CARSON CITY PLANNING COMMISSION
AND THE GROWTH MANAGEMENT COMMISSION
WEDNESDAY, APRIL 29, 2015 AT 5:00 P.M.
COMMUNITY CENTER, SIERRA ROOM, 851 EAST WILLIAM STREET
CARSON CITY, NEVADA

 

Items scheduled at a specific time cannot be heard earlier than at the scheduled time per the Nevada Open Meeting Law Requirements. A dinner recess may be taken.  If a dinner recess is taken, any unfinished business will be heard after the meeting is resumed.

F.         Public Hearing Matters

 

SUP-15-023  WITHDRAWN—Item will not be heard and no action will be considered. A Special Use Permit from Medmen of NV2 LLC (property owner: 5250 LTD LLC) to allow a Medical Marijuana Cultivation Facility on property zoned General Industrial (GI), located at 5250 HWY 50 East, APN 008-384-11.  (Lee Plemel)

 

Summary: A Special Use Permit application was submitted for the above-noted medical marijuana facility and notification of the public hearing was sent out to property owners and published in the newspaper in accordance with code requirements. The applicant withdrew the application after those notices were sent out. No further action regarding this application will be considered by the Planning Commission.

F-1  SUP-15-020*  For Possible Action:  To consider a request for a Special Use Permit from Linda and Norman Ritter (property owner: Linda P. Ritter) to allow a detached accessory structure that exceeds 75% of the size of the primary structure, on property zoned Single Family One Acre (SF1A), located at 1475 E. Clearview Dr., APN 009-189-21.  (Kathe Green)

Summary:  The applicant is proposing an accessory structure for storage of a boat and recreation vehicles.  The primary structure is 1,954 square feet and the proposed structure would be 2,016 square feet.  Approval of a Special Use Permit is required for accessory structures that exceed 75% of the size of the primary structure in all residential zoning districts.

[1] Item F-1 is a request for a property located at 1475 E. Clearview Dr., APN 009-189-21 and not 1575 Clearview Dr.

F-2  SUP-15-028*  For Possible Action:  To consider a request for a Special Use Permit from Carson City Health and Human Services (property owner: Carson City) to allow a double-faced LED changeable message center display sign on property zoned Public Community/Public Regional (PC/PR), located at 900 E. Long St., APN 002-121-19.  (Lee Plemel)

Summary:  The proposed monument sign would be approximately 40 square feet in sign area with an overall height of approximately 6 feet 7 inches. The sign would replace the existing monument sign along the Long Street property frontage to the parking lot of the Carson Health and Human Services building. The sign would exceed the 32 square feet of sign area that is permitted for an office use.

F-3  GM-15-024*   For Possible Action:  To consider a request for a Growth Management Review from Surf Thru Inc (property owner: Bolinsky Properties LLC) to allow for average daily water usage above 7,500 gallons of water for a car wash, on property zoned General Commercial (GC), located at 3555 S. Carson St., APN 009-122-02. (Lee Plemel)

Summary:  A new car wash is proposed with estimated water demand of 8,139 gallons per day. Any business that exceeds 7,500 gallons of water per day requires review and approval per the Resolution adopted by the Board of Supervisors pursuant to the Growth Management Ordinance, Carson City Municipal Code Section 18.12.

 

F-4  GM-15-025*   For Possible Action:  To consider a request for a Growth Management Review from Surf Thru Inc (property owner: Gladys Pederson Trust et al) to allow for average daily water usage above 7,500 gallons for a car wash, on property zoned General Commercial (GC), located at 1250 and 1300 E. William St., APNs 002-441-10 and -11. (Lee Plemel)

 

Summary:   A new car wash is proposed with estimated water demand of 8,139 gallons per day. Any business that exceeds 7,500 gallons of water per day requires review and approval per the Resolution adopted by the Board of Supervisors pursuant to the Growth Management Ordinance, Carson City Municipal Code Section 18.12.

F-5  SUP-15-026*  For Possible Action:  To consider a request for a Special Use Permit from BioNeva Innovations Carson City (property owner: Desert Investment Group LLC) to allow a Medical Marijuana Production Facility on property zoned General Industrial (GI), located at 2919 N. Deer Run Rd., APN 008-531-46.  (Lee Plemel)  LATE INFO

Summary:  The applicant is proposing a Medical Marijuana Production Facility in a new 13,755 square foot building that will include both Medical Marijuana Production and Cultivation within the General Industrial zoning district. Per the ordinance passed by Carson City in July 2014, Medical Marijuana Establishments are allowed in designated zoning districts and areas in Carson City with the approval of a Special Use Permit and subject to specific city requirements. The applicant has received a provisional certificate from the State of Nevada to operate a Medical Marijuana Production Facility. Approval of the Special Use Permit will allow the applicant to move forward to obtain a Business License to operate in Carson City.

**  PUBLIC COMMENT:  The Commission will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment.  In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows:  In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair during the item itself.  No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken.  Comments may be limited to three minutes per person or topic at the discretion of the Chair in order to facilitate the meeting
