Items scheduled at a specific time cannot be heard earlier than at the scheduled time per the Nevada Open Meeting Law Requirements. A dinner recess may be taken.  If a dinner recess is taken, any unfinished business will be heard after the meeting is resumed.

F-1  SUP-14-158  For Possible Action:  To consider a request from Roy L. Street (property owner: Roy L. Street) to allow a Medical Marijuana Cultivation Facility on property zoned General Industrial (GI), located at 5835 Sheep Drive, APN 008-523-14.  (Susan Dorr Pansky)

Summary:  The applicant is proposing a Medical Marijuana Cultivation facility in an existing 3,888 square foot building within the General Industrial zoning district. Per the ordinance passed by Carson City in July 2014, Medical Marijuana Establishments are allowed in designated zoning districts and areas in Carson City with the approval of a Special Use Permit and subject to specific city requirements. The applicant has received a provisional certificate from the State of Nevada to operate a Medical Marijuana cultivation facility. Approval of the Special Use Permit will allow the applicant to move forward to obtain a Business License to operate in Carson City.

Washington St., APNs 001-201-15, -16, 26, and -27, from Public Community (PC) to Multi-Family Apartment (MFA). (Susan Dorr Pansky)

Summary: This is a request for a Zoning Map Amendment to change the subject parcel’s zoning from Public Community (PC) to Multi-Family Apartment (MFA) in support of a proposed Congregate Care Housing/Skilled Nursing/Memory Care Facility. The proposed use is allowed is not allowed in the Public Community zoning district.

F-3(B)  SUP-14-162  For Possible Action:  To consider a request from Carson Tahoe Hospital (property owner: Carson Tahoe Hospital) to allow a Congregate Care Housing/Skilled Nursing/Memory Care Facility on property zoned Public Community (PC), located at 1001 Mountain St. and 608 and 610 W. Washington St., APNs 001-201-15, -16, 26, and -27.  (Susan Dorr Pansky)

Summary:  This is a request for a Special Use Permit to allow a Congregate Care Housing/Skilled Nursing/Memory Care Facility on property currently zoned Public Community (PC). A congregate care facility is not allowed in the Public Community zoning district, but the applicant has requested a Zoning Map Amendment on the subject property to Multi-Family Apartment (MFA). A congregate care facility is allowed in the Multi-Family Apartment zoning district with the approval of a Special Use Permit. Approval of the Special Use Permit will be contingent upon the Board of Supervisors approving the Zoning Map Amendment to Multi-Family Apartment.

F-4  GM-14-163  For Possible Action:  To consider a request for a Growth Management Review from Carson Tahoe Hospital (property owner: Carson Tahoe Hospital) to allow a proposed Congregate Care Housing/Skilled Nursing/Memory Care Facility to use more than 7,500 gallons of water per day, on property zoned Public Community (PC), located at 1001 Mountain St. and 608 and 610 W. Washington St., APNs 001-201-15, -16, 26, and -27.  (Susan Dorr Pansky)

 

Summary: A new Congregate Care Housing/Skilled Nursing/Memory Care facility is proposed with estimated water demand of 19,280 gallons per day.  Any business which exceeds 7,500 gallons of water per day requires review and approval per the Resolution adopted by the Board of Supervisors pursuant to the Growth Management Ordinance, Carson City Municipal Code Section 18.12.

**  PUBLIC COMMENT:  The Commission will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment.  In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows:  In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair during the item itself.  No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken.  Comments may be limited to three minutes per person or topic at the discretion of the Chair in order to facilitate the meeting.
