8.A For Possible Action: To accept the report on the condition of each fund in the treasury and the statements of receipts and expenditures through December 26, 2017 per NRS 251.030 and NRS 354.290. (Jason Link, JLink@carson.org)

Staff Summary: NRS 251.030 requires the Chief Financial Officer (for the purpose of the statute acting as the County Auditor) to report to the Board of Supervisors, at each regular meeting thereof, the condition of each fund in the treasury. NRS 354.290 requires the County Auditor to report to the Board of Supervisors a statement of revenues and expenditures based on the accounts and funds as were used in the budget. A more detailed accounting is available on the City’s website – www.carson.org.

10.A Presentation Only: Presentation and update of the 2017 water year and future water issues. (Ed James, edjames@cwsd.org)

Staff Summary: Edwin James, General Manager of the Carson Water Subconservancy District, will give a presentation on the water resources for the Carson River Watershed.

11. Purchasing and Contracts

11.A For Possible Action: To approve the purchase of one (1) Volvo Articulating haul truck for the Carson City Landfill from the NJPA (National Joint Powers Alliance) cooperative purchasing agreement for a total not to exceed amount of $596,940 to be funded from the Equipment Replacement Account in the Capital Projects Fund. (Laura Rader, Lrader@carson.org and Zach Good, Zgood@carson.org)

Staff Summary: Carson City Landfill is looking to purchase an articulating haul truck to meet the growing needs of the Landfill operations. This piece of equipment provides transport of materials across uneven terrain from site to site around the Landfill. The existing haul truck will remain in use.

12. Community Development - Planning

12.A For Possible Action: To approve and authorize the Mayor to sign a Memorandum of Agreement to participate in the Brownfields Coalition Assessment Grant with the Northern Nevada Development Authority (NNDA) and Douglas County, for a total grant amount of $600,000. (Lee Plemel, lplemel@carson.org)

Staff Summary: The NNDA submitted a joint-entity Brownfield grant to EPA to provide funding to Carson City and Douglas County for Phase 1 and Phase 2 environmental assessments of properties. Funds would also be available for environmental cleanup activities. NNDA currently manages a similar grant with Lyon and Churchill Counties. The NNDA's primary purpose is to use the funding to assess properties for its manufacturing Certified Sites program, but Carson City and Douglas County may use the funds for other sites. The NNDA will manage the grant. There are no matching funds required, though some City staff time could be required and is reimbursable through the grant.

12.B For Possible Action: To introduce, on first reading, an ordinance relating to zoning; amending Title 18 Appendix of the Carson City Municipal Code to revise certain guidelines for the design of fences located within the Historic District of Carson City. (Hope Sullivan, hsullivan@carson.org)

Staff Summary: The proposed ordinance identifies wood, wrought iron, decorative woven wire and, in limited circumstances, masonry as materials that are traditionally associated with fences. The Ordinance also creates criteria that the Commission will utilize when considering an alternative material. The intent of the Ordinance is to better articulate appropriate fencing material.

13.A PUBLIC HEARING: Public hearing pursuant to NRS 244A and 350.020(3) concerning the proposed issuance by Carson City, Nevada of its General Obligation (Limited Tax) Sewer Bonds (Additionally Secured by Pledged Revenues), Series 2018A, in the aggregate principal amount not to exceed $4,875,000 for the purpose of financing sewer projects for the City; and paying the related issuance costs. Staff Summary: NRS 244A and 350.020(3) require that a public hearing be held before the Carson City, Nevada General Obligation Sewer Bonds, Series 2018A can be issued. Notice was published in the Nevada Appeal on November 26, 2017, December 3, 2017, and December 10, 2017 indicating the City's intent to hold this public hearing.

13.B For Possible Action: To adopt a resolution to augment and amend the Carson City FY 2017-18 Budget in the amount of $38,222,769. (Jason Link, jlink@carson.org)

Staff Summary: The augmentation and revision is primarily due to carryover of program costs from the prior years’ budget, board action, federal and local grants, transfers of contingency and unanticipated sources of revenue.

19. City Manager

19.A For Possible Action: To elect the chair and vice chair of the Redevelopment Authority each for one year terms ending December 31, 2018. (Nick Marano, nmarano@carson.org)

Staff Summary: NRS 279.448 states the agency shall elect a chair from among its members. Unless otherwise prescribed by the legislative body, the term of office as chair is for the calendar year, or for that portion remaining after he or she is designated or elected.

19.B For Possible Action: To appoint three members to the Carson City Redevelopment Authority Citizens Committee. There are two positions for "Citizen-at-Large", and one for "Business Operator or Property Owner" each to fill a three year term ending January 2021. (Nick Marano, nmarano@carson.org)

Staff Summary: The Carson City Redevelopment Authority Citizens Committee is seven-member committee that advises the Redevelopment Authority on matters pertaining to the Redevelopment District. There are three positions open due to members' terms expiring. Court Cardinal is seeking reappointment for the "Business Operator or Property Owner" position. New applications were submitted by Michael Smith, Sherri Powell, Eric Kimzey and Timothy Garber for the "Citizen-at-Large" positions.

19.C For Possible Action: To appoint a member of the Redevelopment Authority to the Redevelopment Authority Citizens Committee (RACC) to fill a three year term ending January 2021. (Nick Marano, nmarano@carson.org)

Staff Summary: Pursuant to Resolution No. 2011-RA-R-3 and 2011-R-41, the membership of RACC includes a member of the Redevelopment Authority appointed by the Redevelopment Authority, who may or may not be the Redevelopment Authority Chair.

25. City Manager

25.A For Possible Action: To appoint one member to the Carson City Audit Committee, for a two year term that expires in December 2019. (Nick Marano, nmarano@carson.org)

Staff Summary: CCMC 2.14.030 provides for a five (5) member Audit Committee; one (1) member from the Board of Supervisors and four (4) members from the citizen-at-large. There is one vacancy for a citizen-at-large position due to expiration of term. An application was received by Bepsy Strasburg.

25.B For Possible Action: To appoint two members to the Carson City Regional Transportation Commission each for a two year term that expires December 2019. (Nick Marano, nmarano@carson.org)

Staff Summary: NRS Chapter 277A.170 and CCMC 11.20.030 provide for the creation and organization of a five (5) member Regional Street and Highway Commission. Staggered two-year terms are served by two (2) members of the Board of Supervisors and three (3) representatives of the citizen-at-large. Members of the RTC also serve on the Carson Area Metropolitan Planning Organization (CAMPO). There are two vacancies due to expiration of terms. New applications were received from Randall Gaa, Charles Macquarie and Day Williams.

25.C For Possible Action: To appoint three members to the Carson City Parks and Recreation Commission each to fill a four year term set to expire January 2022. (Nick Marano, nmarano@carson.org)

Staff Summary: CCMC 2.16.010 and NRS 244.3076 provide for a Parks and Recreation Commission to consist of no more than seven members appointed by the Board of Supervisors. There are three openings due to members' terms expiring. Reappointment requests have been received by Donna Curtis and Sean Lehmann. New applications were received from Kurt Meyer, Leslie Hicks Jr. and Lea Cartwright.

**PUBLIC COMMENT LIMITATIONS - The Mayor and Supervisors meet at various times as different public bodies: the Carson City Board of Supervisors, the Carson City Liquor and Entertainment Board, the Carson City Redevelopment Authority, and the Carson City Board of Health. Each, as called to order, will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment. In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows: In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the mayor/chair during the item itself. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken.
