NOTICE OF MEETING OF THE

CARSON CITY PLANNING COMMISSION

WEDNESDAY, JANUARY 27, 2016 AT 5:00 P.M.

COMMUNITY CENTER, SIERRA ROOM, 851 EAST WILLIAM STREET

CARSON CITY, NEVADA

 

Items scheduled at a specific time cannot be heard earlier than at the scheduled

time per the Nevada Open Meeting Law Requirements. A dinner recess may be

taken.  If a dinner recess is taken, any unfinished business will be heard after the

meeting is resumed.

The public is invited at this time to comment on and discuss any topic that is relevant to, or within the authority of the Planning Commission, including any matter that is not specifically included on the agenda as an action item.

C.        For Possible Action:  Approval of the Minutes – December 16, 2015

D.        Modification of Agenda

Items on the agenda may be taken out of order; the public body may combine two or more agenda items for consideration; and the public body may remove an item from the agenda or delay discussion relating to an item on the agenda at any time.

Any member of the Commission may wish to explain any contact with an applicant or the public regarding an item on the agenda or business of the Commission.

F.         Public Hearing Matters

F-1. MPA-15-181  For Possible Action: To adopt a resolution recommending to the Board of Supervisors approval of a Master Plan Amendment from the Carson City Parks and Recreation Department to adopt the Carson City Arts and Culture Master Plan as an element of the City’s Master Plan. (Susan Dorr Pansky)

Summary: Per the direction of the Board of Supervisors, the Carson City Cultural Commission and the Carson City Parks and Recreation Department have developed an Arts and Culture Master Plan to be incorporated into the Carson City Master Plan.

F-2. SUP-15-175   For Possible Action: To consider a request from Roy L. Street  (property owner: Roy L. Street) to allow a Medical Marijuana Cultivation Facility on property zoned General Industrial (GI), located at 6343 Hwy 50 East, APN 008-522-15. (Susan Dorr Pansky) Late Material

Summary:  The applicant is proposing a Medical Marijuana Cultivation Facility in an existing 9,633 square foot building within the General Industrial zoning district. Per the ordinance passed by Carson City in July 2014, Medical Marijuana Establishments are allowed in designated zoning districts and areas in Carson City with the approval of a Special Use Permit and subject to specific city requirements. The applicant has received a provisional certificate from the State of Nevada to operate a Medical Marijuana Production Facility. Approval of the Special Use Permit will allow the applicant to move forward to obtain a Business License to operate in Carson City.

F-3. SUP-15-177    For Possible Action: To consider a request from Albert Replogle (property owner: Albert Replogle) for a Special Use Permit to allow an accessory structure that exceeds 75 percent of the size of the primary structure and exceeds five percent of the parcel size on property zoned Single Family 1 Acre (SF1A), located at 4151 Ponderosa Drive, APN 009-148-18.  (Kathe Green)

Summary:  The applicant is proposing a detached accessory structure of 9,000 square feet in addition to 1,338 square feet of existing detached accessory structures, for a total of 10,338 square feet. The total square footage of the detached accessory structures would be 428 percent of the size of the primary structure of 2,416 square feet, and would cover 18 percent of the parcel. 

F-4. ZMA-15-178   For Possible Action: To recommend to the Board of Supervisors approval of a Zoning Map Amendment to change the zoning of property located at Emerson Drive, APN 002-751-07, from Single Family 6,000 (SF6) to Neighborhood Business (NB).   (Kathe Green)

Summary:  The applicant is proposing a change of zoning for this vacant parcel from Single Family to Neighborhood Business in preparation for a future development of the site as multi-family apartments.

SUP-15-179   For Possible Action: To consider a request from Sierra Pacific Power Company dba Nevada Energy (property owner: Sierra Pacific Power Company dba Nevada Energy) for a Special Use Permit to allow expansion of a utility substation on property zoned General Industrial (GI), located at 3175 Asphalt Drive, APN 008-522-07.  (Kathe Green)

Summary:  The applicant is proposing an eight-acre enlargement of the existing utility substation on this site from approximately three acres to 11 acres of the 20-acre parcel to support required electrical service expansion needs in the area.

**  PUBLIC COMMENT:  The Commission will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment.  In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows:  In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair during the item itself.  No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken.  Comments may be limited to three minutes per person or topic at the discretion of the Chair in order to facilitate the meeting
