5. For Possible Action: Adoption of Agenda
6. First Judicial District Court
For Possible Action: To approve the Resolution for Intrastate Interlocal Contract effective July 1, 2014 to June 30, 2018 between the State of Nevada acting by and through its Department of Health and Human Services Division of Welfare and Supportive Services and the First Judicial District Court of the State of Nevada in and for Carson City and Storey County and the City of Carson City. Staff Summary: On March 17, 2011, the Board of Supervisors approved an Intrastate Interlocal Contract between the State of Nevada acting by and through its Department of Health and Human Services, Division of Welfare and Supportive Services, the First Judicial District Court and Storey County and the City of Carson City to recruit and appoint court masters to hold child support hearings and other matters properly related thereto. The current Intrastate Interlocal Contract expires June 30, 2014.
7. Finance
For Possible Action: Presentation and discussion with staff of the proposed FY 2014-2015 Fiscal Year budget for Carson City which includes the general fund, enterprise funds (except for Sewer, Water and Stormwater funds) and all other funds and possible direction to staff. (Nick Providenti)
Staff Summary: Staff has prepared a balanced budget for FY 2014-2015. Staff will present the assumptions made during the process and the outlook for the future. Because the board appointed a Utility Financial Oversight Committee, the budgets for the Sewer, Water and Stormwater funds will be presented in a separate agenda item.

For Possible Action: Presentation and discussion and possible action of the proposed FY 2014-2015 Fiscal Year Carson City Sewer, Water and Stormwater Enterprise Fund Budgets including recommendations made by the Carson City Utility Financial Oversight Committee. (Nick Providenti and Andrew Burnham)
Staff Summary: The Utility Financial Oversight Committee met on March 25, 2014 to review proposed budgets for the Water, Sewer, and Stormwater funds for FY 2014/2015 and recommended approval of the budgets based on meeting adopted financial policies as adopted by the Board of Supervisors.

For Possible Action: Presentation and discussion with staff of the proposed FY 2014-2015 Fiscal Year budget for the Carson City Redevelopment Authority and possible direction to staff. (Nick Providenti)
Staff Summary: Staff will present the Redevelopment Authority budget along with the assumptions used to build the budget.

For Possible Action: Presentation, discussion and possible direction regarding the estimated 5 year financial impact of implementing the Pontifex Compensation and Classification Study and possible direction to staff to begin the implementation process including negotiating the new proposed compensation and classification amounts with the Carson City Employees Association (CCEA). Staff Summary: Staff will be presenting the financial impact of implementing the Pontifex Compensation and Classification Study and is asking for direction on possible implementation of the study.

18. For Possible Action: To Adjourn
**PUBLIC COMMENT LIMITATIONS - The Mayor and Supervisors meet at various times as different public bodies: the Carson City Board of Supervisors, the Carson City Liquor and Entertainment Board, the Carson City Redevelopment Authority, and the Carson City Board of Health. Each, as called to order, will provided at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment. In addition, it is the Carson City's aspirational goal to also provide for item-specific public comment as follows: In order for members of the public to participate in the public body's consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the mayor/chair during the item itself. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. The Mayor, Mayor Pro-Tem and Chair, also retain discretion to only provide for the Open Meeting Law's minimum public comment and not call for or allow additional individual-item public comment at the time of the body's consideration of the item when: 1) it is deemed necessary by the mayor/chair to the orderly conduct of the meeting; 2) it involves an off-site non-action facility tour agenda item; or 3) it involves any person's or entity's due process appeal or hearing rights provided by statute or the Carson City Municipal Code.
