All matters listed under the consent agenda are considered routine and may be acted upon by the Board of Supervisors with one action and without an extensive hearing. Any member of the Board may request that an item be taken from the consent agenda, discussed and acted upon separately during this meeting. 8. Finance
8.A For Possible Action: Discussion and possible action regarding the report on the condition of each fund in the treasury and the statements of receipts and expenditures through June 24, 2022, per NRS 251.030 and NRS 354.290. (Sheri Russell, srussell@carson.org)
Staff Summary: NRS 251.030 requires the Chief Financial Officer (for the purpose of the statute acting as the County Auditor) to report to the Board of Supervisors, at each regular meeting thereof, the condition of each fund in the treasury. NRS 354.290 requires the County Auditor to report to the Board of Supervisors a statement of revenues and expenditures based on the accounts and funds as were used in the budget. A more detailed accounting is available on the City’s website – www.carson.org.
8.B For Possible Action: Discussion and possible action regarding a proposed resolution to levy the Carson City Fiscal Year ("FY") 2022-2023 ad valorem tax rates as certified by the Nevada Tax Commission. (Sheri Russell, srussell@carson.org)
Staff Summary: By law, the Board of Supervisors sets the Carson City tax rates annually after the Nevada Tax Commission certifies the tax rates. The proposed resolution sets the tax rates as approved during the Board of Supervisors and Redevelopment Authority budget hearings and also sets the local rates for other governing bodies per the attached schedule.
9. Purchasing and Contracts
9.A For Possible Action: Discussion and possible action regarding temporary staffing services for Fiscal Year (“FY”) 2023 utilizing State of Nevada joinder contracts 99AWC-NV21-7576 with Marathon Staffing Group, Inc. (“Marathon”), 99AWC-NV21-7577 with Manpower Temporary Services (“Manpower”) and 99AWC-NV21-7575 with Acro Service Corporation (“Arco”), for a total not to exceed amount of $1,088,647. Staff Summary: The State of Nevada issued a request for proposals for temporary employment services in December 2020 and awarded contracts to Marathon, Manpower and Arco. Staff has reviewed the contracts and recommends joining on all three. This will provide a wide selection of temporary staffing needed throughout the City for FY 2023. The not to exceed amount of $1,088,647 will be funded from hourly and project accounts of various City Departments and Elected Offices, and comprises a base amount of $1,000,577, plus an $88,070 contingency to cover any unforeseen needs throughout FY 2023.
9.B For Possible Action: Discussion and possible action regarding purchase authority under joinder contracts for a total amount not to exceed $1,137,554 for Fiscal Year (“FY”) 2023 to secure: (1) bulk fuel and related delivery services utilizing State of Nevada joinder contract 99SWC-NV20-4287 with Interstate Oil Company (“Interstate”), 99SWC-NV20-4867 with Carson Valley Oil Co., Inc. (“Carson Oil”) and 99SWC-NV20-4283 with Flyers Energy, LLC (“Flyers”); and (2) additional fuel access through a card lock fueling network using State of Nevada joinder contract 99SWC-NV21-7551 with Pilot Thomas Logistics, LLC (“Pilot”). Staff Summary: Through these joinder contracts, the City purchases bulk fuel for City-owned vehicles and provides a card lock fueling network which allows City employees to refuel City vehicles when unable to refuel at a City refueling location.
9.C For Possible Action: Discussion and possible action regarding authorization to purchase Celatom FW12 diatomaceous earth filter media for municipal water treatment from EP Minerals, LLC (“EPM”) for a not to exceed annual amount of $90,000 through Fiscal Year (“FY”) 2023. Staff Summary: The Water Division of Carson City’s Public Works Department anticipates the use of approximately 160 tons of diatomaceous earth filter media annually to treat municipal water. EPM is the only known local supplier that can reliably provide the quantity and quality of diatomaceous earth needed for municipal water treatment.
9.D For Possible Action: Discussion and possible action regarding authorization for the purchase of water meters and related parts from Badger Meter Inc. (“Badger”) for a not to exceed amount of $100,000 through Fiscal Year (“FY”) 2023. (Carol Akers, cakers@carson.org and Eddy Quaglieri, equaglieri@carson.org)
Staff Summary: Carson City provides and maintains water meters for residents, the cost of which is offset by utility connection fees. The Water Utility Division (“Division”) of the City’s Public Works Department monitors most of its water meters with the Orion Automatic Meter Reading System (“Orion System”), which is designed to be compatible with only Badger meters and parts. The Division expects to expend approximately $100,000 on Badger meters and parts in FY 2023.
