1. Call to Order.

3. Public Comment**:
The public is invited at this time to comment on and discuss any topic that is relevant to, or within the authority of, the Carson City Redevelopment Authority Citizens Committee, including any matter that is not specifically included on the agenda as an action item.
4. For Possible Action: Approval of Minutes from August 1 and October 3, 2016.
5. Meeting Items:
5.1 For Discussion Only: Discussion regarding the planning process for the South Carson Street Complete Streets Project. (Patrick Pittenger, Transportation Manager)
Staff Summary: The freeway is scheduled to be completed in 2017 and the Nevada Department of Transportation (NDOT) will be turning control of South Carson Street over to Carson City. The Carson Area Metropolitan Planning Organization (CAMPO) has initiated a public planning process to determine what improvements should be made to South Carson Street. NDOT is providing funding to the City for the project in addition to sales tax funding that has been earmarked for the project.
5.2 For Discussion Only: Discussion regarding Encroachment Permit standards for the downtown. (Danny Rotter, City Engineer)
Staff Summary: The Public Works Engineering Division is responsible for issuing encroachment permits for use of property within the public right-of-way, which includes sidewalks within the downtown area. The Engineering Division is currently working on new encroachment permit standards related to the use of downtown sidewalks for tables and seating. The RACC requested that this item be placed on the agenda for discussion. The new encroachment permit standards will be taken to the Board of Supervisors for approval.
5.3 For Possible Action: To make a recommendation to the Redevelopment Authority regarding the expenditure of $750 for Special Event funding from the Redevelopment Revolving Fund for Fiscal Year 2016-17 for the Olde Time Christmas Santa Parade. (Lee Plemel)
Staff Summary: Redevelopment annually funds special events from a portion of the Revolving Fund. A total of $60,000 was budgeted for Special Events FY 2016-17, and $33,000 has been allocated leaving $27,000 available. The requested $750 would be used for advertising for the Olde Time Santa Parade, an annual event organized by the 20/20 organization.
5.4 For Possible Action: To provide direction to staff regarding the Redevelopment Revolving Fund expenditure plan for unallocated funds for Fiscal Year (FY) 2016-17 and FY 2017-18. (Lee Plemel)
Staff Summary: The purpose of this item is to identify potential projects and/or programs to fund in the FY 2017-18 Redevelopment budget. The RACC will make final recommendations to the Redevelopment Authority at its regular meeting on February 6, 2017, regarding the FY 2017-18 budget. The RACC may also make recommendations regarding the use of any unallocated funds in the FY 2016-17 Redevelopment budget.
5.5 For Possible Action: To make recommendations to the Redevelopment Authority regarding possible changes to the Façade Improvement Program. (Lee Plemel)
Staff Summary: The Façade Improvement Program was adopted in early 2016 to provide matching funding for façade improvements to commercial buildings within the Redevelopment District. RACC members have requested discussion to possibly amend the program requirements to clarify what improvements are eligible for the program.

7. Public Comment**: The public is invited at this time to comment on and discuss any topic that is relevant to, or within the authority of the Redevelopment Authority Citizens Committee, including any matter that is not specifically included on the agenda as an action item.
8. For Possible Action: Adjournment.
** PUBLIC COMMENT: The Redevelopment Authority Citizens Committee will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment. In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows: In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair during the item itself. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. Comments may be limited to three minutes per person or topic at the discretion of the Chair in order to facilitate the meeting.
The Chair may take items on the agenda out of order, combine two or more agenda items for consideration and/or remove an item from the agenda or delay discussion relating to an item on the agenda at any time.
