9. Assessor
9.A For Possible Action: To approve the removal of the taxes and penalties from the Unsecured 2014/15 Tax Roll per NRS 361.5607 in the amount of $641.48. (Dave Dawley, ddawley@carson.org)
Staff Summary: The Assessor's Office is requesting the Board of Supervisors to remove those taxes and penalties that have been deemed uncollectible from the Personal Property Tax Roll. The Assessor's Office has attempted to collect the taxes and penalties using the approved methods under NRS 361.535 and NRS 361.450. Most owners/businesses have moved the Personal Property and we are unable to locate them. The removal of these taxes will result in a decrease of $641.48 to the 2014/15 fiscal year.
10. City Manager
10.A For Possible Action: To ratify the approval of bills and other requests for payments by the City Manager for the period of May 6, 2017 thru June 2, 2017. (Nick Marano, nmarano@carson.org)
Staff Summary: All bills or other requests for payment verified per CCMC 2.29 shall be presented by the Controller, together with the register book of demands and warrants to the City Manager who shall audit the same, and if found authorized, correct and legal, shall signify by his signature, as agent for the board, upon the register book of demands and warrants those demands which are approved or disapproved by him. Upon approval, the warrants, as prepared aforesaid, shall issue. The City Manager shall then cause the register book of bills and other requests for payment and warrants to be presented at least once a month to the board of supervisors, who shall by motion entered into its minutes, ratify the action taken on the bills or other requests for payment.
11. Finance
11.A For Possible Action: To certify charges, levy and direct the Treasurer to collect special assessments for Fiscal Year 2017-18 as requested by the State Engineer of the State of Nevada, Department of Conservation and Natural Resources for the Eagle Valley Groundwater Basin ($6,000) and the Dayton Valley Groundwater Basin ($1,500) and further direct the Chief Financial Officer to remit the special assessment collections to the State. Staff Summary: Pursuant to NRS 534.040(2), the Board of Supervisors is required to certify and levy the special assessments needed to fund the budgets of the groundwater basins administered by the State Engineer. The amounts requested by the State Engineer will be required for the payment of necessary expenses for supervision over the groundwater basins to include, but not limited to special studies, water level measurements, crop/pumpage inventories, field investigations, aquifer tests, well driller inspections, intent to drill card and well log review, associated data collection and management.
11.B For Possible Action: To accept the report on the condition of each fund in the treasury and the statements of receipts and expenditures through June 2, 2017 per NRS 251.030 and NRS 354.290. (Nancy Paulson, npaulson@carson.org)
Staff Summary: NRS 251.030 requires the Chief Financial Officer (for the purpose of the statute acting as the County Auditor) to report to the Board of County Commissioners (or in our case the Board of Supervisors), at each regular meeting thereof, the condition of each fund in the treasury. NRS 354.290 requires the County Auditor to report to the Board of Supervisors a statement of revenues and expenditures based on the accounts and funds as were used in the budget. A more detailed accounting is available on the City’s website – www.carson.org.
12. Purchasing and Contracts
12.A For Possible Action: To approve the purchase of roofing material from GarlandDBS, Inc. through Joinder Sealed Bid #09-5408 with US Communities, a National Cooperative Purchasing Program for a total not to exceed amount of $141,979.95 to be funded from the Capital Projects Account. Staff Summary: The Aquatic Center roof has damaged areas and is in need of maintenance. Garland/DBS's roofing products will be used to re-roof the lower aquatic facility roof. NRS 338.1423 requires the City to pay sales tax on materials purchased for installation by a contractor. A licensed contractor will apply the product under a separate labor contract for a not to exceed price of $97,868.00.
12.B For Possible Action: To approve Amendment No. 7 to Contract No. 1112-133 with MOSS-ADAMS, LLP (Certified Public Accountants), titled “Internal Auditing Services” to extend the contract terms to September 30, 2017 to complete the City's current Internal Audit Work Program. Staff Summary: MOSS-ADAMS’ contract to provide internal audit services is set to expire on June 30, 2017 and will require an extension to complete the current Internal Audit Work Program for the City.
12.C For Possible Action: To approve Contract No. 1718-010 with NexLevel Information Technology, Inc. for consulting services for the Enterprise Resource Planning (ERP) system procurement and selection for a not to exceed amount of $74,575 to be funded from the Capital Outlay/Software Replacement account as approved in the FY18 Budget. Staff Summary: The City's current Enterprise Resource Planning (ERP) financial system is outdated and has been approved for replacement in the FY18 CIP budget process. To start this project, staff would like to hire NexLevel Inc. as a consultant to provide the resources needed to document functional requirements and needs, prepare an RFP, and facilitate the selection and negotiation processes. NexLevel is a leader in this functional area and we have used them in the past in the creation of the Information Technology Strategic Plan.

