NOTICE OF PUBLIC MEETING
CARSON CITY HISTORIC RESOURCES COMMISSION
SPECIAL MEETING
THURSDAY, JULY 21, 2011, 5:30 P.M.
COMMUNITY CENTER - SIERRA ROOM

Please note: Witnesses wishing to have their complete testimony/handouts included in the permanent record of this meeting should provide a written or electronic copy to the secretary. Minutes of the meeting are produced in a summary format and are not verbatim.



A. Call to Order and Determination of Quorum

B. Modification of Agenda: This is the tentative schedule for the meeting. The Historic Resources Commission reserves the right to take items in a different order to accomplish business in the most efficient manner.

C. Disclosures: Any members of the Commission that may wish to explain any contact with the public regarding an item on the agenda or business of the Commission.

D. Public Comments: Members of the public who wish to address the Commission may approach the podium at this time to speak on matters relevant to or within the authority of the Historic Resources Commission. Comments are limited to three minutes per person topic. If your item requires extended discussion, please request the chairman to calendar the matter for a future meeting. In order for members of the public to participate in the Commission’s consideration of a public hearing item on this agenda, the Commission strongly encourages members of the public to comment on the agenda item when the particular item is being discussed by the Commission. No commission discussion or action may be taken on a matter raised under this public comment portion of the agenda until the matter itself has been specifically included on an agenda as an item upon which action may be taken.

E. Action on Approval of Minutes  May 2011  March 2010

F. Public Hearing Matters The following items are scheduled for a public hearing. The Chairman will read the Agenda listing into the public record. Staff will present a summary of the staff report and recommendations, including any updated information that was received after the date when staff reports were distributed. The Commission will follow with questions of staff. At that time, the Chairman will open the hearing to public testimony. Normally, the applicant and/or their representative are permitted to speak first, followed by Commission questions. This will be followed by the Chairman requesting comments from the public at large. If you wish to speak on a particular item, please limit your comments to three (3) minutes and be as brief and concise as possible so that all who wish to speak may do so. Do not repeat the position of others who express the same views as you. The Chairman has the right to establish time limits for comments and to allow for rebuttal. In order to be part of the administrative record regarding an appeal of an item, you must present your comments at the podium or have previously sent correspondence to the Planning Division or spoken to staff regarding an item on this agenda.

F-1 HRC-11-034 Discussion only regarding the Historic District National Nomination. (Jennifer Pruitt)

Staff summary: The National Register of Historic Places is the Nation's official (honorary) list of cultural resources worthy of preservation. Authorized under the National Historic Preservation Act of 1966, the National Register is part of a national program to coordinate and support public and private efforts to identify, evaluate, and protect our historic and archeological resources.

This is the third of multiple invitations to the property owners of the project area to participate in this process. Our purpose is to gather citizen comments through a series of meetings and then proceed with the proposed nomination, if acceptable, in the fall of 2011.

F-2 HRC-10-102 For Possible Action: To approve a request from Al Salzano (property owner: Herman Bauer) to demolish the existing single family residence, carriage house, and shed with the replacement of a 8-unit apartment complex, on property zoned Residential Office (RO), located at 812 North Division Street, APN 001-191-06. Staff Summary: Due to a noticing error this item must be brought back before the HRC . This plan amends the plan previously reviewed and conceptually approved in December 2010 by the Historic Resources Commission. The property owner is requesting the demolition of the existing single family residence, which has been unoccupied for years, is in poor condition, and has been owned by the current property owner for approximately one year. The property owner is also requesting to allow the construction of a new multi family apartment project of two (two-story), four-plex buildings in a Bungalow/Craftsman style to blend in with the historical characteristics of the area. There have been no changes to the plan submitted to the HRC in May 2011.

F-3 HRC-11-010 For Possible Action: To approve a request from property owners Aaron and Mary Covington, Trustees, to re-roof the single family dwelling unit and the replacement of existing shed dormers with proposed gabled dormers, on property zoned Single Family 6000 (SF6), located at 312 Mountain Street, APN 003-191-01. Staff Summary: This item was before the HRC in March 2011. The applicant has revised the plans as recommended by the HRC and the request includes action to allow the exterior renovations of the single family dwelling unit including the addition of three gabled dormers to replace one existing shed dormer on the northern roof element. The request also includes the replacement of one shed dormer on the western and eastern roof elements with one gabled dormer each and re-roofing the single family dwelling unit with a 40 year composition roofing material.

F-4 HRC-11-046 For Possible Action: To approve a request from Joanne Ballardini (property owners C & A Investments, LLC) to replace asbestos shingles on the siding of the house with similar siding and a 4 foot wainscoting on a single family residence used as on office, on property zoned Residential Office (RO), located at 913 N Nevada Street, APN 001-187-01. Staff summary: The applicant is requesting to remove the existing asbestos siding with replacement material options which include LP Smart Side siding and Eldorado Stone veneer Mountain Ledge wainscoting (Sierra and Shasta).

F-5 HRC-11-006 Discussion only regarding an update of the Historic Preservation Fund (HPF) grant for 2010. (Jennifer Pruitt)

Staff summary: Planning Division staff will provide the HRC and the general public with an update of the 2010 Historic Preservation Fund grant # 32-10-21935(1).
