Staff Summary: Every month the Board of Supervisors presents Length of Service certificates to employees who have completed 5, 10, 15, 20, 25 and 30 years of City service.

Consent Agenda

All matters listed under the consent agenda are considered routine and may be acted upon by the Board of Supervisors with one action and without an extensive hearing. Any member of the Board may request that an item be taken from the consent agenda, discussed and acted upon separately during this meeting. The Mayor, or the Mayor Pro-Tem, retains discretion in deciding whether or not an item will be pulled off the consent agenda.

8. Assessor

8.A For Possible Action: Discussion and possible action regarding a request to remove the taxes and penalties from the Unsecured Tax Rolls for Fiscal Years (“FY”) 2017/18, 2018/19 and 2019/20 per NRS 361.5607 in the amount of $3,115.68. (Kimberly Adams, kadams@carson.org)

Staff Summary: The Carson City Assessor's Office is requesting the Board of Supervisors remove those taxes and penalties that have been deemed uncollectable from the Personal Property Tax Roll. The Assessor's Office has attempted to collect the taxes and penalties using the approved methods under NRS 361.536 and NRS 361.450 and those efforts have been unsuccessful.

8.B For Possible Action: Discussion and possible action regarding the Annual Technology Fund Report required to be submitted by the Carson City Assessor pursuant to NRS 250.085, containing the projected expenditures from the fund for Fiscal Year (“FY”) 2021. (Kimberly Adams, kadams@carson.org)

Staff Summary: As required by the Nevada Legislature with the passage of Assembly Bill 533 during the 72nd (2003) legislative session, the Board of Supervisors ("Board") created by ordinance, codified at CCMC 2.40.010 and 2.40.020, a separate account in the general fund, money from which must be used to acquire or improve technology in the Office of the Assessor. NRS 250.085 requires the Carson City Assessor to submit, on or before July 1 of each year, a report to the Board showing the projected expenditures of money from the account for the following year. There is currently a balance of $81,674.25 which will be used for future Computer Automated Mass Appraisal (CAMA) system expenditures.

9. City Manager

9.A For Possible Action: Discussion and possible action on ratifying the approval of bills and other requests for payments by the City Manager for the period of May 8, 2021 through June 4, 2021. (Nancy Paulson, npaulson@carson.org)

Staff Summary: Pursuant to CCMC 2.29, the Controller will present all bills or other requests for payment by the City to the City Manager for approval. Upon approval, the register book of bills and other requests for payment and warrants are presented at least once a month to the Board of Supervisors, who shall by motion entered into its minutes, ratify the action taken.

10. Community Development

10.A For Possible Action: Discussion and possible action regarding a request for a Historical Tax Deferment on property located within the Historic District and zoned Single Family 6,000 (SF6), located at 310 Mountain Street, APN 003-191-02 and -03. (Hope Sullivan, hsullivan@carson.org)

Staff Summary: The subject property is eligible for the Open Space Use Assessment, commonly known as the Historic Tax Deferment, as a result of its conformance to specific standards and its historical status in Carson City. There has been a change of ownership, and the new owner is seeking to continue receiving the Historic Tax Deferment.

11. Finance

11.A For Possible Action: Discussion and possible action regarding the report on the condition of each fund in the treasury and the statements of receipts and expenditures through June 4, 2021, per NRS 251.030 and NRS 354.290. (Sheri Russell, srussell@carson.org)

Staff Summary: NRS 251.030 requires the Chief Financial Officer (for the purpose of the statute acting as the County Auditor) to report to the Board of Supervisors, at each regular meeting thereof, the condition of each fund in the treasury. NRS 354.290 requires the County Auditor to report to the Board of Supervisors a statement of revenues and expenditures based on the accounts and funds as were used in the budget. A more detailed accounting is available on the City’s website – www.carson.org.

