Staff Summary:  Every month the Board of Supervisors presents Length of Service certificates to employees who have completed 5, 10, 15, 20, 25 and 30 years of City service. 

Consent Agenda

9.    Assessor

 9.A   For Possible Action:  Discussion and possible action regarding a request to remove the 2015/16, 2016/17, 2017/18 and 2018/19 Real Property Taxes, penalties and interest for parcel number 003-093-03 (669 S Nevada St.) per NRS 361.3205 in the amount of $4,434.92 and a waiver of $1,353.95 in penalties and interest.  (Kimberly Adams, kadams@carson.org) 

Staff Summary:  The Assessor's office is requesting the removal of the 2015/16, 2016/17, 2017/18 and 2018/19 Real Property Taxes for Assessor's Parcel Number 003-093-03 and the following corresponding amounts: $4,434.92 to be removed, and a waiver of $1,353.95 in penalties and interest.

 9.B   For Possible Action: Discussion and possible action regarding a request for the partial removal of the 2018/19 Real Property Taxes for parcel number 007-051-81 (Hwy 50 West) per NRS 361.060 in the amount of $225.00, along with a refund of the same amount for the time period that these parcels are exempt from February 1, 2019 through June 30, 2019.   (Kimberly Adams, kadams@carson.org)

Staff Summary:  The Assessor's Office is requesting the partial removal and partial refund of the 2018/19 Real Property Taxes for the Assessor's Parcel Number 007-051-81 in the amount of $225.00. 

10.    City Manager

 10.A   For Possible Action: Discussion and possible action to ratify the approval of bills and other requests for payments by the City Manager for the period of February 9, 2019 through March 8, 2019.  (Nancy Paulson, npaulson@carson.org)

Staff Summary:  Pursuant to CCMC 2.29, the Controller will present all bills or other requests for payment by the City to the City Manager for approval. Upon approval, the register book of bills and other requests for payment and warrants are presented at least once a month to the Board of Supervisors, who shall by motion entered into its minutes, ratify the action taken.

11.    Finance

 11.A   For Possible Action: Discussion and possible action regarding acceptance of the report on the condition of each fund in the treasury and the statements of receipts and expenditures through March 9, 2019, per NRS 251.030 and NRS 354.290. (Sheri Russell, srussell@carson.org)

Staff Summary:  NRS 251.030 requires the Chief Financial Officer (for the purpose of the statute acting as the County Auditor) to report to the Board of Supervisors, at each regular meeting thereof, the condition of each fund in the treasury. NRS 354.290 requires the County Auditor to report to the Board of Supervisors a statement of revenues and expenditures based on the accounts and funds as were used in the budget.  A more detailed accounting is available on the City’s website – www.carson.org.

 13.A   For Possible Action: Discussion and possible action on determination that Garden Shop Nursery Landscaping Division, Inc., is the lowest responsive and responsible bidder pursuant to NRS Chapter 338 and to award Contract No. 1819-192, Ross Gold Park Playground Replacement and ADA Access Project, to Garden Shop Nursery Landscaping Division, Inc., for a total not to exceed amount of $429,098.45. Staff Summary:  The contract is for all labor, materials, tools, and equipment necessary for the Ross Gold Park Playground Replacement and ADA Access Project. The construction contract is for the base bid amount of $371,329.50 and bid alternate items 1 and 2 for $18,760.00 and a contingency amount of $39,008.95. The engineer’s estimate for construction was $385,000.00. 

14.    Sheriff

 14.A   For Possible Action: Discussion and possible action regarding a proposed amendment to the Carson City Boards, Committees, and Commissions Policies and Procedures Manual relating to criteria for appointment to a City board, committee or commission.  (Ken Furlong, kfurlong@carson.org)

Staff Summary:  The Board of Supervisors previously adopted a comprehensive Policies and Procedures manual which establishes administrative and procedural guidelines concerning the City's various boards, committees and commissions.  This proposed amendment to the Policies and Procedures manual revises the conflicts provision which prohibits, under certain circumstances, the appointment of a person to a City board, committee or commission. 

15.    Alternative Sentencing

 15.A   For Discussion Only: Presentation and discussion regarding the Pretrial Release Program in Nevada and the potential impact to Carson City. (Tad Fletcher; tfletcher@carson.org)

Staff Summary:  Tad Fletcher, Chief of the Carson City Department of Alternative Sentencing, will provide a brief presentation regarding the Pretrial Release Program.  The presentation will include an overview of the program, including program requirements, implementation and potential fiscal impacts to the City.

16.    Finance

 16.A   For Possible Action: Discussion and possible action regarding adoption of a resolution renaming the enterprise fund currently known and referenced in City documents as the "Sewer Fund," as the "Wastewater Fund."  (Sheri Russell, srussell@carson.org)

Staff Summary:  The Carson City Board of Supervisors may rename an enterprise fund by resolution which describes the purpose of the fund, the resources to be used to establish the fund and the sources to be used to replenish the fund.  Fund 510, an enterprise fund, was established prior to 1951 when the City and County were separate entities.  At that time, the use of the term "Sewer Fund" to reference Fund 510 was appropriate.  Today, however, the Sewer Fund actually relates to a wide variety of functions, including Sewerage, Wastewater Treatment and Effluent Water Management.  Therefore, staff requests the designation of a more accurate name for the fund - the "Wastewater Fund" - because the term "wastewater" encompasses sewer, wastewater treatment and effluent.

