CALL TO ORDER
ROLL CALL & DETERMINATION OF QUORUM
Members of the public who wish to address the Carson City Shade Tree Council may come forward and speak on matters related to the Council. Comments may be limited to three minutes per person or topic. If your item requires extended discussion or action, please request the Chairperson to schedule the matter for a future meeting. No action may be taken on a matter raised under this item of the agenda until the matter itself has been specifically included on an agenda as an item upon which action may be taken.
1. ACTION ON APPROVAL OF MINUTES
2. MODIFICATIONS TO THE AGENDA

Note: Items scheduled at a specific time cannot be heard earlier than the scheduled time per Nevada's Open Meeting Law requirements.
3. MEETING ITEMS:
A. For Possible Action: Regarding the absence of any Council member from this meeting. The Council must vote to excuse or not excuse the absence of a Council member from any Council meeting. Council members are considered excused if they have notified the Council Chairperson and/or the Director of the Carson City Parks and Recreation Department of their absence prior to this meeting. When all Council members are present, there is no action on this item.
B. For Possible Action: To recommend for approval by the Board of Supervisors the Carson City Downtown 20/20 Group’s plan or vision for improvements to Downtown Carson City. A member of the 20/20 the organization that is promoting improvements for Downtown Carson City will present their plans to the Shade Tree Council. The landscaping element of the plan may have an impact on Carson City’s urban forest. The Council may want to determine if they want to endorse the plan and make a positive recommendation to the Board of Supervisors.
C. For Possible Action: To recommend to the Board of Supervisors a “Tree Care Assist Initiative” program. Councilmember Peermann has requested that his proposal for a “Tree Care Assist Initiative” program be placed on the agenda for possible approval and a positive recommendation to the Board of Supervisors.
D. Discussion only regarding whether there is a need to recommend a citywide tree watering policy during drought events. During recent interviews of perspective Shade Tree Council members, by the Board of Supervisors, Supervisor McKenna asked each candidate of how important was it to irrigate trees during our present drought, and whether it is appropriate to use our water resources in this manner. Chairman Horvath requested this issue be included on the agenda for discussion by the Council.
E. For Possible Action: To approve plans for the 2014 Arbor Day Ceremony and activities. The Shade Tree annually conducts and sponsors a city wide Arbor Day Ceremony which is traditionally held on the last Friday of April. This is a requirement of the “Tree City USA” program conducted by the National Arbor Day Foundation.
F. For Possible Action: To develop and approve goals for 2014 for the Carson City Shade Tree Council. Since this is the first meeting year, The Shade Tree Council may want to consider developing goals for 2014.
