REDEVELOPMENT AUTHORITY CITIZENS COMMITTEE

AGENDA

1. Call to Order, Roll Call, and Determination of Quorum.


2. Public Comment**
The public is invited at this time to comment on and discuss any topic that is relevant to, or within the authority of, the Carson City Redevelopment Authority Citizens Committee, including any matter that is not specifically included on the agenda as an action item.

3. For Possible Action: Approval of Minutes -
February 6, 2017

4. Meeting Items:

4.A For Possible Action: To make a recommendation to the Redevelopment Authority regarding the expenditure of $10,000 from the FY (Fiscal Year) 2016-17 Special Event funding budget of the Redevelopment Revolving Fund for the Carson City Fair. (Lee Plemel, lplemel@carson.org).

Staff Summary: Redevelopment annually funds special events from a portion of the Revolving Fund. The Redevelopment Authority allocated $60,000 in FY 2016-17 for special events but only authorized the expenditure of $33,000, leaving $27,000 available for expenditure in FY 2016-17. The University of Nevada—Cooperative Extension is requesting $10,000 for the Carson City Fair for expenditures that will be made in FY 2016-17 for the July 26-30 event at Fuji Park.

4.B For Possible Action: To make a recommendation to the Redevelopment Authority regarding the expenditure of up to $30,000 for Special Event funding from the Redevelopment Revolving Fund for Fiscal Year 2017-18. (Lee Plemel, lplemel@carson.org).

Staff Summary: Redevelopment annually funds special events from a portion of the Revolving Fund. A total of $30,000 has tentatively been allocated in the FY 2017-18 budget for Redevelopment Special Events. The following Special Event funding requests were submitted: $7,500 for NV Rural Counties RSVP Program, Inc. for the 4th of July Celebration fireworks; $6,500 for Advocates to End Domestic Violence for the Taste of Downtown event; and $16,000 for the Downtown Business Association for 2017 Arlington Plaza Community Event Venue.

4.C For Possible Action: To make a recommendation to the Redevelopment Authority regarding the expenditure of up to $10,000 from the FY (Fiscal Year) 2016-17 Redevelopment Revolving Fund, Special Event Equipment budget, for the purchase of chairs for the Community Center and tables for the Community Center and special event rentals. (Lee Plemel, lplemel@carson.org).

Staff Summary: The Redevelopment Authority has allocated $10,000 in FY 2016-17 for special event equipment and infrastructure. The Parks and Recreation Department is requesting the funds to purchase chairs for the Community Center, which is a special event venue, and folding tables to be used in the Community Center and made available for rental for other special events.

4.D For Possible Action: To consider a request for a vendor cart to be located on McFadden Plaza adjacent to Mom & Pop’s Diner, located at 224 S. Carson Street. (Lee Plemel, lplemel@carson.org).


Staff Summary: Vendor carts may be permitted within the Downtown Mixed Use zoning district subject to the approval of the Redevelopment Authority Citizens Committee and subject to the requirements of the Carson City Municipal Code Development Standards, Division 1.11. Doug Cramer is proposing to operate “Pop’s Food Cart” on the south side of the existing Mom & Pop’s Diner, on a portion of McFadden Plaza, to serve various foods and beverages.


4.E For Possible Action: To make a recommendation to the Redevelopment Authority regarding an amendment to the Redevelopment Authority Policies and Procedures, Section 3.21, relating to the split of Redevelopment funding for “arts and culture” special events and other Redevelopment special events. (Lee Plemel, lplemel@carson.org).


Staff Summary: The Redevelopment Authority Policies and Procedures currently specifies that 40% of budgeted special event funding is allocated to arts and culture special events. The proposed amendment would eliminate the specific percentage to allow funds to be allocated to arts and culture special events each year independent of the amount of funding to other Redevelopment special events. Arts and culture special events include theatrical productions, music festivals or music event series involving coordination among multiple event sites or organized through an arts organization, and art displays.

** PUBLIC COMMENT LIMITATIONS: The Redevelopment Authority Citizens Committee will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment. In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows: In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair during the item itself. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. Comments may be limited to three minutes per person or topic at the discretion of the Chair in order to facilitate the meeting.

Agenda Management Notice: Items on the agenda may be taken out of order; the public body may combine two or more agenda items for consideration; and the public body may remove an item from the agenda or delay discussion relating to an item on the agenda at any time.
