A. Call to Order and Determination of Quorum
B. Action on Approval of Minutes
C. Modification of Agenda: This is the tentative schedule for the meeting. The Historic Resources Commission reserves the right to take items in a different order to accomplish business in the most efficient manner.
D. Disclosures: Any members of the Commission that may wish to explain any contact with the public regarding an item on the agenda or business of the Commission.
E. Public Comments: Members of the public who wish to address the Commission may speak on matters related to the Historic Resources Commission. Comments are limited to three minutes per person. If your item requires extended discussion, please request the chairman to calendar the matter for a future meeting. No action may be taken on a matter raised under this item of the agenda until the matter itself has been specifically included on an agenda as an item upon which action may be taken.
F. Public Hearing Matters
F-1 HRC-09-041 Action to consider a request from Kurt Garrett to add an 8/12 pitch to an existing flat roof section and to allow the re-roofing of the remaining residence, on property zoned Residential Office (RO), located at 314 West Robinson Street, APN 003-286-06. (Jennifer Pruitt)
Staff summary: At this time, the applicant is requesting approval of the installation of a gable roof element on a previously constructed addition of the single family dwelling unit. The gable roofing element will be of an 8/12 pitch. The purpose of the gable roof addition is to decrease the snow load and leaf buildup on this portion of the flat roofed addition.
F-2 HRC-09-042 Action to consider a request from Carol Anderson to replace the existing chain link fence with a four foot in height wood Victorian style picket fence, front gate and double gate across the driveway, on property zoned Single Family 6000 (SF6), located at 710 Elizabeth Street, APN 003-272-09. Staff summary: The applicant is requesting to allow the installation of a wood fencing material to replace the existing chain link fencing material on the eastern portion of the subject site. The proposed fencing material will be four feet in overall height and approximately 60 lineal feet in length. The intent of the proposed fencing is to improve the appearance of the property and maintain the historic nature of the subject site and the historic neighborhood.
F-3 HRC-09-031 Action to consider a request from Sonia Taggart (property owner: Everest Holding, LLC) to remove existing sash windows and replace with wood clad or vinyl windows, on property zoned Mixed Use Residential (MUR), located at 108 North Minnesota Street, APN 003-204-01. (Jennifer Pruitt)
Staff summary: The applicant is requesting the replacement of the existing windows on site with a wood clad or vinyl window product for the entire structure.
F-4 HRC-08-122 Action to consider a request from Art Hannafin (property owners: Jack and Sheryl McLaughlin) for the addition of a two car garage and the renovation of the second floor and addition with the exterior materials and style of design to match existing residence, on property zoned Single Family 6000 (SF6), located at 611 West Robinson Street, APN 003-243-01. Staff summary: The applicant is requesting to increase the living area of an existing single family residence. An existing addition will be demolished, and a two car garage will be added to the southwest portion of the parcel, the second floor square footage of the residence will be increased and renovated. The exterior treatments of the proposed additions will match the existing colors and architecture on the single family residence.
F-5 HRC-09-043 Discussion only of a conceptual plan for an exterior, freestanding columbarium wall and memorial garden presented by St. Peter’s Episcopal Church, on property zoned Residential Office (RO), and located at 305 North Minnesota Street, APN 003-201-01. (Jennifer Pruitt)
Staff summary: This is a discussion item only; the applicant is proposing the installation of a columbarium and memorial garden on the St. Peter’s Episcopal Church site. At this time the applicant is requesting input from the HRC regarding the proposed project.
F-6 Discussion only regarding an update of Certified Local Government grant 32-08-21733(3), Carson City Mid Century Survey, Phase II, Carson City Context and training opportunities for the HRC and residents of the Historic District.
Staff summary: Planning Division staff will provide the HRC and the general public with an update to the status of the 2008 Certified Local Government grant.
