amount of $173,298.54 for Fiscal Year ("FY") 2022. (Mirjana Gavric, MGavric@carson.org)

Staff Summary: The CDBG-CV provides funding for activities that respond to and prevent the spread of COVID-19. The Board of Supervisors (“Board”) is required to make a final recommendation and approval of funding for CDBG-CV projects to NGOED. Carson City has received three rounds of funding for CDBG-CV. This report addresses the third and final round of funding which has a total remaining balance of $173,298.54 available. Applications were solicited and four public service project applications were received, requesting a total of $186,537. The Application Review Work Group (“AWRG”) is recommending funding to the Ron Wood Family Resource Center in the amount of $100,000; St. Vincent de Paul in the amount of $18,000; Spirit of Hope Inc. in the amount of $46,270.54; and Nevada Rural Counties RSVP Program, Inc. in the amount of $9,028.

19A. For Discussion Only: Discussion and presentation regarding changes made to election laws during the 81st (2021) Legislative Session of the Nevada Legislature. (Aubrey Rowlatt, arowlatt@carson.org)

Staff Summary: The Nevada Legislature enacted several election-related bills in the 81st (2021) Legislative Session that affect the way elections are administrated across the State. This presentation will provide a brief overview of the enacted statutory mandates and what to expect for the upcoming 2022 and 2024 election cycles.

20. City Manager

20A. For Possible Action: Discussion and possible action regarding Carson City’s Indigent Defense Service Plan, a plan required by Nevada Revised Statutes ("NRS") 260.070 for the provision of legal services to persons accused of certain crimes who are unable to afford an attorney. (Nancy Paulson, npaulson@carson.org, and Max Cortes, mcortes@carson.org)

Staff Summary: Carson City is required, under NRS 260.070, to provide an annual report to the Nevada Department of Indigent Defense Services (“Department”), which must include Carson City’s plan for the provision of indigent defense services in Carson City. While the full report is not currently due, the Department has promulgated temporary regulations requiring Carson City’s initial Indigent Defense Services Plan to be submitted to the Department by September 3, 2021.

20B. For Possible Action: Discussion and possible action regarding a proposed acceptance of the Carson City Fiscal Year ("FY") 2022-2026 Strategic Plan. (Stephanie Hicks, shicks@carson.org)

Staff Summary: The purpose of the Carson City FY 2022-2026 Strategic Plan is to set priorities, focus energy and resources, strengthen operations and ensure that employees and other stakeholders are working toward common goals. The Carson City FY 2022-2026 Strategic Plan will be presented to the Board of Supervisors for approval.

6A. For Discussion Only: Discussion and presentation on the school resource officer ("SRO") joint program between the Carson City Sheriff’s Office ("CCSO") and the Carson City School District ("CCSD"). (Ken Furlong, kfurlong@carson.org)

Staff Summary: Currently, the SRO joint program between CCSO and CCSD consists of five SRO deputies and one SRO Sergeant. The purpose of this presentation is to provide an overview of the joint program and discuss challenges and accomplishments, along with any future plans for the program, including any future funding obstacles. This program has enjoyed continuing success since its conception in late 2015 as a collaborative effort between CCSO and CCSD.

6B. For Discussion Only: Discussion and presentation regarding collaborative efforts between the Carson City School District ("CCSD") and the Carson City Health and Human Services Department ("CCHHS") on matters involving COVID-19, including, but not limited to, the investigation process for identification of positive COVID-19 cases and close contacts within school settings, determination of potential outbreaks and outreach efforts to provide students with a safe learning environment. Staff Summary: CCSD and CCHHS have been collaborating to provide a safe environment for Carson City students. CCHHS has a process to work with CCSD to provide assistance, education and outreach. Weekly school district pandemic meetings are held in the Carson City, Douglas, Lyon and Storey County school districts to discuss public health matters. Staff will provide an update regarding the process for working with CCSD.

6C. For Discussion Only: Discussion and presentation on an overview of residential development activity in Carson City. (Hope Sullivan, hsullivan@carson.org)

Staff Summary: This item is to provide a presentation on residential building activity in Carson City and will also include a presentation of available 2020 census data on population.

Each, as called to order, will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment. Public comment will be taken at the beginning of the agenda before any action is taken and again at the end before adjournment.
