 6.A PUBLIC HEARING: For Discussion Only: Public hearing under NRS 350.020(3) concerning Carson City's proposed issuance of General Obligation (Limited Tax) Water Bonds (Additionally Secured by Pledged Revenues), in the aggregate principal amount not to exceed $7 million for the purpose of acquiring, constructing, improving, and equipping City water projects as defined in NRS 244A.056; and paying the related issuance costs. Staff Summary:  NRS 350.020(3) requires that a public hearing be held before the Carson City, Nevada General Obligation Water Bonds can be issued.  Notice was published in the Nevada Appeal on November 3, 2021, November 10, 2021, and November 17, 2021 indicating the City's intent to hold this public hearing.

7.    For Possible Action:  Approval of Minutes - November 4, 2021 and November 10, 2021

Consent Agenda

All matters listed under the consent agenda are considered routine and may be acted upon by the Board of Supervisors with one action and without an extensive hearing.  Any member of the Board may request that an item be taken from the consent agenda, discussed and acted upon separately during this meeting.  The Mayor, or the Mayor Pro-Tem, retains discretion in deciding whether or not an item will be pulled off the consent agenda.

8.    Finance

 8.A   For Possible Action: Discussion and possible action regarding the report on the condition of each fund in the treasury and the statements of receipts and expenditures through November 19, 2021, per NRS 251.030 and NRS 354.290. (Sheri Russell, srussell@carson.org)

Staff Summary: NRS 251.030 requires the Chief Financial Officer (for the purpose of the statute acting as the County Auditor) to report to the Board of Supervisors, at each regular meeting thereof, the condition of each fund in the treasury. NRS 354.290 requires the County Auditor to report to the Board of Supervisors a statement of revenues and expenditures based on the accounts and funds as were used in the budget. A more detailed accounting is available on the City’s website – www.carson.org.

9.    Public Guardian

 9.A   For Discussion Only: Discussion and presentation of a report by the Carson City Public Guardian giving an update on the Public Guardian's Office and the current number of protected persons under the care of the Public Guardian. (John Giomi, jgiomi@carson.org)

Staff Summary: The Public Guardian will provide a presentation regarding the operational efforts undertaken by the Public Guardian's Office, including an overview of the current number of protected persons under the care of the Public Guardian.

10.    Purchasing and Contracts

 10.A   For Possible Action:  Discussion and possible action to ratify a 5-year agreement between Carson City and Axon Enterprise, Inc. (“Axon”), through a participating addendum for the State of Nevada, No. 99SWC-NV20-3690, to a NASPO ValuePoint joinder contract between Axon and the State of Oklahoma, No: OK-MA-145-015, for body worn camera systems for an amount not to exceed $53,869.90. (Carol Akers, CAkers@carson.org and Ali Banister, ABanister@carson.org)

Staff Summary: Carson City and Axon have previously entered into agreements through the same joinder contract for body worn camera systems for the Sheriff’s Office.  This new agreement would be for 9 new body worn camera systems for a 5-year period for the Department of Juvenile Services (“Juvenile Services”). This was approved as part of the Fiscal Year (“FY”) 2022 Capital Improvement Program (“CIP”).  Juvenile Services entered into this agreement on August 2, 2021 and received the AXON equipment on August 24, 2021.

 10.B   For Possible Action: Discussion and possible action regarding a determination that Tek84, Inc. (“Tek84”), is the responsive and responsible offeror pursuant to Nevada Revised Statutes (“NRS”) Chapter 332 and Federal Uniform Guidance, 2 CFR Part 200, and whether to approve the purchase authority of 1 Full Body Scanner for the Carson City Jail from Tek84, for a total not to exceed amount of $196,500. (Carol Akers, CAkers@carson.org and Jim Primka, JPrimka@carson.org)

Staff Summary:  If approved, 1 full body scanner will be purchased to be used at the Carson City Jail during the booking process to detect objects concealed internally or externally on the body.  This scanner will also check the body temperature and aid in the social distance requirements of COVID-19, as officers will no longer need to pat down inmates. The expense was approved by Board of Supervisors in the Plan of Expenditure for American Rescue Plan Act (“ARPA”) funding.

 10.C   For Possible Action: Discussion and possible action regarding a determination that Olympus and Associates, Inc. (“Olympus”) is the lowest responsive and responsible bidder pursuant to Nevada Revised Statutes (“NRS”) Chapter 338 and whether to award Contract No. 21300212 to Olympus to strip and re-apply coatings and install safety and anti-corrosion protections for the Goni Canyon water tank (“Project”) for a total amount not to exceed $286,715. Staff Summary:  This Project consists of removing the existing interior and exterior coatings of the Goni Canyon water tank and re-applying interior and exterior coatings, installing OSHA-compliant safety measures, and installing an anti-corrosion system. The not to exceed amount of $286,715 comprises the base bid amount of $260,650, plus a 10% contingency of $26,065. The engineer’s estimate was $291,000. This Project was approved as part of the Fiscal Year (“FY”) 2022 Capital Improvement Plan.

