The public is invited at this time to comment on and discuss any topic that is relevant to, or within the authority of, the Carson City Redevelopment Authority Citizens Committee, including any matter that is not specifically included on the agenda as an action item. 

 

4.       For Possible Action: Approval of Minutes from May 5, 2014


 

5.                                               Agenda Items

 

5.1     For Possible Action: To elect a vice-chairperson for the term expiring in January.

 

Staff Summary:  The former vice-chairperson resigned from RACC, leaving the position vacancy.

 

5.2     For Possible Action: To provide recommendations to the Redevelopment Authority regarding long-term policies for the use of undesignated infrastructure funds and other uncommitted Redevelopment funds. (Lee Plemel)

 

Staff Summary:  The Board of Supervisors/Redevelopment Authority is tentatively scheduled to conduct a strategic planning session this fall. It is expected that part of their discussion will involve policies regarding the future use of undesignated Redevelopment funds. At the request of the RACC Chair, this item is to allow RACC to have discussions and offer recommendations to the Board of Supervisors for consideration prior to their strategic planning session.

5.3       For Possible Action: Discussion only regarding the sales tax capital improvements project schedule including the RACC’s involvement in the downtown planning process. (Lee Plemel)

 

Staff Summary:  The Board of Supervisors approved a tentative schedule for planning and constructing the projects identified in the recently adopted Plan of Expenditure for the one-eighth percent sales tax projects. The schedule identifies the RACC and Regional Transportation Commission as advisory committees for the downtown project.

 

 

6.           Non-Action Items:

  1. Future agenda items for the next meeting on Wednesday, September 3, 2014

 

7.       Public Comments**: The public is invited at this time to comment on and discuss any topic that is relevant to, or within the authority of the RACC, including any matter that is not specifically included on the agenda as an action item.

 

8.         For Possible Action:  For adjournment

**  PUBLIC COMMENT:  The Redevelopment Authority Citizens Committee will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment.  In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows:  In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair during the item itself.  No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken.  Comments may be limited to three minutes per person or topic at the discretion of the Chair in order to facilitate the meeting