11.B For Possible Action: Discussion and possible action regarding a resolution for temporary interfund loans from the General Fund or the Regional Transportation Fund to the Carson Area Metropolitan Planning Organization (CAMPO) Fund for an amount not to exceed $300,000, from the General Fund to the Transit Fund for an amount not to exceed $300,000, from the General Fund to the Regional Transportation Fund for an amount not to exceed $500,000 and from the General Fund to the Grant Fund for an amount not to exceed $200,000. Staff Summary: The CAMPO Fund, Transit Fund, Regional Transportation Fund and Grant Fund may incur temporary cash shortages on June 30, 2021, as the City is waiting for several large grant reimbursements. The interfund loans would enable the City to cover any temporary cash shortages in these funds if necessary.

12. Purchasing and Contracts

12.A For Possible Action: Discussion and possible action regarding authorization to purchase FW12 Diatomaceous Earth filter media for water treatment from EP Minerals, LLC (“EPM”) for a not to exceed annual amount of $90,000 through June 30, 2022. (Carol Akers, cakers@carson.org and Eddy Quaglieri, equaglieri@carson.org)

Staff Summary: The Water Division of the Public Works Department anticipates the use of approximately 160 tons of diatomaceous earth filter media annually to treat water. EPM is the only known local supplier that can reliably provide the quantity and quality of diatomaceous earth needed for municipal water treatment. Therefore, EMP is a sole-source vendor for the needed diatomaceous earth - FW12 Diatomaceous Earth.

12.B For Possible Action: Discussion and possible action regarding authorization to purchase Sodium Hypochlorite (Bleach) utilizing a City of Tucson (“Tucson”) joinder contract (#212528) with Thatcher Company of Arizona, Inc. (“Thatcher”) for a not to exceed amount of $320,000 through June 30, 2022, and authorization for the Purchasing & Contracts Administrator to extend the joinder contract when Tucson’s contract with Thatcher is renewed. (Carol Akers, cakers@carson.org and Andy Hummel, ahummel@carson.org)

Staff Summary: The Carson City Public Works and Parks and Recreation Departments are looking to utilize a joinder contract between Tucson and Thatcher to purchase Sodium Hypochlorite (12.5%) for use at the wastewater treatment plant, quill treatment plant and the aquatic center for pool disinfection. The contract between Tucson and Thatcher will expire on September 30, 2021, but Tucson has the unilateral right to renew for four, one-year terms, subject to price renegotiation at renewal.

12.C For Possible Action: Discussion and possible action regarding purchase authority under joinder contracts for a total amount not to exceed $1,094,654 for Fiscal Year (“FY”) 2022 to secure: (1) bulk fuel and related delivery services utilizing State of Nevada joinder contract 99SWC-NV20-4287 with Interstate Oil Company, 99SWC-NV20-4867 with Carson Valley Oil Co., Inc., and 99SWC-NV20-4283 with Flyers Energy, LLC; and (2) additional fuel access through a card lock fueling network using State of Nevada joinder contract 99SWC-NV21-7551 with Pilot Thomas Logistics, LLC. Staff Summary: Through these joinder contracts, the City purchases bulk fuel for City-owned vehicles and provides a card lock fueling network which allows City employees to refuel a vehicle when unable to refuel at a City refueling location.

13.A For Possible Action: Discussion and possible action regarding the Treasurer’s monthly statement of all money on deposit, outstanding checks and cash on hand for May 2021, submitted per Nevada Revised Statutes ("NRS") 354.280. (Andrew Rasor, arasor@carson.org)

Staff Summary: NRS 354.280 requires the Treasurer to keep a record of the source and amount of all receipts, apportionments to, payments from and balances in all funds and to submit to the Board of Supervisors each month a statement containing that information for the previous month. The Treasurer must report the balance in each county, state and special fund, together with a statement of all money on deposit, outstanding checks against that money and cash on hand.

15.A For Discussion Only: Discussion and presentation on the final report from Walker and Associates concerning the 81st (2021) legislative session of the Nevada Legislature. (Nancy Paulson, npaulson@carson.org)

Staff Summary: Mary and Steve Walker of Walker and Associates, Government Affairs Consultants for Carson City, will provide a recap and final report on the recently concluded legislative session of the Nevada Legislature.

15.B For Discussion Only: Discussion and presentation on the Nevada Economic Assessment Project ("NEAP"). (Joe Lednicky, lednicky@unr.edu and Marlene Rebori, reborim@unr.edu)

Staff Summary: Joe Lednicky and Marlene Rebori of the University of Nevada Extension will give a presentation on NEAP. NEAP is a statewide program to develop a comprehensive data repository of county quantitative and qualitative baseline data to be used to assess local planning and economic development initiatives. The program also provides individual counties with economic impact assessment models to analyze industries and activities associated with policy decisions.

