G. Public Hearing Matters – Part 1
G-1 HRC-14-029 Presentation and Discussion Only regarding the Nevada State Prison Steering Committee’s final draft of their report to the Nevada State Legislature entitled The Future of the Nevada State Prison pursuant to Assembly Bill 356. (Susan Dorr Pansky)
Staff Summary: Representatives from the Nevada State Prison Steering Committee will present the final draft of the Future of the Nevada State Prison report for feedback from the Historic Resources Commission, the Cultural Commission and the general public.

J. Public Hearing Matters – Part 2
J-1. HRC-14-072 For Possible Action: To approve a request from Ed and Cathy Smith to construct an addition with associated improvements between the existing house and garage on property zoned Single Family 6,000 (SF6), located at 701 Elizabeth Street, APN 003-273-04. (Susan Dorr Pansky)
Staff Summary: This is a request to construct an addition in the space between the existing house and garage with improvements that include the replacement of a window, replacement of existing wood trim, addition of shutters to all windows and the replacement of the front door at 701 Elizabeth Street.
J-2. HRC-14-073 For Possible Action: To approve a request from Jed Block (property owner: Curry Musser Proctor and Green, LLC) to remove the existing steeple cover and return the steeple to its original condition on property zoned Downtown Mixed Use (DT-MU), located at 112 N. Curry Street, APN 003-215-02. (Susan Dorr Pansky)
Staff Summary: This is a request to remove the pointed steeple cover that currently exists on the northeast corner of the house and return the original steeple that is underneath the current cover to its original historic condition. Similar work was approved by the Historic Resources Commission as a part of a larger project in 2004 that was never constructed. As a result, it requires approval from the Historic Resources Commission again.
J-3. HRC-14-056 For Possible Action: To consider a request from the Carson City Public Works Department for Historic Resources Commission approval of the proposed wastewater treatment plant rehabilitation/upgrades, sewer line replacement and storm water improvements as required for federally funded projects under Section 106 of the National Historic Preservation Act of 1966. (Susan Dorr Pansky) LATE INFORMATION
Staff Summary: Following consultation with the State Historic Preservation Office (SHPO) as required by Section 106 of the National Historic Preservation Act of 1966 for federally funded projects, Carson City Public Works has been directed to obtain Historic Resources Commission approval of the wastewater treatment plant rehabilitation/upgrades, sewer line replacement and storm water improvements as the projects may impact properties of historical significance in Carson City.
J-4. HRC-14-074 For Possible Action: Discussion regarding an update of the 2014 Historic Preservation Fund grant and possible action to select a project for the 2015 Historic Preservation Fund grant application. (Susan Dorr Pansky)
Staff Summary: Planning Division staff will provide the Historic Resources Commission and the general public with an update of the 2014 Historic Preservation Fund Grant #P12AS000012(1) and request that the Historic Resources Commission select a project for the 2015 Historic Preservation Fund grant application.
Appeal of a Commission item: An appeal must be submitted to the Planning Division within 10 days for the Commission’s action. In order to be part of the administrative record regarding an appeal of an item on the agenda, you must present your comments at the podium or have previously sent correspondence to the Planning Division or have spoken to staff regarding an item on this agenda. ** PUBLIC COMMENT: The Commission will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment. In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows: In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair during the item itself. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. Comments may be limited to three minutes per person or topic at the discretion of the Chair in order to facilitate the meeting
