8. Courts 

For Possible Action: To approve Amendment No. 1 to the Agreement entered in between the First Judicial District Court and the Carson City Justice and Municipal Court ("Courts"), Carson City and the Department of Alternative Sentencing. (Tad Fletcher, Max Cortes)

Staff Summary: It is the Courts' request that the Agreement be amended to include indemnification language to protect the Courts from exposure to civil liability.

9. Sheriff 

For Possible Action: To approve the application and accept the BJA FY 2014 Edward Byrne Memorial Justice Assistance Grant award number 2014-DJ-BX-0053 in the amount of $12,662. (Ken Furlong)

Staff Summary: Over the past several years, the Carson City Sheriff's Office has made prevention a priority by continuing its Cops and Kids Community Prevention Program. This grant will focus on prevention, community awareness/outreach, intervention and referral. The plan includes continuation of services currently in operation that update curricula and continue growth opportunities. The Carson City Sheriff's Office has implemented many services that conform to community policing strategies, utilizing a combination of nationally recognized and local initiatives to build and maintain positive relationships between law enforcement and citizens of all ages, building strong partnerships and consistent community collaboration. This grant will provide funding for numerous events and programs, including Elementary DARE and DARE Plus classes, Red Ribbon Campaign, Cops & Kids Spaghetti Dinner, Cops & Kids Open House and National Night Out.

10. Fire 

For Possible Action: To approve a Memorandum of Understanding Between the American Red Cross Northern Nevada Chapter and Carson City for the purpose of developing a working relationship to prepare for and respond to disasters and to authorize the signing of a document allowing for the use of city facilities as emergency shelters. (Chief Stacey Giomi)

Staff Summary: Carson City Emergency Management has developed several tools that can be used to operate and manage emergency shelters. This agreement and memorandum would provide our community more tools to be used for disaster management and sheltering of our citizens and visitors

11. Health and Human Services 

For Possible Action: To introduce, on first reading, an ordinance amending the Carson City Municipal Code title 7 - ANIMALS, Chapter 7.13 - Licensing and Regulations, to amend Section 7.13.010 - Definitions, to amend Section 7.13.020 - Carson City Animal Services/Powers, and to repeal and reserve Section 7.13.040 - Collections/Disbursements/Fee Schedule, to further provide for the contract authority of the Board of Supervisors to contract out animal services with a society for the prevention of cruelty to animals incorporated under Nevada Revised Statutes Chapter 574 for their operation, direction, supervision, regulation, policing and enforcement of this Chapter as a private non-profit entity pursuant to a contract and/or fee schedule approved by the Carson City Board of Supervisors, and other matters properly related thereto. Staff Summary: Pending approval by the Carson City Board of Supervisors, Carson City will be contracting with a Society for the Prevention of Cruelty to Animals incorporated under NRS 574 for Animal Services' operation, direction, supervision, regulation, policing, and enforcement.

12. Parks and Recreation

For Possible Action: To authorize staff and the Mayor to execute documents towards the fee title acquisition of approximately 28,424 sq. ft. from the Arraiz Family 1993 Trust, located at Lompa Lane, a portion of APN 10-041-67, for the development of the Freeway Multi-Use Pathway. (Juan Guzman)

Staff Summary: The acquisition of this strip of land, approximately 20 feet wide by 1,421.2 feet long, is necessary for the extension of the Freeway Multi-Use Pathway from Highway 50 towards the south and the Linear Park Path. The fair market value of this property is $35,530. The Regional Transportation Commission has obtained a Transportation Alternatives Program (TAP) grant for the construction of the pathway

13. Purchasing and Contracts

A) For Possible Action: To determine that PO No. 8129 is for the purchase of a product which may only be contracted from a sole source, and therefore not suitable for public bidding pursuant to NRS 332.115, and to approve PO No. 8129 a request to purchase Crack Sealant from Maxwell Products, Inc. for an amount not to exceed cost of $90,000.00 to be funded from Public Works Street Fund Account - Property Services/Street Repair B256-3038-431-04-80 as provided in FY 2014/2015. (Contract File No. 1415-057) (Kim Belt)

Staff Summary: Due to compatibility issues with the Crack Sealer equipment utilized by the Streets Division of the Carson City Public Works Department, the new purchase order for Crack Sealant must be a "Sole Source" purchase for Crack Sealant as the manufacturer has the patent on the Polyskin packaging. 

B) For Possible Action: To determine that Contract No. 1415-068 is a request to declare a 2006 Interstate Cargo Trailer surplus and authorize its trade to Douglas County Emergency Management in return for a 2009 Interstate Loadrunner. This is considered a sale of surplus property to another governmental entity and therefore not suitable for public bidding pursuant to NRS 334.030. (Kim Belt)

Staff Summary: Staff has requested the following surplus trailer be traded to Douglas County Emergency Management. The current Douglas trailer has a smaller interior configuration and they are unable to store their tables and chairs on carts, therefore Douglas will be able to store more supplies plus their tables and chairs on carts in the trailer.

