The public is invited at this time to comment on and discuss any item not on the agenda that is relevant to, or within the authority of, the Carson City Board of Supervisors, the Carson City Liquor and Entertainment Board, the Carson City Redevelopment Authority and the Carson City Board of Health. No action may be taken on a matter raised under this item of the agenda until the matter itself has been specifically included on an agenda as an item upon which action will be taken. Public comment during individual agenda items will be taken on the item at the time the item is called for hearing.

Staff Summary: Pursuant to 7.030 of the Charter, the City is authorized to borrow money for any corporate purpose and to evidence such borrowing by the issuance of bonds or other securities pursuant to the Local Government Securities Law. The Board proposes to acquire, construct, improve and equip water projects as defined in NRS 244A.056 (the “Water Project”; collectively, the “Projects”).
Staff Summary: Pursuant to 7.030 of the Charter, the City is authorized to borrow money for any corporate purpose and to evidence such borrowing by the issuance of bonds or other securities pursuant to the Local Government Securities Law. The Board proposes to acquire, construct, improve and equip sewer projects as defined in NRS 244A.056 (the “Sewer Project”; collectively, the “Projects”).
Staff Summary: Staff is seeking direction on establishing the property tax rate for use in preparing the Carson City FY 2011 Budget. Staff is recommending using the “allowed” rate as compiled by the Department of Taxation. By using the “allowed” tax rate, the general fund is projected to see an increase of revenues in real property taxes in FY 2011 of approximately $225,500. The amount is estimated to be about $150,000 in personal property and centrally assessed property. The Redevelopment Authority would receive approximately $100,000 in real and personal property taxes for FY 2011 if the “allowed” rate was used.
