9. Clerk-Recorder 

For Possible Action: To reappoint Deborah Marzoline as the ex officio Public Guardian of Carson City for a term of four (4) years at grade, UNC 23. (Deborah Marzoline)  Late Material

Staff Summary: The Public Guardian is appointed by the Board of Supervisors for a four year term, which expires on January 20, 2015.

10. Parks and Recreation

For Possible Action: To accept the Parks and Recreation Commission’s unanimous recommendation to set aside approximately 100 acres west of Flint Drive and Rifle Range Road as the location for a disc golf course complex. (Vern Krahn)

Staff Summary: After a year and a half of working with disc golf course advocates and the vetting of nine different sites around Carson City, the Parks and Recreation Commission on December 2, 2014 voted unanimously to recommend to the Board of Supervisors that approximately 100 acres west of Flint Drive and Rifle Range Road be set aside as the new location of a disc golf course complex.

11. Assessor 

A) For Possible Action: To approve the nomination and appointment of members to the Carson City Board of Equalization and to confirm the designation by the Mayor of a chairperson of the Carson City Board of Equalization per NRS 361.340. (Dave Dawley)

Staff Summary: NRS 361.340 establishes the Carson City Board of Equalization as consisting of five members. The Mayor is required to nominate and the Carson City Board of Supervisors appoints the members of the Board of Equalization by a majority vote and the Mayor is required to designate a member of the Board of Equalization as the chairperson. The Mayor will nominate Bonnie Vivant, and Mallory Wilson for the board and designate Jed Block as chair. 

B) For Possible Action: To approve the correction, increase of the taxes for the 2014/15 fiscal years for parcel number 007-543-13 (1445 Turner Ct.) per NRS 361.765 in the amount of $164.61. (Dave Dawley)

Staff Summary: Due to an error, the land value for the property located at 1445 Turner Ct. (parcel number 007-543-13) was incorrect for the 2014/15 fiscal year. This resulted in an incorrect tax bill for the 2014/15 fiscal year. The Assessor’s office is requesting that the current fiscal year taxes be corrected and increased in the amount of $164.61 per NRS 361.765.

C) For Possible Action: To approve the correction, increase of the taxes for the 2014/15 fiscal years for parcel number 004-341-09 (681 Linda Kay Ct.) per NRS 361.765 in the amount of $306.92. (Dave Dawley)

Staff Summary: Due to an error, the land value for the property located at 681 Linda Kay Ct. (parcel number 004-341-09) was incorrect for the 2014/15 fiscal year. This resulted in an incorrect tax bill for the 2014/15 fiscal year. The Assessor’s office is requesting that the current fiscal year taxes be corrected and increased in the amount of $306.92 per NRS 361.765.

12. Finance 

For Possible Action: To accept the report on the condition of each fund in the treasury and the statements of receipts and expenditures through December 23, 2014 per NRS 251.030 and NRS 354.290. (Nick Providenti)

Staff Summary: NRS 251.030 requires the Finance Director (for the purpose of the statute acting as the County Auditor) to report to the Board of County Commissioners (or in our case the Board of Supervisors), at each regular meeting thereof, the condition of each fund in the treasury. NRS 354.290 requires the County Auditor to report to the Board of Supervisors a statement of revenues and expenditures based on the accounts and funds as were used in the budget. A more detailed accounting is available on the City’s website – www.carson.org.

13. Fire 

For Possible Action: To authorize the Mayor to sign and accept a grant from the State of Nevada, Department of Public Safety – Division of Emergency Management for the purpose of updating the Carson City Hazard Mitigation Plan. Project number: PDMC-PL-09-NV-2014-005. (Stacey Giomi)

Staff Summary: This grant will be used to update the Carson City Multi-Hazard Mitigation Plan. This plan is required by the federal Disaster Mitigation Act of 2000. In order for a community to be eligible for pre, post, and active disaster funds through FEMA this plan must be updated every 5 years. The grant will require a 25% match ($35,338.25) by the City.

14. Public Works 

For Possible Action: To approve Carson City’s relinquishment of BLM right-of-way and temporary use permit, BLM Serial No. NV N-006466. (Hector Estrada)

Staff Summary: This action will facilitate Carson City’s relinquishment of the subject BLM granted right-of-way and permit before its expiration on July 30, 2016, and thereby relieve Carson City of its reporting and maintenance obligations under such grant and relieve Carson City of any responsibilities related to its interest in the subject property.

15. Parks and Recreation - Open Space 

For Possible Action: To accept the 2013 Monitoring Report for the Horsecreek Ranch Conservation Easement as recommended by the Open Space Advisory Committee. (Ann Bollinger)

Staff Summary: Conservation easements, including Horsecreek Ranch, require monitoring for compliance of the uses and practices identified in the easement. Staff conducted the monitoring visit in July 2013; however, the report wasn’t completed until just recently. The property owner was found to be in compliance with all of the terms and conditions.

19. City Manager 

A) For Possible Action: To elect the chair and vice chair of the Redevelopment Authority for terms ending December 31, 2015. (Nick Marano)

Staff Summary: NRS 279.488 states the agency shall elect a chair from among its members. Unless otherwise prescribed by the legislative body, the term of office as chair is for the calendar year, or for that portion remaining after he or she is designated or elected. 

B) For Possible Action: To appoint a member of the Redevelopment Authority to the Redevelopment Authority Citizens Committee (RACC) for a three year term expiring January 2018. (Nick Marano)

Staff Summary: Resolution No. 2011-RA-R-3 and 2011-R-41 state the Committee shall be comprised of seven members, including a member of the Redevelopment Authority as appointed by the Authority.

23. City Manager

Staff Summary: Board members serve on various Boards, Committees and Commissions. Each January appointments are made for the upcoming calendar year. 

B) For Possible Action: To adopt a resolution establishing City policies on state legislative issues for the 2015 session of the Nevada Legislature. (Nick Marano)  Late Material

Staff Summary: At the beginning of the 2013 Legislative session, the City Manager in consultation with the Mayor determined that there needed to be consistent communication from the City on legislative issues and, therefore, recommended a clear policy resolution be adopted on the involvement of the Board, City Manager, Department Managers and City employees with respect to the discussions of legislative issues and pending bills with members of the Nevada Legislature and with respect to necessary changes, support, opposition or testimony before legislative committees.

**PUBLIC COMMENT LIMITATIONS - The Mayor and Supervisors meet at various times as different public bodies: the Carson City Board of Supervisors, the Carson City Liquor and Entertainment Board, the Carson City Redevelopment Authority, and the Carson City Board of Health. Each, as called to order, will provided at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment. In addition, it is the Carson City’s aspirational goal to also provide for item-specific public comment as follows: In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the mayor/chair during the item itself. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. The Mayor, Mayor Pro-Tem and Chair, also retain discretion to only provide for the Open Meeting Law’s minimum public comment and not call for or allow additional individual-item public comment at the time of the body’s consideration of the item when: 1) it is deemed necessary by the mayor/chair to the orderly conduct of the meeting; 2) it involves an off-site non-action facility tour agenda item; or 3) it involves any person’s or entity’s due process appeal or hearing rights provided by statute or the Carson City Municipal Code.
