Any member of the Board may request that an item be taken from the consent agenda, discussed and acted upon separately during this meeting. The Mayor, or the Mayor Pro-Tem, retains discretion in deciding whether or not an item will be pulled off the consent agenda.

8. Finance
8.A For Possible Action: To accept the report on the condition of each fund in the treasury and the statements of receipts and expenditures through December 21, 2018, per NRS 251.030 and NRS 354.290. (Sheri Russell, SRussell@carson.org)
Staff Summary: NRS 251.030 requires the Chief Financial Officer (for the purpose of the statute acting as the County Auditor) to report to the Board of Supervisors, at each regular meeting thereof, the condition of each fund in the treasury. NRS 354.290 requires the County Auditor to report to the Board of Supervisors a statement of revenues and expenditures based on the accounts and funds as were used in the budget. A more detailed accounting is available on the City’s website – www.carson.org.

10.A For Possible Action: To reappoint two members to the Carson City Board of Equalization based upon recommendations of the Mayor pursuant to NRS 361.340 and for the Mayor to designate a chair. (Dave Dawley, ddawley@carson.org)
Staff Summary: NRS 361.340 establishes the Carson City Board of Equalization (CCBE), consisting of five members. Currently, there are two vacancies due to expired terms. The Mayor is required to nominate persons to fill those two vacancies, and by majority vote of the Board of Supervisors the nominees may be appointed. Jill Rasner and Mallory Wilson have expressed interest in being reappointed to the CCBE to fill the vacancies. In addition, the Mayor must designate one of the five members of the CCBE to serve as chair of the CCBE.
11. Public Guardian
11.A For Presentation Only: To hear the Quarterly Report of the Public Guardian on the progress of the Office of the Public Guardian and the status of open cases of protected persons. (Jean Perpich, jperpich@carson.org)
Staff Summary: The Public Guardian reports to the Board of Supervisors on a quarterly basis to give the public and the Board a status report on the operations of the Office of the Public Guardian and the status of open cases of protected persons under the Guardian's care.
12. Community Development - Planning
12.A For Possible Action: To adopt Bill No. 124, on second reading, an ordinance approving a change of zoning from Retail Commercial and Single Family One Acre to Retail Commercial, on properties located at 4530 and 4580 Cochise Street, APN 009-265-01, -02, -03 and 009-267-06, and -07. (Hope Sullivan, hsullivan@carson.org)
Staff Summary: The Board introduced the subject ordinance at its meeting of December 20, 2018. The subject properties have a zoning designation of split zoned Retail Commercial and Single Family One Acre, and Single Family One Acre, and a Master Plan designation of Community / Regional Commercial. The proposed zoning map amendment will result in all properties being entirely zoned Retail Commercial, thus consistent with the Master Plan designation. The Board of Supervisors has the authority to amend the zoning map.
12.B For Possible Action: To adopt Bill No. 125, on second reading, an ordinance approving a change of zoning for a 119.1 acre site from General Industrial to Single Family 6,000 for approximately 68.3 acres; Multi-family Apartment for approximately 18.0 acres; General Commercial for approximately 13.9 acres; and Public Regional for approximately 18.9 acres, for property located southeast of US Highway 50 and northeast of Deer Run Road, within the V&T Specific Plan Area, APN’s 008-521-54, -55, -89, -90, 008-522-16, -17, -18, 008-531-59, and -60. Staff Summary: The Board introduced the subject ordinance at its meeting of December 20, 2018. The subject properties have a zoning designation of General Industrial and a Master Plan land use designation of Mixed-Use Residential. On March 15, 2018 the Board of Supervisors approved a Master Plan Amendment changing the Master Plan designation of the subject site from Industrial to Mixed-Use Residential. The requested zoning map amendment will make the zoning consistent with the Master Plan designation of Mixed-Use Residential.
13. City Manager
13.A For Possible Action: To appoint one person to the Culture and Tourism Authority board in the hotel/motel operator position, to fill an unexpired term that will expire in July, 2020. (Nancy Paulson, npaulson@carson.org)
Staff Summary: NRS 244A.599 requires the Board of Supervisors to appoint representatives to the Culture and Tourism Authority board ("CTA"). The categories for representatives are as follows: two members must represent the hotel and motel industry operators in the City; one member must represent the other commercial interests in the City; one member must be a member of the Carson City Board of Supervisors; and one member must represent the City at large. There is one position open due to the resignation of a current member. A new application was submitted by Trish Trenoweth.

**PUBLIC COMMENT LIMITATIONS - The Mayor and Supervisors meet at various times as different public bodies: the Carson City Board of Supervisors, the Carson City Liquor and Entertainment Board, the Carson City Redevelopment Authority, and the Carson City Board of Health. Each, as called to order, will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment. In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows: In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the mayor/chair during the item itself. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. The Mayor, Mayor Pro-Tem and Chair, also retain discretion to only provide for the Open Meeting Law’s minimum public comment and not call for or allow additional individual-item public comment at the time of the body’s consideration of the item when: 1) it is deemed necessary by the mayor/chair to the orderly conduct of the meeting; 2) it involves an off-site non-action facility tour agenda item; or 3) it involves any person’s or entity’s due process appeal or hearing rights provided by statute or the Carson City Municipal Code.
