Public Comments and Discussion: The public is invited at this time to comment on and discuss any item not on the agenda that is relevant to, or within the authority of, the Carson City Board of Supervisors, the Carson City Liquor and Entertainment Board and the Carson City Redevelopment Authority. No action may be taken on a matter raised under this item of the agenda until the matter itself has been specifically included on an agenda as an item upon which action will be taken. Public comment during individual agenda items will be taken on the item at the time the item is called for hearing.

All matters listed under the consent agenda are considered routine and may be acted upon by the Board of Supervisors with one action and without an extensive hearing. 3-1. Clerk-Recorder
Action to Appoint / Reappoint Members to the Board of Equalization; terms to expire in January 2011.
Staff Summary: NRS 361.340(4) provides for the mayor to nominate members to serve on the county board of equalization who are sufficiently experienced in business generally to be able to bring knowledge and sound judgment to the deliberations of the board. Marilyn Koschella has been recommended for appointment to the board of equalization, and Mary Sanada has been recommended for reappointment. The nominees must be appointed upon a majority vote of the Board of Supervisors.
3-2. Development Services
Staff Summary: Staff is requesting that the Board of Supervisors approve of this dedication which will benefit both Carson City Public Works and all other utilities to install, construct and maintain facilities.
Staff Summary: Staff is requesting that the Board of Supervisors approve the cancellation of a Sewerline Reimbursement Agreement between Carson City and Dynamic Diversified Development Enterprises.
Staff Summary: Staff is requesting that the Board of Supervisors approve the cancellation of the Sewerline Reimbursement Agreement between Carson City and Stanton Park Development, Inc.
Staff Summary: Staff is requesting that the Board of Supervisors approve the cancellation of a Sewerline Reimbursement Agreement between Carson City and Holmes Enterprises regarding former APN 008-054-10, APN 008-054-11and APN 008-054-12 located on N. Carson Street, Carson City, Nevada.
3-3. Public Works - Contracts
Staff Summary: During the design process for the Ronald D. Wilson Park, there has been identified a potential project savings of $60,000 to $70,000 by reducing the amount of imported fill material throughout the entire project site. This reduction in imported fill material can be accomplished without significantly affecting the integrity of the recently adopted park's master plan design concepts while still providing adequate drainage across the site. This potential savings to the project's construction budget can be accomplished by revising the Phase 1 rough grading plan which was developed in-conjunction with a previous landscape grading and design theme.
3-4. City Manager
Staff Summary: The State of Nevada has established a Fund for Aviation in order to assist rural airports in achieving the match requirements of Federal Aviation Administration grants. The maximum amount allowed for each applicant is $50,000. This Agreement will provide $50,000 for a match against two FAA Grants recently awarded for the Carson City Airport.

4. Development Services - Planning and Zoning
Staff Summary: This revision to the Growth Management section of Title 18 would allow payment of utility hookup fees and the growth management fee at either submittal of building plans or issuance of building permit.
5. Public Works
Staff Summary: The 2005 rate changes were based on $30 million in capital improvements for the next 5 years and anticipated a 3 to 4% annual increase to cover the costs for Operations and Maintenance (O & M), increased supply, improved quality measures, and capital improvements. The 2007 capital program for the next five years is in the range of $41 million (this includes $27 million in direct capital costs and $14 million of indirect ongoing operational costs) and will require a 28% annual increase in rates implemented in two stages of 14%. That is reflective of an 11% increase in O & M, which includes power costs, chemicals, water sampling, wholesale water purchases and leases; 3% increase for supply improvements; 6% increase for water system improvements; 4% increase to improve water quality; and 4% increase for other capital improvements.

6. City Manager
Staff Summary: Currently, Carson City has a cable systems regulatory ordinance which governs Charter Communications, Inc. and any other cable television provider who enters the Carson City market. Per the Agreement to Extend Cable Franchise dated December 21, 2006, the City has agreed to repeal the ordinance in its entirety.
Staff Summary: Carson City Municipal Code Chapter 2.16 and NRS 244.3076 provide for a Parks and Recreation Commission to be composed of not more than nine members who shall be appointed by the Board of Supervisors. There is one vacancy due to an existing member's resignation.

8. Planning and Parks & Recreation
Discussion and possible direction from the Board of Supervisors regarding a Carson City Federal Lands Bill Map to identify a preferred alternative that will be used as the basis to create a Federal Lands Bill for Carson City consisting of proposed legislation to be considered by the U.S. Congress to allow for the exchange and/or transfer in ownership of lands owned by the federal government in Carson City.

Staff Summary: The Carson City Federal Lands Bill Map includes the identification of federally-owned lands and city-owned lands where ownership may be exchanged and/or transferred and used for public or private activities including, but not limited to, management of open space, parks and recreation, economic development, and public utilities and services. The Board of Supervisors is tentatively scheduled to take action to accept a final Lands Bill Map on January 18, 2007.