12.    City Manager

 12.A   For Possible Action: Discussion and possible action regarding the appointment of two members to the Audit Committee, each for a full term ending in December 2023. (Nancy Paulson, npaulson@carson.org)

Staff Summary: Carson City Municipal Code ("CCMC") 2.14.030 provides for a five-member Audit Committee, comprised of one member from the Board of Supervisors and four members from the public as citizens-at-large. There are two vacancies due to the expiration of terms. Both vacancies are citizen-at-large positions. James Wells is seeking reappointment. New applications were submitted by Bonnie Duke and John Karg.

 12.B   For Possible Action: Discussion and possible action regarding proposed revisions and updates to the Carson City Arts & Culture Master Plan ("Plan"). (Debra Soule, dsoule@visitcarsoncity.com and Nancy Paulson, npaulson@carson.org)

Staff Summary: Over the last several months, Carson City Culture & Tourism Authority ("CTA") staff has engaged with various stakeholder groups to develop proposed revisions and updates to the Plan. A draft plan was presented by CTA staff at a joint meeting of the CTA and the Carson City Cultural Commission ("Commission") on October 11, 2021.  Both the CTA and the Commission approved recommending to the Board of Supervisors ("Board") approval of the updates and revisions to the Plan. Staff is seeking comments, direction, and approval from the Board on the final draft of the Plan. If approved, staff will initiate the Carson City Master Plan Amendment process.

13.    Fire

 13.A   For Possible Action: Discussion and possible action regarding an interlocal contract between the State of Nevada acting by and through the Department of Health and Human Services, Division of Health Care Financing and Policy ("DHCFP") and Carson City, on behalf of the Carson City Fire Department ("CCFD"), for Ground Emergency Medical Transportation ("GEMT"), effective beginning July 1, 2022 and ending June 30, 2026 (Fiscal Years ("FYs") 2023 through 2026), for supplemental Medicaid payments for an amount not to exceed $6,845,475. (David Aurand, daurand@carson.org.)

Staff Summary: This interlocal contract authorizes DHCFP to continue to provide GEMT funding to CCFD for the period of July 1, 2022 through June 30, 2026. CCFD has received $4,442,935 from the GEMT program for the period of fiscal years 2016 through 2019 and estimates that it will receive $873,648 for fiscal year 2020 and $773,500 for fiscal year 2021, for a total of $6,090,083.

14.    Human Resources

 14.A   For Possible Action: Discussion and possible action on a proposed collective bargaining agreement ("CBA") between Carson City and the Carson City Employees Association ("CCEA"), effective on the date of execution by the City and CCEA through June 30, 2026 with an estimated fiscal impact of $1,844,319 above the 5-year projections included in the City budget which was previously approved by the Board of Supervisors ("Board").  (Nancy Paulson, npaulson@carson.org and Melanie Bruketta, mbruketta@carson.org)

Staff Summary:  Carson City and CCEA have engaged in extensive labor negotiations for a successor CBA as the current CBA term expired on June 30, 2021 but with the CBA remaining in effect in accordance with automatic renewal under the "evergreen" clause.  This newly proposed CBA is for a 5-year term, effective on the date of execution by the City and CCEA through June 30, 2026 and includes changes to contract provisions concerning recognition (Article 1), compensatory time off (Article 9), grievance (Article 12), compensation (Article 14), holiday pay (Article 16), annual leave (Article 17), bereavement leave (Article 19), health insurance (Article 24) and various clerical, non-substantive changes throughout. This matter is being considered in accordance with the public hearing process set forth in NRS 288.153.

 14.B   For Possible Action:  Discussion and possible action regarding a proposed resolution setting forth various employment benefits for unclassified City employees, including a one-time 1% cost-of-living ("COLA") increase on January 1, 2022 and a 2.0% COLA on July 1, 2022 and each July 1 thereafter, and a reduction in the maximum performance pay salary increase from 5% to 3% for employees who receive a performance review rating of "meets expectations" or above.  (Melanie Bruketta, mbruketta@carson.org) 

Staff Summary:  The Board of Supervisors ("Board") last approved a compensation and benefits plan for unclassified employees (employees who are exempted from overtime provisions under the federal Fair Labor Standards Act) on June 17, 2021 with the adoption of Resolution 2021-R-19.  This agenda item is for the consideration of a new proposed resolution which includes revisions for consistency with a tentatively agreed upon collective bargaining agreement ("CBA"), negotiations for which were recently concluded between the City and the Carson City Employees Association ("CCEA"). 

15.    Purchasing and Contracts

 15.A   For Possible Action: Discussion and possible action regarding a determination that Bejac Corporation (“Bejac”), is the lowest responsive and responsible bidder pursuant to Nevada Revised Statutes (“NRS”) Chapter 332 and whether to approve purchase authority for one Liebherr 776 bulldozer from Bejac for the Carson City Landfill, for a total not to exceed amount of $998,000. (Carol Akers, CAkers@carson.org and Rick Cooley, rcooley@carson.org)

Staff Summary:  If approved, one Liehberr 776 bulldozer to be used at the Carson City Landfill will be purchased via purchase order. $1,150,000 was approved for this purchase as part of the Fiscal Year (“FY”) 2022 Capital Vehicle Replacement Program.

