Items scheduled at a specific time cannot be heard earlier than at the scheduled
time per the Nevada Open Meeting Law Requirements. A dinner recess may be
taken. If a dinner recess is taken, any unfinished business will be heard after the
meeting is resumed.

This is the tentative schedule for the meeting. The Planning Commission reserves the right to take items in a different order to accomplish business in the most efficient manner.
D. Public Comments
Members of the public who wish to address the Commission may approach the podium and speak on matters related to the Planning Commission, but not on items on the agenda for this meeting. Comments are limited to three minutes per person or topic. If your item requires extended discussion, please request the Chairman to calendar the matter for a future Planning Commission meeting. No action may be taken on a matter raised under this item of the agenda until the matter itself has been specifically included on an agenda as an item upon which action may be taken.
E. Staff Public Service Announcements
Announcements of a general nature for the Commission and for public information regarding planning, zoning and land use. Not intended for detailed discussion or for items already on the agenda.
Any member of the Commission may wish to explain any contact with an applicant or the public regarding an item on the agenda or business of the Commission.
G. Consent Agenda
All matters listed under the consent agenda are considered routine and may be acted upon by the Planning Commission with one action and without an extensive hearing. Any member of the Commission or any citizen may request that an item be taken from the consent agenda, discussed and acted upon separately during this meeting. The Chairman or Vice Chairman retains discretion in deciding whether or not an item will be removed from the consent agenda.
G-1 SUP-09-080* Action to consider a Special Use Permit request from Darren Selby (property owner: Carson City) for a permanent office trailer, on property zoned Conservation Reserve (CR), located at 3600 Flint Drive, APN 008-521-20, leased portion APN 008-521-99. (Kathe Green)
Summary: This request is to allow the temporary office presently located at the Carson City Landfill to be permanent. It is used by the employees for lunches and break times. No additional traffic or use of the unit is proposed.
H. Public Hearing Matters
The following items are scheduled for a public hearing. The Chairman will read the Agenda listing into the public record. Staff will present a summary of the staff report and recommendations, including any updated information that was received after the date when staff reports were distributed. The Commission will follow with questions of staff. At that time, the Chairman will open the hearing to public testimony. Normally, the applicant and/or their representative are permitted to speak first, followed by Commission questions. This will be followed by the Chairman requesting comments from the public at large. If you wish to speak on a particular item, please limit your comments to three (3) minutes and be as brief and concise as possible so that all who wish to speak may do so. Do not repeat the position of others who express the same views as you. The Chairman has the right to establish time limits for comments and to allow for rebuttal. In order to be part of the administrative record regarding an appeal of an item, you must sign the "sign in" sheet on the podium or have previously sent correspondence to the Planning Division or spoken to staff regarding an item on this agenda.
H-1 SUP-09-082* Action to approve a Special Use Permit request from Mark Lopiccolo (property owner: Down the Road LLC, Laura Fitzsimmons) to allow a ten foot tall fence along the rear property line, on property zoned Single Family 6000 (SF6), located at 5 East Sunset Way, APN 003-252-12. (Jennifer Pruitt)
Summary: This request is to allow fencing (10 feet in overall height) on the rear of the subject site, to allow for privacy and screening from the adjacent property. Pursuant to the Carson City Development Standards 1.13 Fences, Walls and Hedges, fences within setbacks may be permitted in excess of ordinance requirements by approval of a Special Use Permit.
H-2 MPA-09-084 Action to adopt a resolution making a recommendation to the Board of Supervisors regarding an amendment to the 1996 Carson River Master Plan making a minor amendment to Carson River Advisory Committee mission statement and amend the Advisory Committee goals. (Lee Plemel)
Summary: The proposed amendment would modify the mission statement to include the Carson River “watershed” to the matters regarding which the Committee makes recommendations to the Board of Supervisors, rather than just regarding the Carson River proper. The amendment would also update the goals of the committee, which were originally adopted in 1996.
H-3(A) MPA-09-035 Action to adopt a resolution making a recommendation to the Board of Supervisors regarding a Master Plan Amendment to modify a portion of a parcel from Industrial (I) to Public/Quasi-Public (P/QP) for property located at 2222 College Parkway, APN 005-011-03. (Jennifer Pruitt)
Summary: The proposal would amend the boundaries of the Master Plan Land Use Map to remove the current Industrial designation from a 4.7 acre portion of the subject site and change it to the Public/Quasi-Public designation. The 9.35 acre remainder of the subject property would retain the existing Industrial designation. This application is being processed concurrently with ZMA-09-036 and SUP-09-037 for a public charter school campus.
H-3(B) ZMA-09-036 Action to make a recommendation to the Board of Supervisors on a Zoning Map Amendment application from Palmer Engineering Group (property owner: Weikel Carson Air Park Ltd.) to change the zoning on a portion of the parcel from Limited Industrial (LI) to Public Regional (PR), located at 2222 College Parkway, APN 005-011-03. Summary: If approved, the Zoning Map Amendment would allow a 4.7 acre portion of the property to be zoned Public Regional (PR), in order for the land to be developed for the proposed Silver State High School campus. The 9.35 acre remainder of the subject site would retain the existing Limited Industrial zoning designation. This application is being processed concurrently with MPA-09-035 and SUP-09-037.
H-3(C) SUP-09-037* Action to consider a Special Use Permit application from Palmer Engineering Group (property owner: Weikel Carson Air Park Ltd.) to allow a charter school campus on property to be zoned Public Regional (PR), located at 2222 College Parkway, APN 005-011-03. (Jennifer Pruitt)
Summary: All uses in the Public Regional zoning district require Special Use Permit approval. The applicant is proposing a public charter school campus, Silver State High School, on the subject site. This Special Use Permit application is being processed concurrently with ZMA-09-036 and MPA-09-035. If the ZMA and MPA are approved, the SUP will be required to allow the proposed public charter school campus.
H-4 ZCA-09-085 Action to make a recommendation to the Board of Supervisors on a Zoning Code Amendment, an ordinance amending the Carson City Municipal Code Title 18, Zoning, Chapter 18.16, Development Standards, Division 4, Signs, Section 4.4.7, Administration, Exceptions, to modify the regulations relating to the temporary display of banners and other sign devices, and other matters properly related thereto. Staff Summary: An ordinance was adopted in January 2009 to temporarily eliminate time limits on banners for a period of one year in order to allow commercial businesses more advertising alternatives during difficult economic conditions. The ordinance expires at the end of 2009 and a new ordinance must be adopted to continue the same temporary sign provisions or modify them.
H-5 MPA-09-083 Action to make recommendations to the Board of Supervisors on the annual Master Plan report, including recommended actions for the implementation of the goals and policies of the Master Plan and other matters properly related thereto. (Lee Plemel)
Staff summary: State law (NRS 278.190) requires the Planning Commission to annually make recommendations to the Board of Supervisors regarding the implementation of the Master Plan. Staff will provide the Planning Commission with information regarding past, current and future Master Plan implementation actions for the Commission’s consideration.
H-6 MISC-09-078* Action to elect a Planning Commission Chairman and Vice Chairman for the period December 2009 to November 2010. (Lee Plemel)
Staff Summary: Planning Commission by-laws require the Commission to elect a chairman and vice-chairman on an annual basis.