9.E For Possible Action: Discussion and possible action regarding Contract No. 23300049 (“Contract”) with Carson Pump, LLC (“Carson Pump”) for water well repairs, for a not to exceed amount of $100,000 through June 30, 2023. (Carol Akers, cakers@carson.org and Eddy Quaglieri, equaglieri@carson.org)
Staff Summary: Annually, the Carson City Public Works Department (“Public Works”) contracts with Carson Pump for the purchase of pumps, related parts and well rehabilitation and repair services.
9.F For Possible Action: Discussion and possible action regarding authorization to purchase Sodium Hypochlorite (“Bleach”) for use at the Carson City Water Resource Recovery Facility (“WWRF”), the Quill Water Treatment Plant (“Quill”) and the Aquatic Center utilizing joinder contract (#212528) between the City of Tucson (“Tucson”) and Thatcher Company of Arizona, Inc. (“Thatcher”) for a not to exceed amount of $160,000 through September 30, 2022. (Carol Akers, cakers@carson.org and Andy Hummel, ahummel@carson.org)
Staff Summary: The Carson City Public Works and Parks, Recreation and Open Space Departments utilize Bleach to disinfect water at the WWRF, Quill and the Aquatic Center. The joinder contract (#212528) will expire on September 30, 2022. Chemical prices have been extremely volatile over the last year; therefore, staff will pursue further options beyond September 30, 2022, including potentially bidding this purchase.
9.G For Possible Action: Discussion and possible action regarding authorization to purchase vaccines utilizing the Minnesota Multistate Contract Alliance for Pharmacy (“MMCAP”) joinder contract with Sanofi Pasteur Inc. (“Sanofi”) for a not to exceed amount of $56,168 through June 30, 2023. (Carol Akers, cakers@carson.org and Nicki Aaker, naaker@carson.org)
Staff Summary: The Carson City Department of Health and Human Services utilizes MMCAP Contract No. MMS2000294 to purchase vaccinations and immunization supplies from Sanofi for vaccination through Clinical Services and Public Health Preparedness Community vaccination efforts. 9.I For Possible Action: Discussion and possible action regarding authorization to purchase medications for persons detained in the Carson City Jail, utilizing the Minnesota Multistate Contract Alliance for Pharmacy (“MMCAP”) joinder contract with Diamond Pharmacy for a not to exceed amount of $70,000 through October 31, 2022. Staff Summary: Pursuant to NRS 211.140, Carson City is responsible for providing prescription medication to persons who are detained in the Carson City Jail. The Carson City Department of Health and Human Services and Sheriff Ken Furlong are requesting the use of MMCAP Contract No. MMS17017 to purchase prescription medications from Diamond Pharmacy.
9.J For Possible Action: Discussion and possible action regarding Contract No. 23300139 with Sierra Psychological Associates, LLC (Dr. Joseph McEllistrem as Mental Health Consultant for the Carson City Jail) to provide mental health consultation services to inmates at the Carson City Jail for an amount not to exceed $84,272 for Fiscal Year (“FY”) 2023. (Carol Akers, cakers@carson.org and Sheriff Ken Furlong, kfurlong@carson.org)
Staff Summary: Dr. McEllistrem, through Sierra Psychological Associates, LLC, will provide mental health consultation services for the Carson City Jail. Some of the services to be provided are: mental assessments of jail population, mental health treatment and counseling and treatment recommendations to staff for inmates. Dr. McEllistrem also provides pre-employment psychological evaluations pursuant to NAC 289.110 and Sheriff’s Office department policy.
9.K For Possible Action: Discussion and possible action regarding (1) an extension to the joinder contract for employee medical services from ARC Health & Wellness (“ARC”), through Washoe County contract (#3086-19) for Fiscal Year (“FY”) 2023, (2) an increase in the annual not to exceed amount to $95,000, and (3) authorization for the Purchasing & Contracts Administrator to execute the one-year extension for July 1, 2022 through June 30, 2023. Staff Summary: ARC provides the annual heart and lung physicals for the Carson City Sheriff’s Office, court bailiffs and marshals, Juvenile Probation and the Carson City Fire Department. The physicals are required by NRS 617.454. The City has used services provided by ARC for a number of years; the City is very satisfied with the provider and wishes to continue to utilize their services. The physical includes, but is not limited to, laboratory testing (blood work), nicotine testing, TB skin test, audiogram, EKG, urinalysis, chest x-rays and pulmonary function testing.

11.A For Possible Action: Discussion and possible action regarding the potential disposal of 1.133 acres of Carson City-owned land, which includes a 15,841 square foot office building at 2621 Northgate Lane, APN 002-062-05 (“Property”), through an auction among qualified non-profits and the adoption of a related, proposed resolution, or through alternative means as may be directed by the Board of Supervisors ("Board"). (Robert Nellis, rnellis@carson.org; Randall Rice, rrice@carson.org).