14. Finance 

A) For Possible Action: To approve the application to remove uncollectible accounts receivable from the records of the Landfill division of the General Fund in the amount of $3,076.07 out of estimated billings through June 30, 2014 of approximately $3,365,000. (Nick Providenti)

Staff Summary: NRS 354.256 requires that the County Auditor apply to the Board for permission to remove uncollectible accounts receivable from the records of the County.

B) For Possible Action: To accept the report on the condition of each fund in the treasury and the statements of receipts and expenditures through August 26, 2014 per NRS 251.030 and NRS 354.290. (Nick Providenti)

Staff Summary: NRS 251.030 requires the Finance Director (for the purpose of the statute acting as the County Auditor) to report to the Board of County Commissioners (or in our case the Board of Supervisors), at each regular meeting thereof, the condition of each fund in the treasury. NRS 354.290 requires the County Auditor to report to the Board of Supervisors a statement of revenues and expenditures based on the accounts and funds as were used in the budget. A more detailed accounting is available on the City's website 

C) For Possible Action: To introduce, on first reading, an Ordinance of the Board of Supervisors of Carson City, Nevada designated by the short title "2014C Water Refunding Bond Ordinance"; providing for the issuance of its General Obligation (Limited Tax) Water Refunding Bonds (Additionally Secured by Pledged Revenues), Series 2014C; providing the form, terms and conditions of the Bonds; providing for the levy and collection of annual general (ad valorem) taxes for the payment of such bonds; additionally securing their payment by a pledge of revenues derived from the water system of the City; and providing other matters relating thereto. Staff Summary: This ordinance will authorize the issuance of the Carson City, Nevada, General Obligation (Limited Tax) Water Refunding Bonds (Additionally Secured by Pledged Revenues), Series 2014C for the purpose of refunding certain of their previously issued General Obligation bonds, and the City hereby determines that it is necessary and in the best interest of the City and its citizens to refund these bonds for the purpose of effecting interest rate savings. 

D) For Possible Action: To introduce, on first reading, an Ordinance of the Board of Supervisors of Carson City, Nevada designated by the short title "2014D Sewer Refunding Bond Ordinance"; providing for the issuance of its General Obligation (Limited Tax) Sewer Refunding Bonds (Additionally Secured by Pledged Revenues), Series 2014D; providing the form, terms and conditions of the Bonds; providing for the levy and collection of annual general (ad valorem) taxes for the payment of such bonds; additionally securing their payment by a pledge of revenues derived from the sanitary sewer system and drainage system of the City; and providing other matters relating thereto. Staff Summary: This ordinance will authorize the issuance of the Carson City, Nevada, General Obligation (Limited Tax) Sewer Refunding Bonds (Additionally Secured by Pledged Revenues), Series 2014D for the purpose of refunding certain of their previously issued General Obligation bonds, and the City hereby determines that it is necessary and in the best interest of the City and its citizens to refund these bonds for the purpose of effecting interest rate savings. 

E) For Possible Action: To introduce, on first reading, an Ordinance of the Board of Supervisors of Carson City, Nevada designated by the short title "2014E V&T Historical Refunding Bond Ordinance"; providing for the issuance of its Carson City, Nevada, General Obligation (Limited Tax) V&T Historical Refunding Bonds (Additionally Secured by Pledged Revenues), Series 2014E; providing the form, terms and conditions of the Bonds; providing for the levy and collection of annual general (ad valorem) taxes for the payment of such bonds; additionally securing their payment by a pledge of revenues derived from certain sales tax imposed by the City; and providing other matters relating thereto. Staff Summary: This ordinance will authorize the issuance of the Carson City, Nevada, General Obligation (Limited Tax) V&T Historical Refunding Bonds (Additionally Secured by Pledged Revenues), Series 2014E for the purpose of refunding certain of their previously issued Carson City, Nevada General Obligation bonds, and the City hereby determines that it is necessary and in the best interest of the City and its citizens to refund these bonds for the purpose of effecting interest rate savings.

**PUBLIC COMMENT LIMITATIONS - The Mayor and Supervisors meet at various times as different public bodies: the Carson City Board of Supervisors, the Carson City Liquor and Entertainment Board, the Carson City Redevelopment Authority, and the Carson City Board of Health. Each, as called to order, will provided at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment. In addition, it is the Carson City's aspirational goal to also provide for item-specific public comment as follows: In order for members of the public to participate in the public body's consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the mayor/chair during the item itself. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken.
