9.A For Possible Action: To consider an Intergovernmental Agreement for Law Enforcement Mutual Aid Services between Washoe Tribe of Nevada and California and Carson City. (Sheriff Furlong, kfurlong@carson.org)

Staff Summary: Washoe Tribe of Nevada and California and Carson City desire to improve the cooperation efficiency, and effectiveness of law enforcement by making available to each other, upon request only, law enforcement personnel, resources and facilities as needed.

9.B For Possible Action: To approve the application and accept the BJA FY 2016 Edward Byrne Memorial Justice Assistance Grant award number 2016-DJ-BX-0458 in the amount of $11,566. (Sheriff Furlong, kfurlong@carson.org)

Staff Summary: Over the past several years, the Carson City Sheriff's Office has made prevention a priority by continuing its Cops and Kids Community Prevention Program. This grant will focus on prevention, community awareness/outreach, intervention and referral. The plan includes continuation of services currently in operation that update curricula and continue growth opportunities. The Carson City Sheriff's Office has implemented many services that conform to community policing strategies, utilizing a combination of nationally recognized and local initiatives to build and maintain positive relationships between law enforcement and citizens of all ages, building strong partnerships and consistent community collaboration. This grant will provide funding for numerous events and programs, including Elementary DARE and DARE Plus classes, Red Ribbon Campaign, Cops & Kids Spaghetti Dinner, Cops & Kids Open House and National Night Out.

10. Carson City Airport Authority

10.A For Possible Action: To adopt Bill No. 113, on second reading, an ordinance amending the Carson City Municipal Code Title 19, Airport Rules and Regulations, Sections 19.02.020.340 and 19.02.020.200 to allow for use of over-the-counter building permits and to correct the reference to landing pattern diagrams. (Steve Tackes, Stackes@kcnvlaw.com)

Staff Summary: The proposed language would allow for issuance by the City of building permits without prior Airport Authority approval for minor projects handled through the Building Department’s over-the-counter process. The proposed language would also correct the reference to the location of the Airport landing pattern diagrams by referencing the Airport webpage.

11. Alternative Sentencing

11.A For Possible Action: To accept the grant total of $35,000.00 from the State of Nevada Department of Public Safety, Office of Traffic Safety Grant and increase the grant match funded by the General Fund by $15,000 in order to fund a full time DUI Case Manager from October 1, 2016 to September 30, 2017. (Tad Fletcher, TFletcher@carson.org)

Staff Summary: The Department of Alternative Sentencing would like to accept a grant to partially fund the DUI Case Manager full time position. Furthermore, a budget augmentation is requested to fund the remaining part of the DUI Case manager position. The DUI Case Manager takes part in the Western Regional DUI Offender Specialty Court, Mental Health Specialty Court and the Misdemeanor Treatment Court. The DUI Case Manager attends all Specialty Court meetings, Court sessions, administers drug and alcohol testing, coordinates inpatient treatment programs and meets with the court participants one on one confirming they are in compliance with their programs.


12. Finance

12.A For Possible Action: To accept the report on the condition of each fund in the treasury and the statements of receipts and expenditures through September 23, 2016 per NRS 251.030 and NRS 354.290. (Nancy Paulson, npaulson@carson.org)

Staff Summary: NRS 251.030 requires the Chief Financial Officer (for the purpose of the statute acting as the County Auditor) to report to the Board of County Commissioners (or in our case the Board of Supervisors), at each regular meeting thereof, the condition of each fund in the treasury. NRS 354.290 requires the County Auditor to report to the Board of Supervisors a statement of revenues and expenditures based on the accounts and funds as were used in the budget. A more detailed accounting is available on the City’s website – www.carson.org.

13. Health and Human Services

13.A For Possible Action: To grant permission for Carson City Health and Human Services to apply for the Ryan White HIV/AIDS Program - HIV Care Grant Program - Part B Grant through the Nevada Department of Health and Human Services, Division of Public and Behavioral Health. (Nicki Aaker, naaker@carson.org)

Staff Summary: Grant applications for the project period April 1, 2017 - March 31, 2020 are due October 21, 2016. This grant will allow CCHHS to continue to provide the services currently being provided to people living with HIV/AIDS in rural and frontier areas in Nevada which includes Carson City. Currently, the program's is managed by CCHHS' Treatment Adherence Counselor. The objectives of the program include: 1) provide treatment adherence counseling to individuals living with HIV/AIDS who are reported as out of care in order to increase the percentage of clients who adhere to their prescribed medication treatment and are retained in care; 2) serve as a resource to Treatment Adherence Counselors in Washoe and Clark Counties; and 3) conduct a Quality Improvement project on the effectiveness of the Ryan White Care Binder.

14. Purchasing and Contracts

14.A For Possible Action: To award Contract No. 1617-062 Sewer System Master Plan Update to Atkins North America, Inc. for a total not to exceed amount of $199,931 to be funded from the Sewer Fund as provided in fiscal year 16/17. (Laura Tadman, ltadman@carson.org and Darren Schulz, dschulz@carson.org)

Staff Summary: This contract is to provide Professional Services for the Sewer System Master Plan Update which includes updating the current Geographic Information System (GIS) database for sanitary sewer assets, providing links to existing sanitary sewer condition assessments, updating the current hydraulic model, and progressing to an industry standard management system.

14.B For Possible Action: To approve Amendment No. 1 to Contract No. 1617-048 for Counseling Services to Community Counseling Center (CCC) for a not to exceed additional amount of $15,000 through June 30, 2017 for a total contract amount of $71,339. (Laura Tadman, ltadman@carson.org and Max Cortes, mcortes@carson.org)

Staff Summary: Thomas R. Armstrong, Justice of the Peace/Municipal Court Judge, orders defendants who have been sentenced to complete the Misdemeanor Treatment Court (Specialty Court) to attend counseling at the Community Counseling Center. The defendants in this Specialty Court are adults who are addicted to substances and often not employed. The $15,000 will be used to pay for counseling sessions to assist defendants who are not able to pay for these services. The $15,000 is funding received from defendants who paid their fines for marijuana possession. Pursuant to CCMC 8.04.127, the Court may use this funding to assist with a court program and to pay for needed treatment services. Substance abuse treatment is critical and an essential component of the Misdemeanor Treatment Court Program. As defendants progress in the program, job search, education and/or vocational training is required. Once defendants are working, payment towards their treatment is required. The Misdemeanor Treatment Court takes a minimum of one year to complete.

15. Human Resources

15.A For Possible Action: To approve the First Amendment to Cooperative Agreement Between Carson City Airport Authority and Carson City to allow the Authority to participate in the health, dental, vision and life insurance plans for its employees that are provided to City employees, if allowed by the benefit providers. (Melanie Bruketta, mbruketta@carson.org)

Staff Summary: Nevada Revised Statutes (NRS) 277.180 allows the Authority and the City to enter into interlocal cooperative agreements. On May 17, 1990, the Authority entered into an agreement with the City that requires the City to "make available to Authority such officers, employees, facilities and equipment as requested by the Authority for the necessary operations and maintenance of the airport." This Amendment to the interlocal cooperative agreement permits the Authority to participate in the health, dental, vision and life insurance plans provided to City employees which will allow the Authority to reduce its current costs and better use its assets to advance the City's economic growth via the airport.

**PUBLIC COMMENT LIMITATIONS - The Mayor and Supervisors meet at various times as different public bodies: the Carson City Board of Supervisors, the Carson City Liquor and Entertainment Board, the Carson City Redevelopment Authority, and the Carson City Board of Health. Each, as called to order, will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment. In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows: In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the mayor/chair during the item itself. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken.