15.C For Possible Action: Discussion and possible action regarding the appointment of two members to the Library Board of Trustees, each to fill a four-year term that will expire in June, 2025. (Nancy Paulson, npaulson@carson.org)

Staff Summary: The Board of Supervisors appoints five persons who are residents of Carson City to serve as library trustees. There are two vacancies due to the expiration of terms. Amanda Long submitted an application for reappointment. New applications were submitted by Sarena Nichols, Kelsey Penrose, Scott Hoen and Elizabeth "Betts" Markle.

15.D PUBLIC HEARING: Report of the City Manager on the fiscal impact and recommended approval of the collective bargaining agreement ("CBA") between Carson City and the Carson City Deputy Sheriff's Association ("CCDSA") on behalf of the Carson City Deputy Sheriffs, effective July 1, 2021 to June 30, 2026 with an estimated fiscal impact of $1,855,216 for the term of the CBA. (Nancy Paulson, npaulson@carson.org and Melanie Bruketta, mbruketta@carson.org)

Staff Summary: Carson City and CCDSA have engaged in extensive labor negotiations for a successor CBA as the current CBA expires on June 30, 2021. The CBA is for a 5-year term beginning on July 1, 2021 through June 30, 2026, and includes changes to contract provisions concerning compensation (Article 6), holiday pay (Article 11), annual leave (Article 12), sick leave (Article 13), retirement contributions (Article 29), additional pay (Article 31), court time (Article 33) and various clerical, non-substantive changes throughout. This matter is being considered in accordance with the public hearing process set forth in NRS 288.153.

15.E For Possible Action: Discussion and possible action on a proposed collective bargaining agreement ("CBA") between Carson City and the Carson City Deputy Sheriff's Association ("CCDSA") on behalf of the Carson City Deputy Sheriffs for a 5-year term, effective July 1, 2021 to June 30, 2026 with an estimated fiscal impact of $1,855,216 for the term of the CBA. 16. Human Resources

16.A For Possible Action: Discussion and possible action regarding a proposed resolution setting forth various employment benefits for unclassified City employees. (Melanie Bruketta, mbruketta@carson.org)

Staff Summary: The Board of Supervisors last approved a compensation and benefits plan for unclassified employees (employees who are exempted from overtime provisions under the federal Fair Labor Relations Act) in June 2016 with the adoption of Resolution 2016-R-7. Consistent with the then-approved labor contract with the Carson City Employee's Association ("CCEA"), Resolution 2016-R-7 gave unclassified employees a 1.75% range adjustment in the top and bottom of each pay grade each year on July 1 through July 1, 2020. Negotiations with CCEA are currently ongoing for a new collective bargaining contract; pending finalization of that labor contract, this proposed resolution essentially extends the existing benefits for unclassified employees by one additional year and provides for the same 1.75% range adjustment in the top and bottom of each pay grade only on July 1, 2021.

16.B For Possible Action: Discussion and possible action regarding: (1) rescission of the Board of Supervisor’s (“Board”) May 20, 2021 approval of the health insurance benefits agreement between Carson City and Hometown Health for Fiscal Year (“FY”) 2022; (2) authorization for the City Manager to sign and issue written notice of that rescission to Hometown Health; and (3) approval of an agreement with Anthem Blue Cross and Blue Shield (“Anthem”) for the provision of health insurance coverage to City employees and retirees for FY 2022 at a 3% decrease in rates as compared to FY 2021. Staff Summary: On May 20, 2021 the Board approved a one-year agreement with Hometown Health to provide City employees and retirees health insurance benefits for FY 2022 at a 3% rate decrease from FY 2021 rates. Following that approval from the Board, Hometown Health notified City employees that certain medical providers previously designated as in-network providers, including Carson Tahoe Health, would likely not be in-network providers in FY 2022. Hometown Health has agreed to mutual rescission of the parties' agreement due to this anticipated change in coverage.

