CARSON CITY HISTORIC RESOURCES COMMISSION

        Call to Order and Determination of Quorum

B.        Public Comments ** 

Members of the public who wish to address the Commission may approach the podium at this time to speak on matters relevant to or within the authority of the Historic Resources Commission, including any matter that is not specifically included on the agenda as an action item.

C.        Action on Approval of Minutes - March 12, 2015

 

D.        Modification of Agenda:   Agenda Management Notice – Items on the agenda may be taken out of order; the public body may combine two or more agenda items for consideration; and the public body may remove an item from the agenda or delay discussion relating to an item on the agenda at any time.

E.         Disclosures:  Any members of the Commission that may wish to explain any contact with the public regarding an item on the agenda or business of the Commission.

 

F.         Public Hearing Matters

F-1       HRC-15-043  For Possible Action:  To approve a request from Robyn Laguzza to replace 13 non-functioning single hung windows and two picture windows on property zoned Single Family 6000 (SF6), located at 506 West Spear Street, APN 003-232-01 (Lee Plemel)

Staff summary:  The applicant is proposing to replace 13 windows as well as two picture windows.  The windows are proposed to fit into the existing wood frames and trim and are proposed to be fiberglass, single hung, double pane inserts of a similar style.

 F-2       HRC-15-044 For Possible Action:  To approve a request from Robert Darney (owner: Adams 308 N Curry LLC) for the construction of a two-story duplex with three single-car garages; and a building of seven single-car garages on property zoned Downtown Mixed Use (DTMU) and Residential Office (RO), located at 308 North Curry Street, APN 003-228-01 (Lee Plemel)

Staff Summary: The applicant is proposing a two-story duplex with three single-car vehicle garage parking, as well as a separate building with parking for seven vehicles.  The second building is proposed to provide parking for a proposed mixed-use project to be constructed on the east half of the property, outside of the Historic District. The buildings on this site are proposed to be constructed of wood/metal framing with roofing and siding which the applicant states will be compatible with Historic Resource Commission guidelines.

F-3    HRC-15-045  For Possible Action:  To approve a request from Prestige Care, Inc. (owner: Carson Tahoe Hospital) for landscape improvements within the Historic District for a previously approved Special Use Permit (SUP-14-162) on property zoned MFA (Multi-family Apartment), located at 1001 Mountain Street, APN 001-201-34 (Lee Plemel)

Staff Summary: A small section of the approved Prestige Care project (specifically an area north of Washington Street between Minnesota Street and Mountain Street) is located in the Historic District. This area is proposed to be utilized as landscaping and pathways only, with no proposed structures. This request is to allow the Historic Resource Commission to review the proposed landscaping and improvement details for the portion of the property that is within the Historic District in conjunction with the previously approved use of the site.

F-4    HRC-13-131  Discussion only regarding an update of the 2014 Historic Preservation Fund (HPF) Grant project. (Lee Plemel)

Staff Summary: Planning Division staff will provide the HRC and the general public with an update of the 2014 Historic Preservation Fund Grant #P14AS00012-1.

Appeal of a Commission item:  An appeal must be submitted to the Planning Division within 10 days for the Commission’s action. In order to be part of the administrative record regarding an appeal of an item on the agenda, you must present your comments at the podium or have previously sent correspondence to the Planning Division or have spoken to staff regarding an item on this agenda. H.     Public Comments**

Members of the public who wish to address the Commission may approach the podium at this time to speak on any matter not specifically included on the agenda as an action item. No action may be taken on a matter raised under this public comment portion of the agenda.  

I.          Action on Adjournment

** PUBLIC COMMENT:  The Commission will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment.  In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows:  In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair during the item itself.  No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken.  Comments may be limited to three minutes per person or topic at the discretion of the Chair in order to facilitate the meeting
