NOTICE OF MEETING OF THE
CARSON CITY PLANNING COMMISSION
WEDNESDAY, MARCH 30, 2011, AT 5:00 P.M.
COMMUNITY CENTER, SIERRA ROOM, 851 EAST WILLIAM STREET
CARSON CITY, NEVADA
Items scheduled at a specific time cannot be heard earlier than at the scheduled
time per the Nevada Open Meeting Law Requirements. A dinner recess may be
taken. If a dinner recess is taken, any unfinished business will be heard after the
meeting is resumed.

This is the tentative schedule for the meeting. The Planning Commission reserves the right to take items in a different order to accomplish business in the most efficient manner.
D. Public Comments
Members of the public who wish to address the Commission may approach the podium at this time to speak on matters relevant to or within the authority of the Planning Commission. Comments are limited to three minutes per person or topic. If your item requires extended discussion, please request the Chairman to calendar the matter for a future Planning Commission agenda. In order for members of the public to participate in the Commission’s consideration of a public hearing item on this agenda, the Commission strongly encourages members of the public to comment on the agenda item when the particular item is being discussed by the Commission. No action may be taken on a matter raised under this public comment portion of the agenda until the matter itself has been specifically included on an agenda as an item upon which action may be taken.
E. Staff Public Service Announcements
Announcements of a general nature for the Commission and for public information regarding planning, zoning and land use. Not intended for detailed discussion or for items already on the agenda.
Any member of the Commission may wish to explain any contact with an applicant or the public regarding an item on the agenda or business of the Commission.
G. Consent Agenda
All matters listed under the consent agenda are considered routine and may be acted upon by the Planning Commission with one action and without an extensive hearing. Any member of the Commission or any citizen may request that an item be taken from the consent agenda, discussed and acted upon separately during this meeting. The Chairman or Vice Chairman retains discretion in deciding whether or not an item will be removed from the consent agenda.
H. Public Hearing Matters
The following items are scheduled for a public hearing. The Chairman will read the Agenda listing into the public record. Staff will present a summary of the staff report and recommendations, including any updated information that was received after the date when staff reports were distributed. The Commission will follow with questions of staff. At that time, the Chairman will open the hearing to public testimony. Normally, the applicant and/or their representative are permitted to speak first, followed by Commission questions. This will be followed by the Chairman requesting comments from the public at large. If you wish to speak on a particular item, please limit your comments to three (3) minutes and be as brief and concise as possible so that all who wish to speak may do so. Do not repeat the position of others who express the same views as you. The Chairman has the right to establish time limits for comments and to allow for rebuttal. In order to be part of the administrative record regarding an appeal of an item, you must present your comments at the podium or have previously sent correspondence to the Planning Division or spoken to staff regarding an item on this agenda.
H-1 SUP-11-012* part 1 part 2 Action to consider a Special Use Permit request from the Nevada Department of Transportation (property owner: Nevada Department of Transportation) for a billboard on property zoned General Commercial (GC), located at 2400 Highway 50 East, APN 002-105-01. (Kathe Green)
Summary: This request is to allow a 400 square foot (10x40) billboard adjacent to Highway 50 East, north of the highway, between the freeway and Russell Way. A billboard in this location was previously approved but was not built.
H-2 ZMA-11-015 Action to make a recommendation to the Board of Supervisors on a Zoning Map Amendment application from Richard Sheldrew (property owner: Richard Sheldrew) to change the zoning on property located at 1365 and 1393 Medical Parkway, APN’s 007-531-05 and -06, from Single Family One Acre (SF1A) to Retail Commercial (RC). Summary: The request is to allow a change of zoning to the same zoning as other parcels in the immediate area. These two parcels were not included in the change of zoning that occurred as a result of the construction of the hospital to the north due to their existing residential use.
H-3(A) ZMA-11-013 part 1 part 2 part 3 Action to make a recommendation to the Board of Supervisors on a Zoning Map Amendment application from Palmer Engineering Group and Silver State High School (property owner: JZJP LLC, Samantha Partners LLC, Leichtfuss Brothers Property) to change the zoning on property located at 900 Mallory Way, 788 Fairview Dr. and 900 Fairview Dr., APN’s 009-551-03, -08, and -31 from Limited Industrial (LI) to General Commercial (GC). Summary: This Zoning Map Amendment would allow the 6.66 acre site to be developed for the proposed Silver State Charter School campus. Schools are prohibited in the Limited Industrial zoning district. This application is being processed concurrently with SUP-11-014.
H-3(B) SUP-11-014* part 1 part 2 part 3 plans Action to consider a Special Use Permit request from Palmer Engineering Group and Silver State High School (property owner: JZJP LLC, Samantha Partners LLC, Leichtfuss Brothers Property) to allow a charter high school in General Commercial (GC) zoning, located at 900 Mallory Way, 788 Fairview Dr. and 900 Fairview Dr., APN’s 009-551-03, -08, and -31. Summary: The applicant is proposing a public charter school campus, Silver State Charter School, for grades 7-12 on three parcels totaling 6.66 acres. The proposed project, if approved, will also allow Carson City the opportunity for shared use of the school’s sports field, theater, gymnasium and parking facilities. This Special Use Permit application is being processed concurrently with ZMA-11-013. If the ZMA is approved, the SUP will be required to allow the proposed public charter school in the General Commercial zoning district.