14. Carson City Airport Authority
14.A For Possible Action: To adopt, on second reading, Bill No. 113, an ordinance amending the Carson City Municipal Code Title 19, Airport Rules and Regulations, Section 19.03.060, Through The Fence Fees, to adjust for the current cost of airport maintenance and updated airport hangar space and parking area. (Steve Tackes)
Staff Summary: At a regular meeting of the Carson City Airport Authority on April 19, 2017, publicly noticed for that purpose, the Authority approved an increase in the Through the Fence fees to reflect current costs and hangar space. The rates were previously calculated in 2001 and are being updated per current cost data.
15. Purchasing and Contracts
15.A For Possible Action: To approve Contract No. 1718-008, a joinder contract with Thomas Petroleum, LLC, Carson Valley Oil, Co., and Flyers Energy, LLC, through the State of Nevada RFQ/Contract #3064, Amendment 1, for bulk fuel and delivery services, and with Thomas Petroleum, LLC through the State of Nevada RFQ/Contract #3125, cardlock fueling network, for an amount not to exceed $875,640.00 from various city fuel accounts as approved in the FY18 budget. Staff Summary: This contract will provide city wide fuel services through the purchase and delivery of bulk fuel and use of the cardlock fueling network for a one year contract, starting July 1, 2017 and ending June 30, 2018.
15.B For Possible Action: To approve Contract No. 1718-011 with DEVNET, Inc. for Property Tax and CAMA software development and licensing for a five (5) year period with a not to exceed total amount of $674,565.00 to be funded from the Capital Outlay/Software Replacement and Supplies/ACQ/Improv of Technology accounts. Staff Summary: The property data system Advanced Data Services (ADS) used by the Carson City Assessor, Treasurer and Recorder will become obsolete and its provider will cease operations in 2019. A committee formed by the 15 counties affected by ADS' departure researched relevant companies and determined DEVNET to be the appropriate company for software development and licensing to replace ADS.
16. District Attorney
16.A For Possible Action: To adopt a resolution approving and authorizing the Mayor to sign the "INTERLOCAL AGREEMENT TO PROVIDE WHOLESALE WATER SERVICE" an agreement by and between Carson City, the Town of Minden, Douglas County, and the Indian Hills General Improvement District restating and superseding all previous agreements by and between the parties relating to water delivered to Carson City through the project referred to as the "North Douglas County and Carson City Water Line Intertie Project." The terms of the agreement under consideration would require Carson City to pay a total of $1.5 Million in equal, annual installments of $75,000 over 20 years commencing July 1, 2018, as consideration for the purchase of a beneficial interest in water totaling 187.5 acre feet per annum ($8,000 per AFA). The terms of the agreement under consideration would also require Carson City to pay a rate per thousand gallons of water delivered pursuant to the agreement. The total fiscal impact to Carson City for rate payments would depend upon the quantity of water delivered. (Jason Woodbury, jwoodbury@carson.org)
Staff Summary: If approved, the 187.5 AFA would be added to the existing 2,690.00 AFA of water in which Carson City already holds the beneficial interest, and which have been the subject of previous agreements with the Town of Minden and Douglas County. The terms of the agreement under consideration would also establish rates for the delivery of water as well as the methodology for calculation and adjustment of rates in the future. The rates are charges per thousand gallons of water delivered. The rates are the cumulative sum of several different categories of costs charged by the Town of Minden and Douglas County. In regard to the rate charged by the Town of Minden, those categories are: "Operations and Maintenance ("O&M")"; "Pass-through Heybourne Operations"; "Repair and Replacement"; "Future Treatment"; and "Rate Stabilization." In regard to the rate charged by Douglas County, those categories are "Depreciation" and "O&M and Power." The following tables reflect the rates proposed by the agreement under consideration for Fiscal Year 2017-18 and estimates of the rates for in the following fiscal years through Fiscal Year 2021-22. Carson City will pay the rate per thousand gallons to Douglas County. Table 1 reflects the total rate per thousand gallons Carson City will pay, as well as the two rate components attributable directly to Douglas County. Table 2 reflects the individual components of the column in Table 1 entitled "Minden Total rate per k/gal" which are the portion of the rates Carson City will pay to Douglas County and Douglas County will pass through to the Town of Minden.