 17.A   For Discussion Only: Presentation and discussion of the City's water use analysis and an overview of the City's Water System.  (Dan Stucky, dstucky@carson.org and Lee Plemel, lplemel@carson.org)

Staff Summary:  The Public Works Department has been working with the Planning Division and consultants over the last few months to evaluate current and projected water usage under a scenario where the City is developed or “built-out” under the current Master Plan land use designations. The purpose of this item is to report the finding of this water use analysis.

22.    Community Development - Planning

 22.A   For Possible Action: Discussion and possible action regarding the FY 2020 Redevelopment discretionary funds tentative budget allocations and estimating allocations for the following four years for the purposes of budget planning to implement Redevelopment objectives.  (Lee Plemel, lplemel@carson.org)

Staff Summary: The Redevelopment Authority Citizens Committee (RACC) has made recommendations for the Redevelopment Authority’s consideration regarding the allocation of undesignated discretionary Redevelopment funds for budget planning purposes, including the inclusion of funding for projects in the FY 2020 budget and identifying funds for projects in future years. The Redevelopment Authority may modify the recommended allocations and/or add other projects or programs for current or future funding.

26.    City Manager

 26.A   For Possible Action:  Discussion and possible action on Assembly Bill (AB) 70 of the 80th (2019) Session of the Nevada Legislature, a bill that makes various changes relating to NRS Chapter 241, the Nevada Open Meeting Law.  (Adriana Fralick, afralick@carson.org)

Staff Summary:  During this legislative session of the Nevada Legislature, City staff will bring to meetings of the Board of Supervisors legislative bills as requested by the Board for review.  AB 70 makes sweeping changes to the Open Meeting Law.  The Office of the Attorney General submitted a proposed amendment to the bill based on recommendations from its Open Meeting Law Task Force that is intended to address most of the concerns voiced by public bodies and their representatives, including Carson City.

 26.B   For Possible Action: Discussion and possible action on Assembly Bill (AB) 133 of the 80th (2019) Session of the Nevada Legislature, a bill relating to public  welfare.  (Adriana Fralick, afralick@carson.org)

Staff Summary: During this legislative session of the Nevada Legislature, City staff will bring to meetings of the Board of Supervisors legislative bills as requested by the Board for review. AB 133 relates to public welfare and creates an unfunded mandate by requiring every county to provide care, support and relief to runaway or homeless youth under the age of 24 who lack other means of support.  City staff is working with stakeholders to amend the measure to create enabling statutory language to substitute the mandate to provide the described county services. 

 26.C   For Possible Action: Discussion and possible action on legislative bills of the 80th (2019) Session of the Nevada Legislature which relate to prevailing wage, specifically Assembly Bill (AB) 136, AB 190 and Senate Bill (SB) 231. (Adriana Fralick, afralick@carson.org) 

Staff Summary: During this legislative session of the Nevada Legislature, City staff will bring to meetings of the Board of Supervisors legislative bills as requested by the Board for review.  AB 136, AB 190 and SB 231 propose to lower the minimum threshold for the applicability of prevailing wage requirements from $250,000 to $100,000, which if enacted may have the effect of costing the City amounts not previously budgeted on pending and future projects.

 26.D   For Discussion Only:  City Manager update on current City projects, activities and other items of interest to the Board of Supervisors and the community. (Nancy Paulson, npaulson@carson.org)

Staff Summary:  The City Manager will present an update on current City projects, activities and other items of interest to the Board of Supervisors and the community.  This will include an overview of Internal Finance Committee (IFC) and Community Development activities, as well as upcoming City events.

28.    Community Development 

 28.A   For Possible Action: Discussion and possible action regarding an appeal of the Planning Commission’s decision to approve a Special Use Permit (SUP-18-181) for an extended stay (maximum 180 days) RV park on property zoned Tourist Commercial (TC), located at 1400 Old Hot Springs Road, APN 008-123-40. (Heather Ferris, hferris@carson.org) Item to be pulled and rescheduled to be heard at the April 4, 2019 meeting. Please see memo for explanation.

Staff Summary: The Planning Commission approved (4-2, 1 vacant) a Special Use Permit on January 30, 2019, for an extended stay RV park with 277 spaces.  Amenities would include a clubhouse, general store, bocce ball courts, restrooms, showers, laundry facilities, pet area, walking trails, barbeque areas, and open space.  Up to 30-day stays are allowed by right in RV parks within the Tourist Commercial zoning district, but stays of more than 30 days, up to a maximum of 180 days, require review and approval of a Special Use Permit.  An appeal of the Planning Commission’s decision was made by a nearby property owner.  The Board of Supervisors may deny the appeal and uphold the Planning Commission’s approval, modify the conditions of the Planning Commission’s approval, or approve the appeal and deny the Special Use Permit.

**PUBLIC COMMENT LIMITATIONS - The Mayor and Supervisors meet at various times as different public bodies: the Carson City Board of Supervisors, the Carson City Liquor and Entertainment Board, the Carson City Redevelopment Authority, and the Carson City Board of Health.  Each, as called to order, will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment.  In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows:  In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the mayor/chair during the item itself.  No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken.