17. Finance

17.A For Possible Action: Discussion and possible action regarding a proposed agreement for excess workers' compensation and employer's liability insurance with Safety National Casualty Corporation for a total estimated premium of $176,747 for Fiscal Year ("FY") 2022. (Sheri Russell, srussell@carson.org)

Staff Summary: Staff is recommending excess workers' compensation and employer's liability insurance with Safety National Casualty Corporation for FY 2022. The total premiums for FY 2021 were $114,545 so this renewal is an increase of approximately 54% for FY 2022. Safety National has increased their minimum premiums for all municipalities, resulting in a rate increase of 52% for FY 2022. The overall increase is 54% with a slight increase in estimated payroll. Premiums are estimated and subject to audit based on actual, rated payroll at the end of the policy term.

17.B For Possible Action: Discussion and possible action regarding insurance agreements for a total aggregate premium not to exceed $1,087,044 for Fiscal Year (“FY”) 2022 to be paid from the insurance fund and to be entered into with: (1) the Nevada Public Agency Insurance Pool (“NPAIP/POOL”) for property insurance (including automobile physical damage), boiler and machinery, pollution (excluding the landfill), cyber insurance, auto liability, general liability, employment practices, errors and omissions and law enforcement liability coverage at a premium not to exceed $1,045,573; (2) Great American for government crime insurance at a total premium of $11,820; and (3) Beazley for Landfill Pollution Legal Liability insurance at a total two-year premium of $29,651. Staff Summary: Staff is recommending approval and execution of insurance agreements for various coverage with the NPAIP/POOL, Great American and Beazley.

17.C For Possible Action: Discussion and possible action regarding recommended acceptance of the Carson City, Nevada Compliance Audit of the Schedule of Expenditures of Federal Awards for the Fiscal Year ("FY") ended June 30, 2020. (Sheri Russell, srussell@carson.org) Late Material

Staff Summary: The Federal Government requires compliance procedures over any entity that expends more than $750,000 in Federal Funding during a FY. The City had $10,005,333 in federal expenditures during FY 2020. The compliance procedures are typically due 9 months after the end of the FY, or March 31, 2021. The due date was extended to June 30, 2021, due to the pandemic. Typically these procedures are done in conjunction with the annual comprehensive financial report; however, the CARES Act audit procedures were not released until January 2021. Therefore, the City's independent auditor, BDO USA, LLC, was unable to combine the two reports.

17.D For Possible Action: Discussion and possible action regarding a resolution to augment and amend the Carson City Fiscal Year 2020-21 Budget in the amount of $7,473,704. (Sheri Russell, srussell@carson.org)

Staff Summary: The proposed augmentation and revision is primarily due to annual and sick leave payouts, overtime, Board of Supervisor action and Internal Finance Committee approvals, federal and local grants, transfers of contingency and unanticipated sources of revenue.

PURSUANT TO NRS 279.628, THIS RESOLUTION MUST BE ADOPTED BY A TWO-THIRDS VOTE OF THE BOARD OF SUPERVISORS.

Staff Summary: NRS 279.628 requires any expenditure from the Redevelopment Revolving Fund to be approved by Resolution of the Board of Supervisors upon recommendation by the Redevelopment Authority. 27.B For Possible Action: Discussion and possible action regarding a Final Subdivision Map known as Blackstone Ranch Phase 1-A resulting in the creation of 66 single family lots, 4 drainage parcels, common areas and 3 remainder parcels on a 45.16-acre parcel zoned Single Family 6,000 (SF6), located south of Robinson Street and east of North Saliman Road, APN 010-041-84 (SUB-2020-0011). (Hope Sullivan, hsullivan@carson.org)

Staff Summary: The Board of Supervisors (“Board”) granted approval of the Tentative Subdivision Map for Blackstone Ranch on March 16, 2017 and approved a modification to the Tentative Map on April 18, 2019. Since that time, the applicant has obtained a Site Improvement Permit and has commenced construction of the improvements. To the extent improvements are not completed, the developer has provided a subdivision improvement performance bond. Per Carson City Municipal Code (“CCMC”) 17.06.005, the Board has the authority to approve a Final Map and may direct that it be recorded and entered as a legal document in the records of Carson City.