The terms of the agreement under consideration call for an annual reconciliation of rates paid versus actual costs incurred and an annual review and adjustment, if necessary, to the rates estimated for future fiscal years. The terms of the agreement under consideration also establish the standard of quality of water to be delivered. Upon approval of the agreement under consideration by all parties, the Town of Minden will deposit at least $700,000 into the "Wholesale Water Repair and Replacement Reserve" which is restricted to providing funds for repair, replacement, and maintenance of wholesale water infrastructure of the Town of Minden.

22.A For Possible Action: To make a recommendation to the Board of Supervisors regarding the expenditure of $16,000 from the Fiscal Year 2018 Redevelopment Revolving Fund to support the Arlington Square Event Plaza in support of the Redevelopment District. (Lee Plemel, lplemel@carson.org)
Redevelopment annually funds special events from a portion of the Revolving Fund. The requested special event funding would be used to construct an events stage, vendor tents and supporting infrastructure in the Nugget parking lot ("Arlington Square") on the west side of Carson Street across from the Nugget Casino to support various events and concerts throughout the summer.

PURSUANT TO NRS 279.628, THIS RESOLUTION MUST BE ADOPTED BY A TWO-THIRDS VOTE OF THE BOARD OF SUPERVISORS.
Staff Summary: Redevelopment annually funds special events from a portion of the Revolving Fund. The requested special event funding would be used to construct an events stage, vendor tents and supporting infrastructure in the Nugget parking lot ("Arlington Square") on the west side of Carson Street across from the Nugget Casino to support various events and concerts throughout the summer. NRS 279.628 permits the expenditure of money from the Redevelopment Revolving Fund for the purpose of any expenses necessary or incidental to the carrying out of Redevelopment Plans.

