NOTICE TO PUBLIC
Members of the public who wish only to view the meeting may watch the livestream of the Redevelopment Authority Citizens Committee (“RACC”) meetings at www.carson.org/granicus by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191. Livestream of the meeting is provided solely as a courtesy and convenience to the public. Carson City does not give any assurance or guarantee that the livestream or cable channel access will be reliable. Although all reasonable efforts will be made to provide livestream, unanticipated technical difficulties beyond the control of City staff may delay, interrupt or render unavailable continuous livestream capability.

The public may provide public comment in advance of a meeting by written submission to the following email address: planning@carson.org, or via mail to the Planning Division of the Carson City Community Development Department (“Planning Division”) at 108 E. Proctor St., Carson City, NV 89701. For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be received by the Planning Division not later than 3:00 p.m. the day before the meeting.

3. For Possible Action: Approval of Minutes – March 4, 2024

4. Meeting Items:

4.A.  For Possible Action: Discussion and possible action to elect a Chair and Vice-Chair for calendar year 2024. (Hope Sullivan, hsullivan@carson.org)

Staff Summary: The RACC bylaws require elections of a Chairperson and Vice-Chairperson at the first meeting of the year to serve for the calendar year. As this item was not on the March agenda, it has been placed on the April agenda.

4.B.  RDA-2024-0134 For Possible Action: Discussion and possible action regarding direction concerning the Carson City Redevelopment Façade Improvement Program for Redevelopment Project Areas 1 and 2 and a possible recommendation to the Redevelopment Authority concerning the Façade Improvement Program. (Hope Sullivan, hsullivan@carson.org)

Staff Summary: The Redevelopment Authority has a façade improvement program to assist commercial property owners within the Redevelopment District with improving the exterior appearance of their buildings. Historically, the City has matched to 50% of the total cost of the façade improvements up to a maximum of $25,000 per property. RACC will consider whether to recommend continued funding of this program and, if continued funding is proposed, whether to recommend modifications to the program.

                 - Future agenda items for the next RACC meeting. 
                 - RACC member reports and comments.

**PUBLIC COMMENT LIMITATIONS – The RACC will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken.  Public comment will be limited to three minutes per speaker to facilitate the efficient conduct of a meeting and to provide reasonable opportunity for comment from all members of the public who wish to speak.  Testimony from a person who is directly involved with an item, such as City staff, is not considered public comment and is not subject to the three-minute time limitation if imposed.

Agenda Management Notice:  Items on the agenda may be taken out of order; the public body may combine two or more agenda items for consideration; and the public body may remove an item from the agenda or delay discussion relating to an item on the agenda at any time.