Staff Summary: On April 21, 2022, the Board adopted Resolution No. 2022-R-9 declaring the intention to sell the Property under NRS 244.284 for no less than $385,000 through an auction among qualified non-profits at its July 7, 2022, meeting. During this item, the Board will open any sealed bids from qualified non-profits that were timely submitted to the City Manager. The Board reserves the right to reject any bid, or all bids, if it determines doing so is in the best interests of Carson City. If the Board determines it has received one or more acceptable bids, it may adopt a resolution recognizing the highest bidder, and if applicable, the second highest bidder. The Board may also order disposal of the Property through alternative means.

12.A For Possible Action: Discussion and possible action regarding the canvass of the recount of the vote for the June 14, 2022, primary election. (Aubrey Rowlatt, arowlatt@carson.org). Late Material
Staff Summary: NAC 293.365 requires the Board of Supervisors to meet and canvass the returns of any recount of a vote demanded pursuant to NRS 293.403 on or before the fifth working day following the completion of the recount.
13. Sheriff
13.A For Discussion Only: Presentation of a biannual report on Carson City jail conditions and information concerning deaths of prisoners within the jail. (Earl A. Mays III, emays@carson.org)
Staff Summary: During the 2019 Legislative Session, the Nevada Legislature enacted Assembly Bill (AB) 301, which requires the Sheriff to submit to the Board of Supervisors a biannual report containing aggregated data similar to the information required to be submitted pursuant to the federal Death in Custody Reporting Act of 2013, Public Law 113-242, concerning the deaths of prisoners in the jail during the immediately preceding 6 months and the circumstances surrounding any such deaths. AB 301 also requires the Board, at least twice each year, to include as an item on the agenda of a public meeting a consideration of the conditions of the jail, the number of deaths of prisoners in the jail and the known circumstances surrounding any such deaths during the immediately preceding 6 months.
13.B For Possible Action: Discussion and possible action regarding proposed revisions to the 911 Surcharge Master Plan for Fiscal Years 2023 through 2027. (Sheriff Ken Furlong, kfurlong@carson.org)
Staff Summary: In accordance with NRS 244A.7641 through NRS 244A.7648, Carson City is required to adopt a 911 Surcharge Master Plan and review the plan at least annually. The 911 Surcharge Master Plan was approved by the Board of Supervisors in 2017. The proposed revisions are intended to accomplish three primary goals: (1) to provide a stable and adequate funding source for the operation of the 911 emergency communications systems and infrastructure; (2) to avoid the need for future allocations from the General Fund for those same operational costs; and (3) to provide a stable and adequate funding source for the operation of the audio/video recording devices for designated City law enforcement personnel. These revisions are being presented to provide the Board of Supervisors an overview of considered changes and to receive input and direction, if any, from the Board for further edits before a final version is submitted to the Board at a future meeting for final approval.
14. City Manager
14.A For Possible Action: Discussion and possible action regarding the appointment of three members to the Carson City Culture and Tourism Authority ("CTA"), two as representatives for hotel or motel operators, and one as a citizen-at-large representative, each for two-year terms expiring in July 2024. Staff Summary: NRS 244A.599 requires the Board of Supervisors to appoint representatives to the CTA in accordance with the following: two members must represent the hotel or motel industry operators in the City; one member must represent the other commercial interests in the City; one member must be a member of the Carson City Board of Supervisors; and one member must represent the City at large. Applications for reappointment were received from Mike Jones and Steven Kehm as representatives for the hotel or motel operator positions. An application for reappointment was received from Bobbi Rahder and a new application was received from Katie Bailey for the citizen-at-large position.
14.B For Possible Action: Discussion and possible action regarding the appointment of one member to the Library Board of Trustees to fill a four-year term that will expire in June 2026. (Nancy Paulson, npaulson@carson.org)
Staff Summary: The Board of Supervisors appoints five persons who are residents of Carson City to serve as library trustees. There is one vacancy due to resignation. New applications were submitted by William Harris and Jonathon Olivas.
15. Purchasing and Contracts
15.A For Possible Action: Discussion and possible action regarding an amendment to Contract No. 21300204 (“Amendment”) for Nichols Consulting Engineers, CHTD (“NCE”) to perform the second phase of engineering, design and construction support services, plus additional services related to undergrounding overhead utilities (“Services”) for the East William Complete Streets Project (“Project”) for an additional $1,930,458, resulting in a total not to exceed amount of $2,320,700.50 for Contract No. 21300204. (Carol Akers, cakers@carson.org and Randall Rice, rrice@carson.org)
Staff Summary: The Project is a comprehensive complete streets project designed to revitalize the East William Street Corridor, between Carson Street and Interstate 580. NCE was selected to provide Services for the Project in two phases. NCE completed the first phase of the Services for $390,242.50 under Contract No. 21300204. The Amendment would be for NCE to complete the second phase of the Services, plus additional services related to undergrounding overhead utilities for $1,930,458, resulting in a total not to exceed amount of $2,320,700.50 for Contract No. 21300204.