Staff Summary: The subject property is zoned Neighborhood Business with a Resolution of Intent that limits the land use, the building height, and signage. The applicant is seeking to have the Resolution of Intent rescinded so that the land is subject to the regulations associated with the Neighborhood Business zoning district only.
26.C For Possible Action: To approve a Tentative Planned Unit Development request from Liberty Homes, LLC (property owner: Vernon C. Lee Family Trust) to amend the existing Riverview Terrace Planned Unit Development to divide two parcels into five, on property zoned Single Family 21,000 - Planned Unit Development (SF21-P), located at 4404 and 4080 Hells Bells Road, APNs 010-361-05 and -06. Staff Summary: The applicant proposes to amend the existing Riverview Terrace Planned Unit Development that was originally approved on October 5, 1978. The amendment will add three single-family residential lots to the total unit count of Riverview Terrace by merging and resubdividing two existing lots on the west side of Hells Bells Road, west of the intersection with Parkhill Drive. The overall boundary of the Riverview Terrace Planned Unit Development is not proposed to change, nor will the ratio of developed property to open space. The lot sizes for the five new proposed lots will be consistent with the underlying zoning of Single-Family 21,000 (SF21).
26.D For Possible Action: To introduce, on first reading, an ordinance amending Title 18, Chapter 18.16, Development Standards, Division 1, Land Use and Site Design, Section 1.17, Multi-Family Apartment Development Standards, and Section 1.18, Residential Development Standards in Non-Residential Districts, to clarify that single family residential and two family dwellings may comply with open space requirements either through common or private open space. Staff Summary: The referenced portions of the Development Standards mandate common open space as a derivative of the number of residential units provided. The Development Standards, as written, apply this requirement to all residential development including single family residential and duplexes. The proposed amendment will clarify that single family residential development and duplexes may meet the open space requirement either through private open space or common open space.
26.E For Possible Action: To adopt a Resolution extending the moratorium adopted by Ordinance No. 2017-3 for a period of up to 60 days from the expiration date of July 21, 2017, to the new expiration date of September 19, 2017, on the acceptance and processing of planning or other applications for construction or operation of new marijuana establishments. Staff Summary: The Regulation and Taxation of Marijuana Act, the Act to legalize "recreational" marijuana, was passed by Nevada voters during the general election on November 8, 2016. The Board of Supervisors passed a moratorium on the acceptance of applications for new marijuana establishments on January 19, 2017. The moratorium will expire on July 21, 2017, unless an extension of up to 60 days is granted by Resolution of the Board of Supervisors. The extension is necessary to give City staff, the Planning Commission, and the Board of Supervisors time to consider appropriate regulations for recreational marijuana.
26.F For Possible Action: To adopt a Resolution to initiate the process for declaring a second moratorium on the acceptance and processing of planning or other applications for the construction or operation of Marijuana Establishments. (Lee Plemel, lplemel@carson.org)
Staff Summary: The Regulation and Taxation of Marijuana Act, the Act to legalize recreational marijuana, was passed by Nevada voters during the general election on November 8, 2016. The Board of Supervisors passed a moratorium on the acceptance of applications for new marijuana establishments on January 19, 2017. Unless a new moratorium is enacted, the initial moratorium will expire on July 21, 2017 or, if extended for a maximum period of 60 days, on September 19, 2017. A new moratorium would give time for the Planning Commission and Board of Supervisors to consider appropriate regulations for marijuana establishments. This new moratorium would not apply to Medical Marijuana Establishments with valid provisional certificates wishing to operate under the current Medical Marijuana Establishment regulations in Carson City as of the date the moratorium is enacted.

Public Hearing on the report of the City Manager on the fiscal impact and recommended approval of the amended Collective Bargaining Agreement ("CBA") between Carson City and the Fraternal Order of Police, Northern Nevada Lodge #8 ("Union") on behalf of the Alternative Sentencing Officers employed with the City's Department of Alternative Sentencing ("DAS"), effective July 1, 2017 to June 30, 2021 with an estimated fiscal impact of $25,419 for the term of the agreement. Staff Summary: Carson City and the Union have engaged in extensive negotiations for a successor CBA as the current CBA is set to expire on June 30, 2017. The proposed amended CBA is for a four (4) year term, beginning on July 1, 2017 and expiring on June 30, 2021. The proposed amended CBA includes changes to contract provisions concerning employee compensation, group health insurance, work schedules, employee discipline and various technical, non-substantive changes throughout.

