CARSON CITY HISTORIC RESOURCES COMMISSION
MEETING
THURSDAY, MAY 13, 2010, 5:30 P.M.
COMMUNITY CENTER - SIERRA ROOM

Please note: Witnesses wishing to have their complete testimony/handouts included in the permanent record of this meeting should provide a written or electronic copy to the secretary. Minutes of the meeting are produced in a summary format and are not verbatim.

A. Call to Order and Determination of Quorum

B. Action on Approval of Minutes

C. Modification of Agenda: This is the tentative schedule for the meeting. The Historic Resources Commission reserves the right to take items in a different order to accomplish business in the most efficient manner.

D. Disclosures: Any members of the Commission that may wish to explain any contact with the public regarding an item on the agenda or business of the Commission.

E. Public Comments: Members of the public who wish to address the Commission may speak on matters related to the Historic Resources Commission. Comments are limited to three minutes per person. If your item requires extended discussion, please request the chairman to calendar the matter for a future meeting. No action may be taken on a matter raised under this item of the agenda until the matter itself has been specifically included on an agenda as an item upon which action may be taken.

F. Public Hearing Matters

F-1 HRC-10-020 Discussion only regarding the creation of renewable energy guidelines for the historic district.

Staff summary: This is a discussion only item to discuss the possible standard options related to renewable energy for projects in the Carson City Historic District.

F-2 HRC-10-031 Action to consider a request from Carson City Public Works Division (property owner: Carson City) to remove an existing shed and two lighting fixtures; to construct a new single story structure as an addition to the Foreman-Roberts House Museum, that will house a meeting space, a kitchen, and accessible restrooms, on property zoned Public Community (PC), located at 1207 North Carson Street, APN 002-151-01. Staff Summary: The Foreman-Roberts House Museum is located on a 0.26 acre parcel between Corbett Street and Rice Street, east of North Carson Street, and west of North Fall Street. This project includes the construction of a replica of an 1800’s carriage house, to be located on the northeast portion of the site, as a component of the Foreman-Roberts House Museum. The applicant is also requesting approval for a fence to be located on the east side of the parcel and the removal of an existing shed and two lighting fixtures on site.

F-3 HRC-10-032 Action to consider a request from Casey M. Jones Architect, Ltd. (property owners: John & Brenda Frank) to demolish the existing house and rebuild a new single family residence, on property zoned Retail Office (RO), located at 414 West William Street, APN 001-175-06. Staff Summary: The property owners are requesting the demolition of the existing 987 square foot single family residence. The single family residence has been owned by the Frank family for over 84 years. At this time, the property owner is also requesting to allow the construction of a new single family residence of 1,723 square feet, including an attached garage (single bay).

F-4 HRC-10-033 Action to consider a request from Pat Reddick (property owner: Reddick, Pat & Gayle Family Trust) to replace siding and windows; to rebuild front porch to replicate existing porch; to re-roof structure; and to add decorative ”fish scale” style lap siding to gables and decorative trim to eaves, on property zoned Retail Office (RO), located at 706 North Nevada Street, APN 003-281-03. Staff Summary: The property owners recently commenced this exterior renovation project without Historic Resources Commission approval. At this time they are requesting approval of the replacement of the exterior siding and windows of the single family dwelling unit, in addition to rebuilding the front porch to replicate the existing porch. The applicant has obtained HRC Chairman approval for the re-roofing of the existing structure.

F-5 HRC-10-004 Discussion only regarding an update of Certified Local Government grant 32-09-21834(2), Historic Structures report for the Brewery Arts Center and the Performance Hall. (Jennifer Pruitt)

Staff summary: Planning Division staff will provide the HRC and the general public with an update to the status of the 2009 Certified Local Government grant.

F-6 HRC-10-005 Discussion only regarding Training opportunities for the Historic Resources Commission members and general public for 2010-2011.


Staff summary: The Planning Division will provide the commission members information of specific topics in efforts to provide a cost effective training opportunity to the commission. This May the decade-long McKeen Motor Car restoration is complete and the Nevada State Railroad Museum is celebrating this momentous occasion. The McKeen first came to Carson City on May 9, 1910 and was in service until it was decommissioned from the Virginia & Truckee Railway in 1945. This is the only surviving, restored and operational McKeen Motor Car in the world.