27.C For Possible Action: Discussion and possible action to introduce, on first reading, an ordinance changing the zoning from Single Family 1 acre (SF1A) to Single Family 1 acre Planned Unit Development (SF1A-PUD), for a Tentative Planned Unit Development (PUD-2021-0132) proposing 12 single family residential lots and a 3.75 acre common open space parcel, on property located at north of Bedford Way and south of Kensington Place, APN 007-061-61. (Heather Ferris, hferris@carson.org)

Staff Summary: The Board of Supervisors is authorized to approve a Tentative Planned Unit Development, subject to the provisions of Carson City Municipal Code ("CCMC") 17.09. The applicant is seeking to subdivide 11.95 acres into 12 single family lots ranging in size from 29,300 square feet to 34,346 square feet and a 3.75-acre open space parcel, including an improved pedestrian trail with a bridge over Ash Canyon Creek. Pursuant to NRS 278A.480, hearings for a Tentative Planned Unit Development must be held consistent with hearings for amendments to a zoning ordinance. The Board of Supervisors is authorized to amend the zoning map by ordinance.

27.D For Possible Action: Discussion and possible action to adopt, on second reading, Bill No. 107, an ordinance relating to improvement districts, establishing provisions to levy the Downtown Neighborhood Improvement District (“DNID”) Fiscal Year (“FY”) 2022 assessment for the maintenance of the Downtown Streetscape Enhancement Project. (Hope Sullivan, hsullivan@carson.org)

Staff Summary: The Board of Supervisors must adopt an ordinance to levy the FY 2022 DNID assessment in accordance with the provisions of NRS Chapter 271. Staff Summary: The Board of Supervisors must adopt an ordinance to create the SCNID in accordance with the provisions of NRS Chapter 271. The proposed SCNID ordinance identifies the properties fronting or close to South Carson Street that will become a part of the SCNID, as shown on the map attached to the ordinance. The ordinance will also establish the maintenance plan and assessment methodology for the SCNID. The proposed SCNID assessment amount for Fiscal Year (“FY”) 2022 is $69,620 ($141,860 Year One cost estimate, less the $22,240 contribution from Carson City, and less an estimated $50,000 to be collected from Carson City’s right-of-way licenses within the SCNID), distributed between property owners as shown on the assessment roll.

Staff Summary: With the approval of the contract the vendor, T&T, will provide landscape maintenance, including general cleanup, plant maintenance, lawn mowing, weed control and other tasks along South Carson Street in order to keep the new landscaped areas clean and attractive. The engineer’s estimate was $95,000.

Staff Summary: As part of the services agreement between Carson City and Vitality Unlimited, Vitality Unlimited agreed to provide a biannual report to the Carson City Board of Health to include information on the following: (1) civil protective custody (“CPC”) admissions; (2) CPC denied/medical; (3) CPC no show; (4) CPC to residential; (5) women residential; (6) women detox; (7) men residential; (8) men detox; (9) number of Carson City residents treated at the Carson City facility; (10) number of Carson City residents treated at the Elko Facility; and (11) any other statistics requested by the Carson City Board of Health as determined reasonable by both parties.

Staff Summary: This item is to provide an update on: (1) the Health Officer’s engagement in the Carson City Department of Health and Human Services ("CCHHS") and the community including, but not limited to, interactions with the CCHHS staff; (2) Clinical Services’ standard operating and formulary policy; (3) the Council of State of Territorial Epidemiologist’s Disaster Epidemiology Conference, the End Violence Against Women International Conference and the Association of Food and Drug Officials’ Annual Conference; (4) participation in the COVID-19 vaccinations clinics; and (5) the current situation of latent tuberculosis cases. Direction is requested from the Board of Health regarding the Health Officer’s report concerning activities the Health Officer is engaged in both internally and externally for CCHHS.

Staff Summary: CCHHS has a plan to foster a culture of quality improvement. The mission of the plan is to continuously improve the quality of CCHHS programs, processes, and services so that CCHHS may provide high quality services which best fulfill the needs of the community and improve the quality of life within the community. Quality improvement is the foundation of the Public Health Accreditation process and informing the governing entity is one of the measures.