Staff Summary: This agenda item will be considered immediately prior to, but combined with, the corresponding collective bargaining agreement and both items will be heard simultaneously. Negotiations between the City and the Carson City Firefighter’s Association, Local #2251, resulted in the proposed amendments to the labor contract. The amendments satisfy the interests of both the City and the employees. This matter is being considered in accordance with the public hearing process set forth in NRS 288.153.
28.F For Possible Action: To approve the Third Amended Collective Bargaining Agreement between Carson City and the Carson City Firefighters Association, Local #2251, I.A.F.F. (effective July 1, 2010 to June 30, 2023), with a fiscal impact of $904,348. (Nick Marano, nmarano@carson.org)
Staff Summary: The City is in need of creating a Basic Life Support (BLS) program in order to reduce expenses to the City, make Advanced Life Support (ALS) more available to those in need, and minimize the use of mutual aid resources. The Association met with the City to discuss the implementation of the program, and the Association agreed to amend its collective bargaining agreement to include the basic life support program.

Staff Summary: This ordinance will authorize the issuance of the "Carson City, Nevada, General Obligation (Limited Tax) Medium-Term Bond, Series 2017A" and shall be issued as a single bond in the maximum principal amount of $3,840,000 for the purpose of financing the cost of acquiring, improving and equipping vehicles, facilities, information technology, and the communications console system for the City.
29.B For Possible Action: To approve the 1st Amendment to the Interlocal Contract for Self Insurance and Risk Management Consulting Services between Carson City, Nevada and Douglas County, Nevada for Carson City to provide consulting services at Douglas County's expense. Staff Summary: This Amendment will allow Carson City to continue to provide consulting services to Douglas County to aid in their transition of becoming self-insured and assist with establishing necessary risk management policies and procedures.
29.C For Possible Action: To enter into an agreement for excess workers compensation liability insurance services with New York Marine and General Insurance Company for a total premium of $106,174. (Nancy Paulson, NPaulson@Carson.org)
Staff Summary: Staff is recommending that Carson City continue the relationship for workers compensation excess liability insurance services with New York Marine and General Insurance Company for FY 2018. The total premiums for FY 2017 were $101,427 so the total increase would be approximately 4.7%.
29.D For Possible Action: To adopt a resolution for temporary interfund loans from the General Fund to the Grant Fund for an amount not to exceed $250,000 and from the General Fund to the Street Maintenance Fund for an amount not to exceed $300,000. (Nancy Paulson, npaulson@carson.org)
Staff Summary: The Grant Fund and the Street Maintenance fund may incur temporary cash shortages at June 30, 2017. The interfund loans would enable the City to cover the temporary cash shortages in these funds if necessary.
29.E For Possible Action: To enter into insurance agreements with Public Entity Property Insurance Program (PEPIP) for property insurance (including automobile physical damage) at a total premium of approximately $403,568, Travelers Indemnity Company for excess liability coverage at a total premium of $375,220, Great American for government crime insurance at a total premium of $12,892, and with Illinois Union for Landfill Pollution Legal Liability insurance at a total premium of $12,518 for a grand total of approximately $804,198 for FY 2018.
Staff Summary: We are planning on renewing Property Insurance, Excess Liability including General Liability, Automobile and Umbrella coverages, Crime Insurance and Pollution Liability with the same insurance companies as last year. All of the insurance companies have at least an A- rating by AM Best Services and have adjusted policyholder reserves of at least $100,000,000.
29.F For Possible Action: To adopt a resolution to augment and amend the Carson City FY 2016-17 Budget in the amount of $10,108,674. (Nancy Paulson, npaulson@carson.org)
Staff Summary: The augmentation and revision is primarily due to refunding bonds, board action, federal and local grants, transfers of contingency and unanticipated sources of revenue.

Staff Summary: Carson City Library created a Mobile Makerspace with its Maker Van that established flexible learning places for hands-on learning outside the library’s walls. The result has been collaborative and innovative learning opportunities in existing afterschool and other programs. Connections with Carson City Parks and Recreation Department afterschool Kid's Club, Carson City Juvenile Probation and the Boys and Girls Club have developed youth learning experiences to increase knowledge and enjoyment of Science, Technology, Engineering and Math (STEM) activities.
