Members of the public who wish to address the Commission may approach the podium at this time to speak on matters relevant to or within the authority of the Historic Resources Commission, including any matter that is not specifically included on the agenda as an action item. No action may be taken on a matter raised under this public comment portion of the agenda.

C. For Possible Action: The July 14, 2016, minutes will be presented at the regularly scheduled meeting on September 8, 2016.

F. Public Hearing Matters


F-1 For Possible Action: HRC-16-079 - To approve a request from Brewery Arts Center Gina Hill (property owners: Carson City) for the installation of three pieces of Freenote’s Harmony Park musical instrumental equipment in the planter area at the Brewery Arts Center courtyard on property zoned Public Regional (PR), located at 449 West King Street, APN 003-207-04. (Hope Sullivan)

Staff Summary: The applicant is seeking to place musical instruments, specifically Contrabass Chimes, a Rhythm xylophone, and in-ground drums, in a planter area in the courtyard of the subject property.

F-2 For Possible Action: HRC-16-082 – To approve a request from Ronald and Karine Pollastrini (property owners: Donald and Catherine Thayer) for a wrought iron gate at the porch entrance of 707 West Robinson Street, a previously considered request from May 12, 2016, on property zoned Single Family 6,000 (SF6), APN 003-242-04 . Staff Summary: The applicant is seeking to install a wrought iron gate at their porch entrance.

F-3 Discussion only: HRC-15-070 -
Discussion regarding the 2016 Historic Preservation Fund (HPF) Grant project related to funding received for a Commission Assistance Mentoring Program (CAMP) through the National Alliance of Preservation Commissions (NAPC). (Hope Sullivan)

Staff Summary: This is a continuation of the HRC’s discussion on potential training topics for the CAMP program that will be hosted by Carson City through funding received from the 2016 Historic Preservation Fund Grant. The official training topics will be finalized at the HRC’s September meeting.

F-4 Discussion only: HRC-16-068 – Discussion regarding clarifying the 2005 Design Guidelines to identify discouraged materials carried over from the July 14, 2016, meeting. (Hope Sullivan)

Staff Summary: Discussion regarding potential clarifications to the Design Guidelines regarding substitute materials and discouraged materials in the Historic District.

Appeal of a Commission item: An appeal must be submitted to the Planning Division within 10 days of the Commission’s action. In order to be part of the administrative record regarding an appeal of an item on the agenda, you must present your comments at the podium or have previously sent correspondence to the Planning Division or have spoken to staff regarding an item on this agenda. ** PUBLIC COMMENT:
The Commission will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment. In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows: In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair during the item itself. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. Comments may be limited to three minutes per person or topic at the discretion of the Chair in order to facilitate the meeting.
