A. Call to Order and Determination of Quorum

B. Action on Approval of Minutes

C. Modification of Agenda: This is the tentative schedule for the meeting. The Historic Resources Commission reserves the right to take items in a different order to accomplish business in the most efficient manner.

D. Disclosures: Any members of the Commission that may wish to explain any contact with the public regarding an item on the agenda or business of the Commission.

E. Public Comments: Members of the public who wish to address the Commission may speak on matters related to the Historic Resources Commission. Comments are limited to three minutes per person. If your item requires extended discussion, please request the chairman to calendar the matter for a future meeting. In order for members of the public to participate in the Commission’s consideration of a public hearing item on this agenda, the Commission strongly encourages members of the public to comment on the agenda item when the particular item is being discussed by the Commission. No action may be taken on a matter raised under this public comment portion of the agenda until the matter itself has been specifically included on an agenda as an item upon which action may be taken.

F. Public Hearing Matters

F-1 HRC-10-111 Action to elect a Historic Resources Commission Chairman and Vice Chairman for the period February 2010 to January 2011. (Jennifer Pruitt)

Staff Summary: Historic Resources Policy & Procedure Manual requires the Historic Resources Commission to elect a chairman and vice-chairman on an annual basis.

F-2 HRC-10-112 Discussion and possible action: Amending the qualifications for membership in CCMC 18.06.025. (Jennifer Pruitt)

Staff Summary: The HRC is a seven member commission that has been in operation with six commissions for several months. The purpose of this item is to discuss the possibility of amending the Carson City Municipal Code (CCMC) 18.06.025 Qualification of Membership, per the HRC chairman’s request. The HRC is one of the few Carson City Commissions that have very specific criteria for membership defined by ordinance. The specific criteria identified in the CCMC has assisted in Carson City’s inability to recruit the seventh Historic Resources Commissioner.

F-3 HRC-10-097 Discussion and action to approve the Historic Resources Commission Annual Report for 2010 to be presented to the Board of Supervisors. Jennifer Pruitt)

Staff summary: Historic Resources Policy & Procedure Manual requires the Historic Resources Commission to review the HRC Annual report prepared by the Planning Division an annual basis. The report will be forwarded to the Board of Supervisors in February 2011.

F-4 HRC-10-004 Discussion only regarding an update of the Historic Preservation Fund (HPF) grant for 2010. (Jennifer Pruitt)

Staff summary: Planning Division staff will provide the HRC and the general public with an update of the 2010 Historic Preservation Fund grant # 32-10-21935(1).

G. Staff Reports (non-action items)

G-1 - Commissioner reports/comments

- Planning Division staff report to the Historic Resources Commission. (Jennifer Pruitt)

- Future agenda items: Action to adopt a Resolution recommending to the Board of Supervisors a Proclamation declaring the month of May as Historic Preservation Month. Discussion and possible action to consider selection of the Historic Preservation Awards of 2011 in recognition of significant preservation accomplishments and in celebration of National Historic Preservation Month of May 2011.

H. Action on Adjournment