 15.B   For Possible Action: Discussion and possible action regarding purchase authority for 26 vehicles for several departments throughout the City, for a not to exceed amount of $1,963,120.19 utilizing the following ten joinder contracts: (1) 99SWC-NV21-8888 between the State of Nevada and Michael Hohl Motor Company; (2) 99SWC-NV21-8815 between the State of Nevada and Capital Ford; (3) AM10-20 between the Houston-Galveston Area Counsel and Professional Sales and Service, LC; (4) CTR054848-1 between the Arizona Department of Transportation and Creative Bus Sales Inc.; (5) 99SWC-NV21-8813 between the State of Nevada and Carson City Toyota Scion; (6) 060920-NVS between Sourcewell and Navistar Inc.; (7) 121918-MNR between Sourcewell and Monroe Towmaster, LLC; (8) SW04-20 between the Houston-Galveston Area Counsel and TYMCO, Inc.; (9) 012418-ALT between Sourcewell and Altec Industries, Inc.; and (10) 122017-SCA between Sourcewell and Sewer Equipment Company of America. Staff Summary:  Multiple city departments are seeking to replace vehicles due to the age and/or condition of the vehicles.  The vehicles being replaced are at the end of their useful lives and are no longer cost-effective to maintain.  Staff seeks approval for a total of 26 vehicles to be replaced. These requested purchases were planned for and are funded as part of the approved Fiscal Year (“FY”) 2022 Capital Improvement Vehicle Replacement Program.

Staff Summary: This item is to provide an update on: (1) the Health Officer’s activities; (2) clinical oversight and policy input; (3) training and education; and (4) 2020 TB data.  Direction is requested from the Board of Health regarding the Health Officer’s report concerning activities the Health Officer is engaged in both internally and externally for Carson City Health and Human Services.

 22.B   For Discussion Only:  Discussion and presentation on the County Health Rankings and Roadmaps, along with strategies to improve community health by John Packham, PhD; Associate Dean for the Office of Statewide Initiatives; University of Nevada, School of Medicine. Staff Summary: The County Health Rankings and Roadmaps is a report generated by the University of Wisconsin Populations Health Institutes.  This report has been compiled annually since 2010 for nearly every county in all 50 states. The information is intended to raise awareness of the different factors that have an impact on health within a community, along with different strategies that may be used for improvement of a community’s health.  This report can be used by community leaders and stakeholders.  The website can be accessed at - https://www.countyhealthrankings.org.

22.C   For Discussion Only:  Discussion and presentation regarding Health in All Policies ("HiAP"), by Sydney Gamer, MPH candidate.  (Nicki Aaker, naaker@carson.org)

Staff Summary: Ms. Gamer will present the HiAP approach and discuss how adding health considerations within policy areas can positively impact the health of all of the community members.  

 22.D   For Possible Action: Discussion and possible action regarding the use by Carson City Department of Health and Human Services staff of the Health in All Policies ("HiAP") approach as a strategy for the improvement of the health of all Carson City residents. Staff Summary: The County Health Rankings is a report generated annually by the University of Wisconsin Populations Health Institute since 2010.  This report compiles information on nearly every county in all 50 states.  Carson City’s 2020 County Health Rankings are 13th out of 15 on Health Outcomes, and 9th out of 15 on Health Factors.  A review of the past rankings will be included in the presentation.  Given the Carson City rankings, the community should strategize on ways to improve Carson City’s community health.  In 2022, the third Community Health Needs Assessment ("CHNA") will be conducted. After the CHNA, a Community Health Improvement Plan ("CHIP") will be developed.  HiAP can be one approach that can be incorporated in the CHIP.  Improving the health of a community is a community effort. 

 22.E   For Possible Action: Discussion and possible action regarding a proposed acceptance of the report of Nicki Aaker, Director of the Carson City Department of Health and Human Services (“CCHHS”).  (Nicki Aaker, naaker@carson.org)  

Staff Summary: The CCHHS Director’s report will provide an overview of all activities taking place at CCHHS including: (1) thank you to CCHHS FEMA team; (2) an update on COVID-19 response; (3) update on Tobacco Control and Prevention program activities, collaborations, and campaigns; (4) World AIDS Day Art Exhibit, December 1, 2021; (5) recognition of Faith Barber for certification as CCHHS Lead Trainer for Ohio Risk Assessment System ("ORAS"); (6) update on Human Services activities; (7) update on public health reaccreditation efforts; (8) update on future public health emergency preparations; (9) challenges CCHHS is facing: and (10) a notification of upcoming public health events that may be of interest to the Board of Health members and/or the public.

**PUBLIC COMMENT LIMITATIONS - The Mayor and Supervisors meet at various times as different public bodies: the Carson City Board of Supervisors, the Carson City Liquor and Entertainment Board, the Carson City Redevelopment Authority, and the Carson City Board of Health. Each, as called to order, will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment. Public comment will be taken at the beginning of the agenda before any action is taken and again at the end before adjournment. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken.
