Civil Division
The Civil Division provides legal counsel and representation to all Carson City elected and appointed officials, every City department and their respective managerial directors and staff, and numerous boards, commissions and committees that are required or authorized to be established pursuant to state law or local ordinance.
As a consolidated municipality, Carson City is a unique form of government with legal and statutory duties and obligations that are common to both cities and counties. The Civil Division functions as general counsel for the City to ensure compliance with those requirements while also safeguarding the rights and interests of the City and its residents.
Working together as a team, the Deputy District Attorneys within the Division assume day-to-day responsibilities for the lawful, effective, and most efficient operation of Carson City as a local governmental entity.
Duties
Duties of the Division include, for example: representing the City in civil litigation matters, administrative appeals, code enforcement for nuisance abatement, collective bargaining, mediations, and grievance arbitrations; negotiating and preparing transactional documents for local, state, and federal interlocal and cooperative agreements, as well as contracts for public works, purchasing, real property, and land use; preparing ordinances and resolutions; and serving as counsel during meetings of public bodies.
Consistent with the mission objectives of the District Attorney, representation by the Civil Division encompasses at all times an ethical, practical, and solution-oriented approach to the wide range of complex civil matters affecting government and the people who live in the community.
Dan Yu, Assistant District Attorney
The Civil Division is overseen by Dan Yu, who first joined the Office of the District Attorney in 2016 as a Deputy District Attorney after nearly a decade in Nevada state government as a legislative attorney and in private practice as counsel for matters relating primarily to traditional labor and employment law.
Dan was appointed Chief Deputy District Attorney for the Civil Division in 2018. In 2019, he was appointed Assistant District Attorney. As Assistant District Attorney, Dan continues to supervise the Civil Division and also serves as chief of staff for the office.
Public Integrity Laws and Ethics in Government
On May 16, 2016, the Carson City District Attorney's Office and the Nevada Commission on Ethics presented training on Public Integrity Laws and Ethics in Government.
