NOTICE OF MEETING OF THE
CARSON CITY PLANNING COMMISSION
TUESDAY, NOVEMBER 18, 2014 AT 5:00 P.M.
COMMUNITY CENTER, SIERRA ROOM, 851 EAST WILLIAM STREET
CARSON CITY, NEVADA

 

Items scheduled at a specific time cannot be heard earlier than at the scheduled time per the Nevada Open Meeting Law Requirements. A dinner recess may be taken.  If a dinner recess is taken, any unfinished business will be heard after the meeting is resumed.

A.        Roll Call, Determination of a Quorum and Pledge of Allegiance

The public is invited at this time to comment on and discuss any topic that is relevant to, or within the authority of the Planning Commission, including any matter that is not specifically included on the agenda as an action item.

 

C.        For Possible Action:  Approval of the Minutes – June, 25, 2014 and July 30, 2014

D.        Modification of Agenda

Items on the agenda may be taken out of order; the public body may combine two or more agenda items for consideration; and the public body may remove an item from the agenda or delay discussion relating to an item on the agenda at any time.

E.         Disclosures

Any member of the Commission may wish to explain any contact with an applicant or the public regarding an item on the agenda or business of the Commission. 

F.         Public Hearing Matters

F-1  SUP-14-013*  For Possible Action:  To consider a Special Use Permit request from Reach/REM-NV (property owner: Universal Trust) to operate an adult day program for adults with disabilities on property split-zoned Residential Office/General Office (RO/GO), located at 709 E. Robinson St., APN 004-233-01.  (Susan Dorr Pansky)

Summary:  This is a request to allow a facility that will provide an adult day program for adults with disabilities. This use is similar to an adult day care facility as defined in Carson City Municipal Code, but is not required to be licensed as such by the State. An adult day care or child care facility is allowed as a conditional use in the General Office zoning district.

F-2  SUP-14-136*  For Possible Action:  To consider a request from Custom Sign and Crane (property owner: Adams Carson LLC) to modify a previously approved Special Use Permit, U-82-25, to allow additional and modified signage at the Carson Nugget on property zoned Downtown Mixed Use (DT/MU), located at 507 N. Carson St., APN 004-211-11.  (Susan Dorr Pansky)

Summary:  This is a request to modify the existing Special Use Permit for signage at the Carson Nugget. The proposal includes the modification of several signs on the building as well as the placement of approximately 1,000 square feet of additional signage.

F-3(A)  MPA-14-140  For Possible Action: To adopt a resolution recommending to the Board of Supervisors approval of a Master Plan Amendment to change the land use designation of a total of approximately 66 acres of property located south of Highway 50 West at Lake Tahoe Golf Course Drive, APNs 007-031-34 and -35 and 007-051-85 and -86, from Public/Quasi-Public to Rural Residential. Summary: The subject property is current owned by the State of Nevada but is not proposed for any public use and is slated for disposal by the State. The proposed amendment would allow for the properties to be zoned Single Family Five Acre (SF5A) consistent with adjacent properties to allow the property to be sold for residential development.

F-3(B)  ZMA-14-141  For Possible Action: To recommend to the Board of Supervisors approval of a Zoning Map Amendment to change the zoning of a total of approximately 66 acres of property located south of Highway 50 West at Lake Tahoe Golf Course Drive, APNs 007-031-34 and -35 and 007-051-85 and -86, from Conservation Reserve to Single Family Five Acre. F-4  MPA-14-148  For Possible Action: To make recommendations to the Board of Supervisors on the annual Master Plan report.  (Lee Plemel)

Summary:  State law (NRS 278.190) requires the Planning Commission to annually make recommendations to the Board of Supervisors regarding the implementation of the Master Plan.  Staff will provide the Planning Commission with information regarding past, current and future Master Plan implementation actions for the Commission’s consideration.

In order to be part of the administrative record regarding an appeal of an item on the agenda, you must present your comments at the podium or have previously sent correspondence to the Planning Division or have spoken to staff regarding an item on this agenda. **  PUBLIC COMMENT:  The Commission will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment.  In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows:  In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair during the item itself.  No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken.  Comments may be limited to three minutes per person or topic at the discretion of the Chair in order to facilitate the meeting.
