CARSON CITY HISTORIC RESOURCES COMMISSION

THURSDAY, APRIL 14, 2016, 5:30 P.M.

  Please note: Any person who wishes to have their complete testimony included in the permanent record of this meeting should provide a written or electronic copy to the secretary in addition to any other written material. A.        Call to Order and Determination of Quorum

B.        Public Comments ** 

Members of the public who wish to address the Commission may approach the podium at this time to speak on matters relevant to or within the authority of the Historic Resources Commission, including any matter that is not specifically included on the agenda as an action item.  No action may be taken on a matter raised under this public comment portion of the agenda.

C.        For Possible Action:  Approval of the Minutes  from the January 6, 2016 meeting.

 

D.        Modification of Agenda:   Agenda Management Notice – Items on the agenda may be taken out of order; the public body may combine two or more agenda items for consideration; and the public body may remove an item from the agenda or delay discussion relating to an item on the agenda at any time.

E.         Disclosures:  Any member of the Commission may explain any contact with the public regarding an item on the agenda or business of the Commission.

 

F.         Public Hearing Matters

F-1       HRC-16-020  For Possible Action: To approve a request from Michele Chase (property owner:  James Teegarden Rev Trust) for a picket fence on property zoned Residential Office (RO), located at 210 North Minnesota Street, APN 003-192-08. (Susan Pansky) Late Material

Staff Summary: The applicant recently installed a new 36-inch high picket fence made of vinyl in the front yard of the property without first receiving approval from the Historic Resources Commission. In response to a letter sent by the Planning Division, the applicant has submitted an application to request approval of the previously installed fence.

F-2   HRC-16-030  For Possible Action: To approve a request from The Children’s Museum (property owner: Carson City Library) to pave in and over existing parking spaces to create a fenced-in outdoor play/picnic area on property zoned Public Community (PC), located at 813 North Carson Street, APN 002-164-01. (Susan Pansky)

Staff Summary: The applicant desires to open a day care center at the Children’s Museum in the near future and would like to provide an outdoor play area. This play area is proposed to be located where the existing parking spaces are on the north side of the building.

F-3       HRC-16-031  For Possible Action: To approve a request from property owner Jason Justice to remove a porch/stoop covering and to demolish a lean-to structure attached to the existing accessory structure, including associated improvements, on property zoned Residential Office (RO), located at 1001 North Nevada Street, APN 001-183-05. Staff Summary: The applicant is proposing to remove an existing porch/stoop covering on the Sophia Street side of the house, replace rotten fascia boards on the eaves along the same side, demolish a lean-to structure attached to the existing accessory structure, replace the east side siding of the accessory structure and replace the trim around the accessory structure’s garage door.

F-4       HRC-16-015  For Possible Action: Action recommending to the Board of Supervisors a Proclamation declaring the month of May as Historic Preservation and Archaeological Awareness Month. (Susan Pansky)

Staff Summary: Historic Preservation and Archaeological Awareness Month was designed to raise awareness about the power historic preservation has to protect and enhance our homes, neighborhoods and communities. The National Trust for Historic Preservation designated the month of May as Historic Preservation Month.

F-5       HRC-15-183  For Possible Action:  To select recipients for the 2016 Historic Preservation Award for outstanding achievements in historic preservation. (Susan Pansky)

Staff Summary: The purpose of this item is to allow the HRC a forum to discuss, select and recognize significant preservation efforts in Carson City in celebration of Historic Preservation Month during the month of May.  Nominations for the 2016 Historic Preservation Award were to be postmarked no later than March 1, 2016 to be considered.

F-6       Discussion only regarding an update of the 2015 Historic Preservation Fund (HPF) Grant project. (Susan Pansky)

Staff Summary: Planning Division staff will provide the HRC and the general public with an update of the 2015 Historic Preservation Fund Grant #P15AS00022-1.

Appeal of a Commission item:  An appeal must be submitted to the Planning Division within 10 days for the Commission’s action. In order to be part of the administrative record regarding an appeal of an item on the agenda, you must present your comments at the podium or have previously sent correspondence to the Planning Division or have spoken to staff regarding an item on this agenda. **  PUBLIC COMMENT:  The Commission will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment.  In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows:  In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair during the item itself.  No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken.  Comments may be limited to three minutes per person or topic at the discretion of the Chair in order to facilitate the meeting
