The public is invited at this time to comment on and discuss any item not on the agenda that is relevant to, or within the authority of, the Carson City Board of Supervisors, the Carson City Liquor and Entertainment Board and the Carson City Redevelopment Authority. No action may be taken on a matter raised under this item of the agenda until the matter itself has been specifically included on an agenda as an item upon which action will be taken. Public comment during individual agenda items will be taken on the item at the time the item is called for hearing.

7. Call to Order & Roll Call - Redevelopment Authority
Staff Summary: Carson City Redevelopment Authority is required by NRS 354.598 to hold a public hearing on the tentative budget as the final budget, at which time interested persons must be given an opportunity to be heard. At the public hearing, the Carson City Redevelopment Authority shall indicate changes, if any, to be made in the final budget and shall adopt a final budget by the favorable votes of a majority of all members of the Carson City Redevelopment Authority.

11. Action to approve the Carson City Tentative Budget as the Final Budget for fiscal year 2009-10.
Staff Summary: Carson City is required by NRS 354.598 to hold a public hearing on the tentative budget as the final budget, at which time interested persons must be given an opportunity to be heard. At the public hearing, the Board of Supervisors shall indicate changes, if any, to be made in the final budget and shall adopt a final budget by the favorable votes of a majority of all members of the Board of Supervisors.
Staff Summary: Sierra Forest Fire Protection District is required by NRS 354.598 to hold a public hearing on the tentative budget, at which time interested persons must be given an opportunity to be heard. At the public hearing, the Board of Supervisors shall indicate changes, if any, to be made in the final budget and shall adopt a final budget by the favorable votes of a majority of all members of the Board of Supervisors.
Staff Summary: By law, the Board of Supervisors must set the tax rate of the County Cooperative Extension annually in an amount between 1 cent and 5 cents per $100 of assessed valuation ad valorem tax rate to provide annual funding. The 1.28 cents per $100 assessed valuation ad valorem tax rate requested is the same levy from prior years.
Staff Summary: Staff is asking for Board direction to pursue the medium term bond process for the approximate bond amounts of $500,000 for ambulances paid out of the Fleet Services Fund, $800,000 for storm water drainage projects paid out of the Stormwater Drainage Fund and $1,600,000 for sewer projects paid out of the Sewer Fund. This action is directing staff to publish the Notice of Public Hearing.