16. Parks and Recreation
16.A For Possible Action: Discussion and possible action regarding a request to reallocate $150,000 of residential construction tax (“RCT”) funds from the Ross Gold Park Pavilion Project, approved as part of the Fiscal Year (“FY”) 2022 Capital Improvement Program (“CIP”), to the Ross Gold Park Tennis Court Rehabilitation Project. (Nick Wentworth, nwentworth@carson.org and Jennifer Budge, jbudge@carson.org)
Staff Summary: The bids that were received to rehabilitate the two tennis courts at Ross Gold Park with post-tension concrete were higher than expected. Due to the increased construction costs, staff recommends funding the tennis court project by reallocating the RCT funds previously designated for a picnic pavilion at Ross Gold Park towards the tennis court project. The pavilion project would be reconsidered in the future as funding becomes available.
16.B For Possible Action: Discussion and possible action regarding a determination that Beynon Sports Surfaces, Inc. (“Beynon”) is the lowest responsive and responsible bidder pursuant to Nevada Revised Statutes (“NRS”) Chapter 338, and whether to award Contract No. 21300321 for the Ross Gold Park Tennis Court Rehabilitation Project (“Project”) to Beynon for a total amount not to exceed $313,500 to be paid using residential construction tax (“RCT”) funds. Staff Summary: If approved, this Project will rehabilitate two tennis courts at Ross Gold Park with post-tension concrete. The contract is for a not to exceed amount of $313,500 and comprises the base bid amount of $285,000 plus a 10% contingency amount of $28,500. The engineer’s base bid estimate was $293,710 and the Project was approved as part of the Fiscal Year (“FY”) 2021 Capital Improvement Program (“CIP”). The total project cost is $336,000, with $313,500 for the contract amount plus approximately $22,500 in other project expenses.
17. Finance
17.A For Possible Action: Discussion and possible action regarding recommendations of the Carson City Audit Committee to approve the completed remediation plans and remove findings from the Audit Findings Tracking Summary Report. (Sheri Russell, srussell@carson.org)
Staff Summary: The completed remediation plans for various recommendations and findings have been presented and approved by the Audit Committee. Upon approval by the Board of Supervisors, the completed recommendations and findings will be considered closed and removed from the Audit Findings Tracking Summary Report maintained by the internal auditor and City staff.
17.B For Possible Action: Discussion and possible action regarding an additional funding request for the Community Development Block Grant ("CDBG") Colorado Street ADA Compliance Improvement Project, in the amount of $102,600 for Fiscal Year ("FY") 2022. (Mirjana Gavric; mgavric@carson.org)
Staff Summary: The Board of Supervisors is required to make a final recommendation and grant approval for an additional funding request to the Governor’s Office of Economic Development. The Carson City Public Works Department (“Public Works”) originally requested and was approved for $131,637 for this project in FY 2021. This additional funding request of $102,600 is due to inflation and will be covered by two de-obligated projects.
18. Health and Human Services
Staff Summary: The purpose of this grant is to provide preventive education to maternal and child health populations for better community health. The grant provides 100 percent funding; therefore, there is no match requirement. The Carson City Department of Health and Human Services (“CCHHS”) has received the sub-award since July 1, 2008.
18.B For Possible Action: Discussion and possible action regarding the proposed submittal of a grant application by the Carson City Department of Health and Human Services (“CCHHS”) to the Nevada Department of Health and Human Services ("HHS") to provide Women, Children, and Infants (“WIC”) services in Carson City and Douglas County in an amount to be determined by HHS. Staff Summary: This is a renewal application for the WIC grant that Carson City has received from HHS for approximately 18 years. CCHHS provides a Local Agency Nutrition Services Plan (“LANSP”) each year. The grant provides 100 percent funding; therefore, there is no match requirement. Each grant project period is one year.

Pursuant to NRS 279.628, this Resolution must be adopted by a two-thirds vote of the Board of Supervisors.
Staff Summary: The Redevelopment Authority annually funds arts and culture grants from a portion of the Revolving Fund. The Carson City Cultural Commission received a total of $66,000 in grant requests, and a total of $50,000 has been allocated in the FY 2023 budget. The proposed resolution, if adopted, allocates that aggregate amount to various arts and culture events and projects in Carson City.
